AGENDA ACTION TAKEN
1. CALL TO ORDER: The Community Services Board meeting was called to order at 5:30 p.m. by
Chair Barnett.
2. PLEDGE OF ALLEGIANCE: Vice -Chair Kleine led the Board in reciting the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Barnett presented the January 18, 2024, meeting minutes to
the Board Members for changes and/or corrections. Board Member Banker-Jelensky made a motion
to approve the January 18, 2024 meeting minutes, seconded by Board Member Douglas; motion was
approved with six votes in favor. Chair Barnett accepted the minutes.
6. NEW BUSINESS:
a) FY24/25 CDBG Funding Cycle -
1 . Non -Profit Agency Funding Recommendations — Joe Perez explained the amount of
funding that is available and provided a spreadsheet for board member use as well as the
CDBG performance report. The Board discussed each agency and made
recommendations for funding while considering concerns raised about past performance
issues. Joe Perez noted that the agencies will be asked to come in mid -year and Board
Members will have an opportunity to ask agency staff questions.
After additional discussion, Chair Barnett made a motion to accept the Board's
recommendations as follows:
$30,917 - Access California Services
$10,000 - Alzheimer's Orange County
$10,000 - Anaheim Family YMCA — Youth Swim Scholarships
$15,000 - Anaheim Family YMCA — Youth Sports & Fitness Scholarships
$10,000 - Anaheim Family YMCA — Youth and Government Day
$20,000 - Big Brothers, Big Sisters of Orange County
$33,874 - Boys & Girls Club of Greater Anaheim — Cypress
$33,874 - Creative Identity
$12,000 - Community Legal Aid of OC
$13,000 - Dayle McIntosh Center
$30,000 - Meals on Wheels OC — Hot Meal Program
$24,666 - Meals on Wheels OC — Home Delivered Meals
$10,000 - MOMS Orange County
$20,000 - YWCA North Orange County — Youth Employment Services

The motion was seconded by Vice -Chair Kleine; vote was six ayes. Motion passed.
Joe Perez stated that the funding recommendations will be forwarded to Housing &
Community Development; it will be packaged together with other CDBG recommendations
to the Housing & Community Development Commission, and if approved, forwarded to City
Council for their final approval.
7. INFORMATIONAL ITEMS: Chair Barnett reported that she and Board Member Shah attended the
opening at the Brookhurst Teen Center and noted the city's Project S.A.Y. students did an awesome
job and the Center is amazing. Joe Perez stated they are very proud of the youth who led the
program; they did a phenomenal job and represented Project S.A.Y. very well.
Joe Perez announced they are accepting applications for a newly formed Youth Advisory Council
comprised of youth ages 13-17, and 18 if they are still in high school or home -schooled; applications
are available on the city website at www.Anaheim.net\avac through February 16t". Three youth per
district will be selected to participate.
8. ADJOURNMENT: Chair Barnett reported that the next meeting is scheduled to take place on
Thursday, March 14, 2024, at 5:30 p.m., and adjourned the meeting at 6:15 p.m.
