AGENDA ACTION TAKEN
1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:18 p.m.
2. PLEDGE OF ALLEGIANCE: Commissioner Padilla led the Pledge of Allegiance.
UNSCHEDULED PUBLIC COMMUNICATION: Anaheim residents, James Alley, Russ Roach and Lydia
Roach, provided their view and information about pickleball, possible locations for pickleball courts, and the age
variation of players who play the game.
4. SCHEDULED COMMUNICATION: None.
APPROVAL OF THE MINUTES: Chair Cudd presented the September 28, 2022 Minutes to the
Commissioners for changes or corrections. Vice Chair Rupp made a motion to accept the minutes, seconded
by Commissioner Shah. The motion was approved with 7 votes in favor; Chair Cudd accepted the minutes.
6. REPORTS:
a) Recreation, Human & Neighborhood Services Activity Report — August/September: Anaheim Sporn
presented the report and highlighted the activities and programs held at Miraloma Park and Family
Resource Center, and Project S.A.Y. Programs and Teen Centers activity at the Oak Canyon Nature
Center.
Commissioner Balius commended staff on all the activities offered for the Teens.
b) Park Ranger Report — September: Anaheim Sporn presented the report and provided a brief overview of
the report statistics. In comparison from August to September, there was an overall decrease in the
statistics due to the heat wave. Anaheim reported the section is still working to hire more staff. Park
Rangers continue to work with Parks Division staff, Code Enforcement, Anaheim Police Department and
the community to address any issues that are reported.
Questions were answered regarding activity reported at Riverdale Park, the amount of alcohol contacts, the
statistics reported for Sage Park, the total number of patrols compared to other statistics at Modjeska Park,
how patrols are scheduled for each park, staff vacancies, and skateboarding statistics.

c) Parks Capital Project Progress Report: Ana Straabe presented the report and highlighted the Brookhurst
Teen Center, Boysen Park Refresh, and North La Palma Promenade & Parking Lot.
Questions were answered regarding possible playground replacement at Riverdale Park, and lighting and
basketball court asphalt at Chaparral Park. Commissioner Flores commended staff on the work completed
for the Boysen Park Refresh.
7. NEW BUSINESS:
a) Pickleball Courts: Ana Straabe provided a Pickleball Courts presentation to the Commission and public
guests that included the history of the sport, existing courts in Anaheim, the request received by the
Commission from a resident for the possibility of transforming the volleyball court at Ronald Reagan Park
into a pickleball court, and other possible options for pickleball courts.
Questions were answered regarding the number of requests for pickleball courts, the difference of cost
between possible options, and if other parks in the city were considered for additional courts.
Commissioner Balius requested to agendize Pickleball Courts sub -committee for the next Commission
meeting.
b) Park In -Lieu Fees: JJ Jimenez provided a Park In -Lieu Fees presentation to the Commission which
included what park in -lieu fees are, the fee areas, and future plan for fee usage.
The Commission had a discussion regarding the fees and possible future recommendations.
Commissioner Balius requested to agendize Impact Fees Sub -Committee for the next Commission
meeting.
Questions were answered regarding the collection of fees for ADU development, the evaluation of vacant
land value, and when the last update of park in -lieu fees occurred.
