AGENDA ACTION TAKEN
1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:02 p.m.
PLEDGE OF ALLEGIANCE: Commissioner Cook led the Pledge of Allegiance.
UNSCHEDULED PUBLIC COMMUNICATION: Chair Cudd introduced Ken Frederick, Associate Project
Planner, with the Parks Division. Ken Frederick provided a brief background about himself and his work
history.
Eleanor Granflor provided a copy of an email received for the Commission regarding Ronald Reagan Park that
currently has a sand volleyball court. The resident recommended to redevelop the area into two pickleball
courts. The Commission discussed the resident's recommendation and Chair Cudd requested to agendize the
redevelopment of the sand volleyball court at Ronald Reagan Park into pickleball courts. Questions were
answered regarding the size of pickleball courts and the cost of this type of project.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the August 24, 2022 minutes to the Commissioners for
changes or corrections. Eleanor Granflor reported to amend the minutes and add Wesley Padilla to
`Commissioners Present.' Vice Chair Rupp made a motion to accept the minutes as amended, seconded by
Commissioner Balius. The motion was approved with 7 votes in favor; Chair Cudd accepted the minutes.
REPORTS:
a) Parks Activity Report — July/August: JJ Jimenez presented the report and highlighted the park cleanup at
Edison Park, the start of high school football season at Glover Stadium, the start of Pop Warner football at
Brookhurst Park, Concerts to the Max at Maxwell Park, the shade tree program through TreePower, and
reservations coordinated by Facility Scheduling for picnic shelters and field usage. Anaheim Sporn and
Commissioner Balius highlighted Concerts to the Max that was held at Maxwell Park. Commissioner Cook
commended the installation of an AED at Glover Stadium.
Questions were answered regarding citrus and avocado trees provided by TreePower.

b) Park Ranger Report — August: Anaheim Sporn presented the report and provided a brief overview of the
report statistics. Anaheim reported the section is still working to hire more staff. In comparison from July to
August, there was a slight decrease of park patrons, and an increase in public contacts, curfew contacts,
and alcohol contacts. Park Rangers continue to work with Parks Division staff, Code Enforcement,
Anaheim Police Department and the community to address Anaheim Anytime requests, control of
amenities, and any reported activity.
Questions were answered regarding graffiti reported at parks and facilities, and contact tracking with
transients in the park.
c) Parks Capital Project Progress Report: Ana Straabe reported an additional $5 million has been added to
the funding received from Assemblyman Tom Daly's office (a new total of $15 million) for Boysen Park
improvements; a community meeting will be held on October 10. Ana also presented the report and
highlighted the following projects: KABOOM! playground at Center Greens Build Day, Citrus Park Play
Area, Ross Park Play Area, and the OC River Walk.
Questions were answered regarding the upcoming Boysen Park community meeting and Boysen Park
improvements. Commissioner Balius commended staff and volunteers on the KABOOM! Center Greens
Build Day.
INFORMATIONAL ITEMS: JJ Jimenez provided an a brief overview of the ocV!BE project which includes
areas of open park space, residential units, an outdoor amphitheatre, a marketplace of restaurants and stores,
a performing arts center, hotels and parking structures. JJ reported that City Council approved this project at
the September 27 meeting.
Questions were answered regarding current businesses and design phases.
Anaheim Sporn presented a video that highlights the top VolunTEENs of 2022. The top 7 volunteers will be
recognized at the next City Council meeting on October 4.
Sjany Larson -Cash reported that a Lease Agreement with GOALS was approved by the City Council for the use
of Martin Recreation Center at La Palma Park.
