ANAHEIM BLVD., ANAHEIM, CA 92805 December 7, 2022 STAFF PRESENT: Anaheim Sporn, Community Services Manager JJ Jimenez, Parks Manager Ana Straabe, Principal Project Planner Eleanor Granflor, Senior Secretary STAFF ABSENT: Sjany Larson -Cash, Director AGENDA ACTION TAKEN 1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:06 p.m. PLEDGE OF ALLEGIANCE: Vice Chair Rupp led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED COMMUNICATION: None. APPROVAL OF THE MINUTES: Chair Cudd presented the October 26, 2022 Minutes to the Commissioners for changes or corrections. Vice Chair Rupp made a motion to accept the minutes, seconded by Commissioner Balius. The motion was approved with 5 votes in favor; Chair Cudd accepted the minutes. 6. REPORTS: a) Parks Activity Report— September/October: JJ Jimenez presented the report and highlighted staff training for emergency situations, installation of new park signage, trail maintenance for erosion, and football games and band reviews held at Glover Stadium. Questions were answered regarding vandalism at Sycamore Park. b) Park Ranger Report — October: Anaheim Sporn presented the report and stated staff is working towards changing the report to include more context. In comparison from September to October, there was an increase in statistics at the Downtown Anaheim Community Center due to special events, and a decrease in curfew and alcohol due to the time change and cooler weather. Anaheim reported the section is still working to hire more staff. Park Rangers will continue to work with Parks Division staff, Code Enforcement, Anaheim Police Department and the community to address any issues that are reported. Questions were answered regarding the number of patrols at John Marshall Park, and the West Anaheim Skate Park. Parks and Recreation Commission Minutes December 7, 2022 Page 2 c) Parks Capital Project Progress Report: Ana Straabe presented the report and highlighted the Boysen Park Refresh, Center Greens, Maxwell Park Fitness Station Improvements, and OC River Walk. Questions were answered regarding the completion date of the Brookhurst Teen Center, and the turf maintenance for sports fields at Boysen Park. 7. NEW BUSINESS: a) Pickleball Courts Sub -Committee: JJ reported staff is actively working on the installation of pickleball courts at Peralta Park. Commissioner Balius commended staff for the continuing research for court installation and withdrew the item for a sub -committee. b) Park In -Lieu Fees: JJ Jimenez provided an Impact Fees update to the Commission which included staff working with other departments, and completion of a new fees study. Commissioner Balius requested to table this item for a future meeting when all Commissioners are present. Eleanor Granflor reported the agenda item can remain on future agendas to continue discussion. 8. INFORMATIONAL ITEMS: Chair Cudd shared the 2023 Meeting Schedule that is provided in the packet. Anaheim Sporn shared the new roster of the City Council with the Commission, information for Commission appointments, and reported on special events: Dia de los Muertos, and the Christmas Lighting. JJ Jimenez reports staff will be taking the following items to City Council for approval: grants for La Palma and Boysen Parks, and new on -call consultants. 9. ADJOURNMENT: Chair Cudd adjourned the meeting at 6:51 p.m.
