CALL TO ORDER — The agenda having been posted on April 4, 2024; the regular meeting of the
Anaheim Public Library Board of Trustees was called to order by Chair Linda Newby at 4:30 p.m.
PRESENT: Rose Chen, Michelle Dang, Jackie Filbeck, Linda Newby, Elia Renteria-Garcia
STAFF: Joe Purtell —Library Services Manager, April Ray — Supervising Librarian,
Jennifer Foxx — PT Management Assistant
INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS:
A. FRIENDS OF THE ANAHEIM PUBLIC LIBRARY REPORT: The March Book Sale made
$429.00. The next book sale is April 19, 2024, in the multi -purpose room. They appreciate the
assistance of Library staff at these book sales. A plaque to honor deceased members has been
purchased to place in the Book Nook. Ten members of the Friends attended and enjoyed the
APL Foundation Mystery Authors Luncheon. The Friends are excited to be hosting a Friends of
Libraries meeting for various Friends groups in the area on June 4, 2024.
B. FRIENDS OF THE CANYON HILLS LIBRARY: Six members attended the Community
Services Volunteer Recognition Luncheon while other members stayed at Canyon Hills Branch
Library to man the flash sale. They enjoyed the Anaheim Ballet and speeches by the Mayor and
City Council. The plaque they received will be proudly displayed on top of the glass case in the
book sale area of Canyon Hills Branch Library. The next flash sale is April 241, from
10:00 a.m. — 4:00 p.m.
C. ANAHEIM PUBLIC LIBRARY FOUNDATION REPORT: The Foundation thanked the
Library Board for their support of the 271' Annual Anaheim Public Library Foundation Mystery
Authors Luncheon. They look forward to seeing everyone at the 281' Annual Anaheim Public
Library Foundation Authors Luncheon on April 6, 2025.
D. COMMUNICATION FROM OTHERS: None.
IL APPROVAL OF MINUTES OF THE MARCH 11, 2024 MEETING: The minutes were approved as
presented.
III. UNFINISHED BUSINESS:
A. LIBRARY BOARD PRESENTATION TO CITY COUNCIL: Linda appreciated the
opportunity to highlight the Library. The Board thanked Linda for gracefully representing the
Library Board of Trustees.

IV. NEW BUSINESS:
A. ONLINE NON-RESIDENT USAGE FEE CITY LIBRARIAN'S REPORT: Library Staff is
proposing a non-resident usage fee of $50.00 for out-of-State/Country online services. The
Library needs to implement a fee to offset increases in the cost of service and staff time. Since
September 2023, there has been an exponential increase in the number of out-of-state online
service card applications, due in large part to publicity on social media by outside groups. The
volume of out-of-state/out-of-county cardholders is unsustainable for the Library's staffing and
budget. The large increase in the number of Online Service Cards is also leading to rapidly
increasing usage of the Library's online digital resources. It specifically impacts the Library's
e-book service causing wait times to go up dramatically for Anaheim residents.
RECOMMENDATION: That the Library Board approve the establishment of an annual
non-resident usage fee of $50.00 for out of State/Country online library service users
beginning July 1, 2024, as presented. M/S RC/JF 4 ayes.
B. LIBRARY FACILITY RENTAL FEES: Library staff presented a recommendation to increase
Library Facility Rental Fees by 3%.
RECOMMENDATION: That the Library Board approve the increase in
Library facility rental fees beginning July 1, 2024, as presented. M/S
V. INFORMATION
A. CITY LIBRARIAN'S REPORT:
• Joe expressed Audrey's appreciation to Linda for representing the Library Board at the City
Council Meeting.
• AnaCon is scheduled for April 27, 2024, and will feature authors, panels, and special guest
speaker Bob Gurr, an original Disney Imagineer.
• The Library is hosting an educators' conference for early educators on April 13, 2024.
• The new Vietnamese -English Storytimes are a huge hit.
B. BUDGET: The budget for Fiscal Year 2024/25 has been submitted to the Finance Department.
VI. ACTIVITY REPORTS
A. STATISTICS: None.
B. ACTIVITY REPORTS: The Board enjoys seeing the variety of programs and activities the
Library offers.
C. MONTHLY RECOGNITION OF SUPPORT/CERTIFICATE BY BOARD MEMBERS: The
Library Board recognized Library staff members Michael Sistrunck and Juan Lomeli for
outstanding customer service, MG Maloney for her work as volunteer coordinator, and
Rosemarie Perrone for her contributions to the Library/School District meeting. The Board also
recognized Wendy Van Camp for her her outstanding efforts as Anaheim's Poet Laureate for
2022-2024.

VIL BOARD ITEMS
MEMBER JACKIE FIL,BECK: Appreciated the opportunity to participate in the interview process
for the new Poet Laureate. She also enjoyed the Anaheim Public Library Foundation Mystery
Authors Luncheon.
VICE CHAIR ROSE CHEN: Requested to have a future meeting at a branch library.
MEMBER ELIA RENTERIA-GARCIA: Enjoyed the Anaheim Public Library Foundation Mystery
Authors Luncheon and seeing the community supporting the Library.
MICHELLE DANG: Thanked Linda for her presentation to City Council.
CHAIR LINDA NEWBY: None.
VIII. MISCELLANEOUS
A. NEXT MEETING: The next meeting will be May 13, 2024, at the Central Library.
B. ADJOURNMENT: Chair Newby adjourned the meeting at 5:19 p.m.
