Anaheim Blvd., Anaheim, California BOARD MEMBERS PRESENT Linda Barnett, Chair Steve Kleine, Vice -Chair Shandra Barrera Steven Douglas Usha Shah BOARD MEMBERS ABSENT Laura Banker-Jelensky (excused) March 14, 2024 — 5:30 p.m. STAFF Joe Perez, Community Services Superintendent Julia Moreno, Community Services Supervisor Beth Lapkowski, Administrative Assistant AGENDA ACTION TAKEN 1. CALL TO ORDER: The Community Services Board meeting was called to order at 5:32 p.m. by Chair Barnett. 2. PLEDGE OF ALLEGIANCE: Chair Barnett led the Board in reciting the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chair Barnett presented the February 8, 2024, meeting minutes to the Board Members for changes and/or corrections. Board Member Shah made a motion to approve the February 8, 2024 meeting minutes, seconded by Board Member Barrera; motion was approved with five votes in favor. Chair Barnett accepted the minutes. 6. NEW BUSINESS: a) FY23/24 Funding Cycle - 1. Request Received — Meals on Wheels Orange County • Michelle Gallardo — Housing and Community Development Project Manager shared a request was received from Meals on Wheels Orange County to reallocate $30,000 of their approved funding to be used for staff/personnel costs. Joe Perez explained the changes in some of their other funding that has made it difficult to pay for staff/personnel costs which has led to this request. Vice -Chair Kleine made a motion to approve the request by Meals on Wheels Orange County to change their funding allocation to cover staff/personnel costs, motion seconded by Board Member Douglas. The vote was 5 ayes; motion passed. 2. Mid -Year Non -Profit Agency Report MOMS Orange County — Joe Perez informed the Board that the progress report the board received last month had an error that indicated that MOMS OC had not spent all their funds the previous fiscal year; they in fact spent all of the funds. Andrea Pronk-Dunn provided an update on their progress for the current fiscal year and explained that a high percentage of their visits are still being held virtually. They are hoping to increase in -person visits and also capture names of participants in their group meetings, which will increase their participation numbers. She described new programs they are offering, including programming for dads and grandparents. Community Services Board March 14, 2024 Page 2 AGENDA ACTION TAKEN 7. UNFINISHED BUSINESS: a) FY24/25 Funding Cycle — 1. Non -Profit Agency Funding Recommendation Memorandum to City Council — Joe Perez provided a copy of the memorandum that was submitted to City Council outlining the funding recommendations approved by the Board in February. 2. Housing and Community Development Commission Meeting — 5/1/24 —Joe Perez explained that the FY2024/2025 funding recommendation will be presented to the Housing and Community Development Commission at their May 1st meeting. Chair Barnett will attend and represent the Board at the meeting. 8. INFORMATIONAL ITEMS: Board Member Douglas reported that he attended a Civic Leader's Reception and performance of the Brigham Young University International Folkdance Ensemble. Community Services Staff Members including Cynthia Eulloqui and Daysi Hernandez were also present for the networking portion of the evening. Joe Perez reported that the City is collaborating with the Anaheim Community Foundation whom have engaged with Charitable Ventures to conduct a needs assessment of youth, families, and seniors which will take place from March 25 to April 25. He will ask the Executive Director, Janis Heckel, to come to make a presentation to the board next month. Joe reported that the final interviews occurred yesterday for the Anaheim Youth Advisory Commission, and they plan to have the first meeting next week. Their first assignment will be to assist with getting youth to complete the needs assessment survey. 9. ADJOURNMENT: Chair Barnett reported that the next meeting is scheduled to take place on Thursday, April 11, 2024, at 5:30 p.m., and adjourned the meeting at 6:10 p.m.
