CENTER ST., ANAHEIM, CA 92805 March 22, 2023 STAFF PRESENT: Sjany Larson -Cash, Director JJ Jimenez, Parks Manager Anaheim Sporn, Community Services Manager Ana Straabe, Principal Project Planner Eleanor Granflor, Senior Secretary AGENDA ACTION TAKEN CALL TO ORDER: Vice Chair Flores called the meeting to order at 6:10 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Martin led the Pledge of Allegiance. UNSCHEDULED PUBLIC COMMUNICATION: Sjany Larson -Cash introduced the ex-officio for the Anaheim Elementary School District, Jose Paolo Magcalas. 4. SCHEDULED COMMUNICATION: None. APPROVAL OF THE MINUTES: Vice Chair Flores presented the February 22, 2023 Minutes to the Commissioners for changes or corrections. Commissioner Balius made a motion to accept the minutes, seconded by Commissioner Sigala. The motion was approved with 6 votes in favor; Vice Chair Flores accepted the minutes. 6. REPORTS: a) Parks Activity Report— January/February: JJ Jimenez presented the report and highlighted fields and the start of baseball season, fire clearance, park signage, the TreePower program, and user group tournaments held at city facilities. Commissioner Sigala commended staff for work completed at John Marshall Park and Ex-Officio Magcalas commended staff on maintaining city parks. b) Park Ranger Report — February: Anaheim Sporn presented the report and provided an overview of the report statistics. In comparison from January to February, there was an increase in public contacts and patrons, and a decrease in curfew and alcohol contacts. Questions were answered regarding staff reporting of graffiti, if statistics are reported when also called into the Anaheim Police Department, and if the possibility of statistics being double reported for the same situation. Parks and Recreation Commission Minutes March 22, 2023 Page 2 c) Parks Capital Project Progress Report: Ana Straabe presented the report and highlighted the Boysen Park Refresh, Center Greens, Maxwell Park Fitness Station Improvements, and the OC River Walk. Questions were answered regarding inclusive play equipment in future play areas, installation of play equipment at Citrus Park, the completion of Brookhurst Park Teen Center, improvements for Riverdale Park, and the soil cleanup at Boysen Park. Commissioner Balius stated inclusive play equipment has been installed at Barton Park and Commissioner Sigala commended the collaborative community efforts for Boysen Park. 7. NEW BUSINESS: a) Recreation and Human Services Fees for FY 2023/24: Sjany Larson -Cash presented the user fees proposal for Parks, Recreation, Neighborhood, and Human Services Fees for fiscal year 2023/24. Questions were answered regarding Tiny Tots, percentage of increase in fees in FY 2018/19, the 3% increase of fees, if fee increase is compared to surrounding cities, increase of security deposit, private party pool rental, scholarships and waivers, non-profit fees, and picnic shelters. Commissioner Clark made a motion to approve the proposed Recreation and Human Services Fees for FY 2023/24, seconded by Commissioner Balius. The motion was approved with six votes in favor. PREVIOUS BUSINESS: a) Park -in -Lieu Fee Presentation: JJ Jimenez provided an overview presentation on Park -in -Lieu fees. A discussion was held by the Commission regarding future fee increases and forming the Impact Fees Sub - Committee. Commissioner Balius invited other Commissioners to be a part of the sub -committee. Questions were answered regarding what is funded with park -in -lieu fees, the calculation of fees, the last City Council action of fee adjustments, if the developer of Colony Park paid fees and/or donated land for the park property, and the process to have fees increased. Sjany Larson -Cash reported the city is in the process of completing a citywide impact fees study that will include park -in -lieu fees. Sjany also recommended the Commission be updated of the process with the study. A discussion was held by the Commission regarding a sub -committee. Commissioners Sigala and Clark volunteered to be a part of the Impact Fees Sub -Committee. Eleanor Granflor stated the Sub -Committee will be agendized for updates at future meetings. INFORMATIONAL ITEMS: Commissioner Sigala requested updates on the fallen tree at Pearson Park and other city parks, and the hiring of Park Rangers. Sjany Larson -Cash stated an update for the hiring of Park Rangers can be provided with the Park Rangers Report in future meetings. Sjany also stated the fallen tree at Pearson Park is pending litigation and questions cannot be answered at this time. JJ Jimenez stated that mainly due to the saturation of the soil after the rain, trees have fallen at Boysen, Chaparral, Peralta and Sage parks along with fallen tree limbs at Modjeska, John Marshall and other city parks. JJ also stated staff will continue to monitor all trees within the parks system. 10. ADJOURNMENT: Vice Chair Flores adjourned the meeting at 8:18 p.m.
