SENIOR CITIZEN COMMISSION
February 15, 2024

1. CALL TO ORDER: Chair Brown called the meeting to order at 2:02 p.m.
2. PLEDGE OF ALLEGIANCE: Chair Brown led the Commission in reciting the Pledge of Allegiance.
3. APPROVAL OF THE MINUTES: Chair Brown presented the minutes of the January 18, 2024,
meeting. Commissioner Beas made a motion for approval of the minutes, seconded by Vice-Chair
Barnes. The minutes were approved with three ayes and three abstentions.
4. SCHEDULED PUBLIC COMMUNICATION: None.
5. UNSCHEDULED PUBLIC COMMUNICATION: None.
6. NEW BUSINESS:
A. Recording/Televising Commission Meetings Chair Brown noted that a suggestion was made by a
Council Member to have all board and commission meetings recorded and televised. Brian Chwan
stated that there is no plan at this time to have any commission meetings recorded and televised,
only an opportunity to hold the meetings in City Council Chambers, but he reminded them that
these meetings are held at the community center for ease of attendance by seniors.
B. Business Cards for Commissioners The commission discussed the desire for business cards.
Brian Chwan suggested they can be ordered but they would need to make the decision about a
potential name change before cards after which time cards can be ordered for those who desire
them.
C. Commissioners Attending District Meetings Chair Brown suggested that the senior commissioners
should be attending their district neighborhood meetings. She would like to be identified on the
agendas so they can make comments.
D. Suggestions for Senior Survey Chair Brown stated that she will be participating in a roundtable
that is seeking input on what the seniors are looking for. Commissioner Beas agreed that a stand-
alone senior center is the top priority. Commissioner Real said he wonders why the Senior Club
Citizen Club is adamant that they want to remain separate from the Commission and the City.

Commissioner Baltazar will ask the club to consider allowing the city to place the application for the
club on the city website. Chair Brown stated she feels reaching isolated seniors is also very
important and she will make that suggestion for the survey. She will report back on the roundtable
for the needs assessment at the next meeting.
7. UNFINISHED BUSINESS:
A. Commission Name Change Proposal Chair Brown noted that Commissioner Noteboom had
suggested changing the name of the commission to Active Older Adult Commission or Older Adult
Commission. Maureen Richardson noted that recent surveys have indicated that younger seniors
needing assistance with their daily needs. Commissioner Real asked to have a presentation about
the different age brackets. Commissioner Beas made a motion to change the name of the
Commission to Active Older Adult Commission. Commissioner Brio suggested the vote should be
postponed until Commissioner Noteboom can be present for the vote. Chair Brown suggested
Hearing no second, Chair Brown tabled the motion. Vice-Chair Barnes suggested waiting for
Commissioner Noteboom to be present, and also seeing what other cities are doing and revisit the
topic later. Commissioner Beas made a new motion to leave the name as is and see what the
result of the needs assessment is; seconded by Commissioner Real. Vote was unanimous.
B. Anaheim Senior Citizen Strategic Plan Chair Brown
C. Senior Center Signage Update Maureen Richardson reported that renderings are being reviewed.
Brian Chwan stated they are being reviewed by all the departments that have input.
D. Blue Zones & Aging Commissioner Real stated that he thinks Blue Zones and Aging should
remain on the agenda as aging is something the commission is concerned about. He noted that
there are three communities in Southern California that can be Blue Zones and there are two books
published about the diets of the people in these communities. He feels the commission should be
communicating to the senior population things they can do to reach a Blue Zone designation.
Commissioner Beas questioned how leaving this item on the agenda will make the city reach the
designation.
8. INFORMATIONAL ITEMS:
A. Staffing Levels Update Brian Chwan reported they are now fully staffed.
9. ADJOURNMENT: Chair Brown adjourned the meeting at 3:30 p.m.
