A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM FOR THE PURPOSE OF
CREATING, DELETING AND/OR MODIFYING
CERTAIN CLASSIFICATIONS REPRESENTED
BY THE AMERICAN FEDERATION OF STATE,
COUNTY, AND MUNICIPAL EMPLOYEES,
LOCAL 2002, GENERAL MANAGEMENT UNIT,
ADJUSTING THE RANGE OF COMPENSATION,
AND APPROVING A RELATED LETTER OF
UNDERSTANDING BETWEEN THE AMERICAN
FEDERATION OF STATE, COUNTY, AND
MUNICIPAL EMPLOYEES, LOCAL 2002,
GENERAL MANAGEMENT UNIT AND THE
CITY OF ANAHEIM
WHEREAS, Section 1.05.020.0103 of the Anaheim Municipal Code requires the
Human Resources Director to maintain and administer the position classification and
compensation plan; and
WHEREAS, the Human Resources Director has recommended in a staff report
dated, June 11, 2024, that the need exists to create, delete and/or modify certain classifications
represented by the American Federation of State, County, and Municipal Employees, Local 2002,
General Management Unit ("AFSCME"), effective the pay period beginning June 21, 2024; and
WHEREAS, the City of Anaheim and the AFSCME executed a Memorandum of
Understanding ("MOU") on wages, benefits, and other terms and conditions of employment for
employees represented by the AFSCME on September 26, 2023; and
WHEREAS, a Letter of Understanding ("LOU") between the City of Anaheim and
the AFSCME is also required to amend the current Memorandum of Understanding and adjust the
range of compensation for the classifications of Operations Supervisor, Facility Maintenance
Manager, Electric Field & Operations Superintendent, Chief Utilities Systems Operator,
Engineering Manager, Electric Systems Planning Manager, Street Maintenance and Sanitation
Administrator, Principal Electrical Engineer, and Electric Operations Manager; and
WHEREAS the Human Resources Director is authorized to effect compaction pay
adjustments to effected incumbents in the classifications of Operations Supervisor, Facility
Maintenance Manager, Electric Field & Operations Superintendent, Chief Utilities Systems
Operator, Electric Operations Manager, and Operations Superintendent, as negotiated under the
reopener provision, effective the pay period beginning June 21, 2024; and
WHEREAS, the City and the AFSCME, have met and conferred in good faith, and
as a result thereof, a LOU dated May 30, 2024 between the parties has been prepared and signed;
and
WHEREAS, the City Council of the City of Anaheim does find that creating,
deleting and/or modifying such classifications within the designation of the AFSCME, and that
the approval of the LOU is in the best interest of the City of Anaheim.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
SECTION 1.
1. That effective the pay period beginning June 21, 2024, Appendix `B" —
Represented Classifications and Rates of Pay, of the Memorandum of Understanding between the
City of Anaheim and the AFSCME, is hereby amended by establishing the range of compensation
of the following job classifications:

2. That effective the pay period beginning June 21, 2024, the LOU dated May 30,
2024 between the City of Anaheim and the AFSCME, a copy of which is attached hereto and
incorporated by reference herein, is hereby approved.
SECTION 2.
Except as amended by Council authority, all terms and provisions of the
Memorandum of Understanding between the City of Anaheim and the AFSCME, as adopted by
Resolution No. 2023-081, shall remain in full force and effect.
SECTION 3
The Human Resources Director shall be delegated with the authority to publish the
authorized salary schedule in said Memorandum of Understanding in any format meeting the
requirements of the California Code of Regulations section 570.5.
SECTION 4.
The effective date of said amendment to the Memorandum of Understanding, as
amended, is June 21, 2024.
SECTION 5.
The City Clerk shall certify the adoption of this Resolution.

LETTER OF UNDERSTANDING between the
AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL UNIT,
LOCAL 2002, GENERAL MANAGEMENT UNIT
and the
CITY OF ANAHEIM
The American Federation of State, County, and Municipal Employees, Local 2002, General
Management Unit ("AFSCME General") and the City of Anaheim ("ANAHEIM"), herein referred
to collectively as the "PARTIES" have met and conferred and reached an agreement pursuant to a
provision in the July 1, 2023 through June 30, 2027 Memorandum of Understanding ("MOU")
between the PARTIES providing a reopener "to address salary compaction issues that may result
from the 2023-2026 memoranda of understandings between ANAHEIM and the International
Brotherhood of Electrical Workers, Local 47, General and Management units."
The PARTIES agree to the following provisions:
Effective June 21, 2024, Appendix `B" — Represented Classifications and Rates of Pay of the July
1, 2023 through June 30, 2027 Memorandum of Understanding ("MOU") between the AFSCME
General and ANAHEIM shall be amended as provided below:
