A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM APPROVING A
LETTER OF UNDERSTANDING BETWEEN
THE INTERNATIONAL BROTHERHOOD OF
ELECTRICAL WORKERS, LOCAL 47,
ANAHEIM PART-TIME CUSTOMER SERVICE
EMPLOYEES, AND THE CITY OF ANAHEIM
TO RECOGNIZE THE PART-TIME PRINCIPAL
UTILITIES ENGINEERING AIDE AND THE
PART-TIME SENIOR UTILITIES
ENGINEERING AIDE AS REPRESENTED BY
THE BARGAINING UNIT AND TO ESTABLISH
THE TERMS AND CONDITIONS FOR THESE
CLASSIFICATIONS
WHEREAS, Section 1.05.020.0103 of the Anaheim Municipal Code requires the
Human Resources Director to maintain and administer the position classification and
compensation plan; and
WHEREAS, the Human Resources Director has recommended in a staff report
dated, August 13, 2024, that the need exists to create, delete and/or modify certain classifications
represented by the International Brotherhood of Electrical Workers, Local 47, Anaheim Part -Time
Customer Service Employees ("IBEW"), effective the first full pay period following City Council
adoption; and
WHEREAS, the City of Anaheim ("City") and the IBEW executed a Memorandum
of Understanding ("MOU") on wages, benefits, and other terms and conditions of employment for
employees represented by the IBEW on January 1, 2023; and
WHEREAS, a Letter of Understanding ("LOU") is required to amend the current
MOU and authorize the change in bargaining unit title to "The International Brotherhood of
Electrical Workers, Local 47, Anaheim Part -Time Service Employees," recognize the Part -Time
Principal Utilities Engineering Aide and the Part -Time Senior Utilities Engineering Aide as
exclusively represented by the IBEW, and establish the rates of compensation and terms and
conditions for the classifications.
WHEREAS, the City and the IBEW have met and conferred in good faith, and as a
result thereof, a LOU dated July 31, 2024 between the parties has been prepared and signed; and
WHEREAS, the City Council of the City of Anaheim finds that approval of the
LOU between the City of Anaheim and the IBEW is in the best interest of the City of Anaheim.
NOW, THEREFORE BE IT RESOLVED_ by the City Council of the City of
Anaheim as follows:

1. That effective the first full pay period following City Council adoption,
Appendix "A" — WAGES, of the Memorandum of Understanding between the City of Anaheim
and the IBEW, is hereby amended by establishing the range of compensation of the following job
classifications:

2. That the LOU dated July 31, 2024 between the City of Anaheim and the
IBEW, a copy of which is attached hereto and incorporated by reference herein, is hereby
approved.
CRCTION
Except as amended by Council authority, all terms and provisions of the
Memorandum of Understanding between the City of Anaheim and the IBEW, as adopted by
Resolution No. 2023-089, shall remain in full force and effect.
SECTION 3
The Human Resources Director shall be delegated with the authority to publish the
authorized salary schedule in said Letter of Understanding and Memorandum of Understanding in
any format meeting the requirements of California Code of Regulations section 570.5.
SECTION 4.
The City Clerk shall certify the adoption of this Resolution.

LETTER OF UNDERSTANDING
between the
INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 47,
ANAHEIM PART-TIME CUSTOMER SERVICE EMPLOYEES,
and the
CITY OF ANAHEIM
The International Brotherhood of Electrical Workers, Local 47, Anaheim Part -Time Customer
Service Employees ("IBEW") and the City of Anaheim ("ANAHEIM"), herein referred to
collectively as the "PARTIES" have met and conferred and reached an agreement to change the
title of the bargaining unit and to recognize the Part -Time Principal Utilities Engineering Aide and
Part -Time Senior Utilities Engineering Aide classifications as represented by the IBEW. The
PARTIES have also met and conferred and reached an agreement to amend the January 1, 2023
through December 31, 2025 Memorandum of Understanding ("MOU") between the IBEW and the
City of Anaheim to establish the rates of compensation and the terms and conditions of the
classifications of Part -Time Principal Utilities Engineering Aide and Part -Time Senior Utilities
Engineering Aide.
The PARTIES have agreed to the following:
1. The title of the bargaining unit shall be changed from "The International Brotherhood of
Electrical Workers, Local 47, Anaheim Part -Time Customer Service Employees" to "The
International Brotherhood of Electrical Workers, Local 47, Anaheim Part -Time Service
Employees" effective the first day of the pay period following City Council adoption.
2. The classifications of Part -Time Principal Utilities Engineering Aide and Part -Time Senior
Utilities Engineering Aide shall be represented by the IBEW effective the first day of the pay
period following City Council adoption.
3. Article 13 -Bilingual Pay will be modified to include:
13.6 Employees in classifications of Part -Time Principal Utilities Engineering Aide and
Part -Time Senior Utilities Engineering Aide who are designated by the appropriate
Executive Manager to be assigned bilingual duties shall be eligible for bilingual pay
effective the first day of the pay period following successful completion of the
bilingual test.
Employees in classifications of Part -Time Principal Utilities Engineering Aide and
Part -Time Senior Utilities Engineering Aide who are certified prior to City Council
adoption shall receive bilingual pay under the MOU effective the first day of the pay
period following City Council adoption.
4. Article 14 — Vacation Benefit will be modified to include:
14.1.1 The classifications of Part -Time Principal Utilities Engineering Aide and Part -Time
Senior Utilities Engineering Aide will receive the Vacation benefit of three percent
(3%) of their gross earnings from their previous year 2023, pursuant to qualifications
of Article 14.1 of the MOU, effective January 1, 2023 through December 31, 2025.
Payment of this lump sum shall be issued with the payment of wages during the second
full pay period following City Council adoption. For future years including 2024, these
classifications will be eligible for the above provisions of this ARTICLE.
5. Article 23 — Field Duty Rules will be modified to include:
23.2.3 Employees in classifications of Part -Time Principal Utilities Engineering Aide and
Part -Time Senior Utilities Engineering Aide who are determined by ANAHEIM to be
required to wear safety boots shall receive the annual Safety Boot Allowance effective
the first pay period in January 2024.
6. APPENDIX "A" — WAGES, shall be amended to include the classifications Part -Time
Principal Utilities Engineering Aide and Part -Time Senior Utilities Engineering Aide. The
amendment will include increases of one and one-half percent (1.5%) effective the pay period
including July 1, 2023 and four percent (4.0%) effective December 22, 2023. A copy of the
amended APPENDIX "A" — WAGES is attached hereto and incorporated by reference herein.
7. APPENDIX `B.4" — SPECIAL PROVISIONS, shall be amended to include the classifications
of Part -Time Principal Utilities Engineering Aide and Part -Time Senior Utilities Engineering
Aide. The amendment will include a one-time lump sum payment of one -thousand eight -
hundred seventy-five dollars ($1,875) payable upon the first full pay period after Council
adoption. The parties agree that the lump sum is subject to applicable taxes and is not a part of
total compensation earnable to be reported to Ca1PERS.
The remainder of the Memorandum of Understanding between the PARTIES shall not be
affected hereby and shall remain in full force and effect.
