A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM REGISTERING ITS PROTEST AND URGING
VIGOR01lJS OPPOSITION TO E~CAVATIONS I?!f .THE RE-
CHARGE AREA OF THE SANTA AlIA RIVER BELOW. THE
FLOW LINE FOR THE SAID ~NTA ANA RIVER, AND
REGISTeRING ITS REQUEST THAT APPLICATIONS
NOS. UV 3703, UV 3738 AND C 787, FILED WITH
THE ORANGE COUJIITY PLANNING COMMISSION, BE
DENIED.
WHEREAS, an adequate supply of water for domestic
use is the lIfe-lIne of any cIty and In particular the City
of Anaheim; and

WHEREAS, the City of Anaheim is dependent upon the
underground water basin of Orange County for a large part of
its water supply; and
WHEREAS, the underground basin in Orange County is
recharged or replenished by the natural flow in the Santa
Ana RiYer; and
WHEREAS, the recharge area of the Santa Ana RiYer
is limited both in length and capacity, being generally from
the Santa Ana Freeway crossing of the river upstream to
Prado Dam; and
WHEREAS, any excavation and removal of sand and/or
gravel below the natural flow line of the Santa Ana River
will disturb the natural percolation of the flow of the
Santa Ana River into the underground water basin; and
WHEREAS, the excavation and dredging operations as
proposed in Applications Nos. UV 3703, UV 3738 and C 787,
which have been filed with the Orange County Planning Com-
mission, will tend to remove the natural absorbing qualities
of the river, to wit: the sand and fravel, and will leave
the silt and clay, which are imperVious, and will create a
condition for the collection of silt and clay in the area,
which will tend to make the entire area where the excava-
tion and dredging operations are conducted impervious to the
absorption of water into the underground water basin; and

WHEREAS, any condition which reduces, or tends to
reduce, the flow of water into the underground water basin
in Orange County is a serious threat to the continued growth
and prosperity of Orange County and the City of Anaheim, and
is a serious threat to the public health and welfare of the
citize~s of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that the City of .Anaheim does hereby
protest and does vigorously oppose any excavation in the re-
charge area of the Santa Ana River below the natural flow
line of said Santa Ana River.
AND BE IT FURTHER RESOLVED that the City Council
of the City of Aftaheim does hereby make its for.mal protest
to the Planning Commission of Orange County with regard to

Applications Nos. UV 3703, UV 3738 and C 787, and does
respectfully request that the permits, and each of them,
requested by such applications, be denied.
THE FOREGOING RESOLUTION is approved and signed
