AGENDA ACTION TAKEN
1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:07 p.m.
2. PLEDGE OF ALLEGIANCE: Chair Cudd led the Pledge of Allegiance.
UNSCHEDULED PUBLIC COMMUNICATION: Chair Cudd introduced the new Commissioners, CarlottaRhea
Clark, Fred Sigala, Jr., and Greg Martin. Commissioners Clark, Sigala and Martin provided a brief background
of themselves and the District that they represent. Chair Cudd also introduced the alternate ex-officio for the
Anaheim Elementary School District, Mark Lopez, and City Council Member Carlos Leon.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the December 7, 2022 Minutes to the Commissioners
for changes or corrections. Commissioner Balius made a motion to accept the minutes, seconded by
Commissioner Cook. The motion was approved with 7 votes in favor; Chair Cudd accepted the minutes.
6. REPORTS:
a) Recreation, Human & Neighborhood Services Activity Report — December 2022/January 2023: Kimberly
Kelemen presented the report and highlighted the Tiny Tot Academy Holiday celebrations, Adult Sports —
Adult Volleyball League, the Nutcracker Craft Village and Tree Lighting, Youth Programs — Boxes of Make
Believe, the Adopt -a -Family Project, and the Active Older Adult Congregate Lunch Program.
Questions were answered regarding Seniors Wheels Program and the Senior Meals Program.
b) Park Ranger Report — January: Kimberly Kelemen presented the report. In comparison from December to
January, there was a decrease in public contacts due to the cooler weather. Kimberly reported the section
is still working to hire more staff and current staff will be completing CPR Certification classes.
Questions were answered regarding the curfew violations, the new pickleball court at Peralta Park,
response times from Park Rangers, and Anaheim Anytime messages received.

c) Parks Capital Project Progress Report: Ana Straabe presented the report and highlighted the Aloe
Promenade, Boysen Park Refresh, Maxwell Park Fitness Station Improvements, and the Peralta Pickleball
Court.
Questions were answered regarding additional pickleball courts throughout the City, refresh of current
tennis courts at Pearson Park and Olive Hills, conversion of the indoor gymnasiums for the pickleball
courts, the OC River Walk virtual community workshop, the soil cleanup at Boysen Park, and if roof repairs
and other miscellaneous repairs and/or maintenance at facilities will be a part of the Capital Progress
Report.
Commission Balius commended the turf renovation at Maxwell Dog Park. Commissioner Sigala
recommended for staff to continue to share project information for the soil cleanup at Boysen Park.
NEW BUSINESS:
a) Selection of Vice Chair: Nominations for Vice Chair were made: Chair Cudd nominated Commissioner
Cook for Vice Chair and Commissioner Balius nominated Commissioner Flores. Commissioner Cook
received two votes in favor and five abstentions were made by Commissioners Balius, Clark, Flores, Martin
and Sigala; Commissioner Flores received three votes in favor and four abstentions were made by Chair
Cudd and Commissioners Clark, Cook and Sigala. Commissioner Flores will be the new Vice Chair.
PREVIOUS BUSINESS:
a) Impact Fees Sub -Committee: Commissioner Balius requested to table this item for the March meeting and
requested for staff for provide the Park -In -Lieu Fee Presentation for the new Commissioners at the next
meeting.
INFORMATIONAL ITEMS: Sjany Larson -Cash provided an update regarding the recent fallen tree at Pearson
Park on February 19t". She reported that a forensic arborist will be hired to evaluate the condition of the fallen
tree. JJ Jimenez provided an overview of the policies for park tree maintenance, trimming and removal.
Questions were answered regarding the specimen of the fallen tree, signage for patrons to report any tree
concerns, and confirmation that the forensic arborist will be an outside, independent contractor, tree trimming
schedule, and concerns for staffing for tree trimming work.
Commissioner Sigala requested to agendize an item for a future meeting: General parks approach in relation to
safety issues. Commissioner Balius recommended to have other city department staff attend a future meeting
to help answer any questions or concerns regarding homeless and safety issues.
Commissioner Balius requested to agendize an update to Boysen Park every other month for the next six
months.
