SANTA ANA CANYON RD., ANAHEIM, CA 92805 COMMISSIONERS PRESENT: Lynn Cudd, Chair Tony Flores, Vice Chair (arrived at 6:25 p.m.) Ryan Balius CarlottaRhea Clark (left at 7:00 p.m.) James Cook Greg Martin Fred Sigala, Jr. April 26, 2023 STAFF PRESENT: Sjany Larson -Cash, Director JJ Jimenez, Parks Manager Anaheim Sporn, Community Services Manager Eleanor Granflor, Senior Secretary STAFF ABSENT: Ana Straabe, Principal Project Planner AGENDA ACTION TAKEN 1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:07 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Clark led the Pledge of Allegiance. UNSCHEDULED PUBLIC COMMUNICATION: Shorlette Knighten, Anaheim resident, shared concerns of the current conditions of the Olive Hills Tennis Courts along with Frank Yoon, Annette Christie, Oliver Weber and Tony LaRiviere. JJ Jimenez reported an update regarding the conditions and improvements to fix the Olive Hills Tennis Courts. Questions were answered regarding the safety of the tennis courts, the possibility of adding pickleball courts, and budget allocation. SCHEDULED COMMUNICATION: Sandra Lozeau, Deputy Director of Housing and Community Development, and Lt. Jonathan Yepes of Anaheim Police Department, provided a presentation on Homelessness System of Care in the City of Anaheim. Questions were answered regarding warnings given to transients, funding, affordable housing, steps enforced to help homeless in parks, Park Ranger reporting, cameras in parks, substance abuse seen in parks, city working groups, and which group should be contacted with any concerns. APPROVAL OF THE MINUTES: Chair Cudd presented the March 22, 2023 Minutes to the Commissioners for changes or corrections. Commissioner Balius made a motion to accept the minutes, seconded by Commissioner Cook. The motion was approved with 5 votes in favor and 1 abstention by Chair Cudd; Chair Cudd accepted the minutes. 6. REPORTS: a) Recreation, Neighborhood and Human Services Activity Report — February/March: Anaheim Sporn presented the report and highlighted the S.T.A.R.S. Tennis Courts, CampVenture Spring Camp, Fun on Wheels, Center Gallery, Oak Canyon Nature Center, OC Free Tax Preparation Assistance, Active Older Adult Program at Downtown Anaheim Community Center, Project S.A.Y., and Youth in Government Day. Questions were answered regarding the summer schedule of events. b) Park Ranger Report — March: Anaheim Sporn presented the report and provided information on graffiti reporting, and syringes that are found in parks. Anaheim stated sharps containers are in Park Ranger and Parks and Recreation Commission Minutes April 26, 2023 Page 2 Parks Maintenance vehicles. There was a decrease in statistics due to less patrols. Anaheim also provided an update on hiring; there is currently a night and weekend shift recruitment of Park Rangers. Questions were answered regarding public assists at the West Anaheim Skate Park, the number of alcohol contacts, and the pay range for Park Rangers. Sjany Larson -Cash reported the Human Resources Department will be conducting a separate work study for Park Rangers. c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted Citrus Park Play Area, Maxwell Park Fitness Station Improvements, and River Park. Questions were answered regarding the possibility of installing distance markers on the walking path at Barton Park and other parks, rubberized surfacing for walking paths, the number of cement pads at Maxwell Park Fitness Stations, La Palma Park Promenade and Parking Lot, La Palma Park Improvements, the OC River Walk hybrid community workshop, and the art component at Center Greens. PREVIOUS BUSINESS: a) Impact Fees Sub -Committee: Commissioner Balius reported the sub -committee met and reviewed the final draft of the 2017 Park -in -Lieu Fees, the draft recommendation for fees written in 2018, and how park fees are assessed. The sub -committee will meet again and provide an update at the next meeting. Questions were answered regarding how the park -in -lieu fees are calculated in the Platinum Triangle, if the areas opened in new developments offset park -in -lieu fees, and credit given towards land value. INFORMATIONAL ITEMS: Anaheim Sporn shared the flyer for the upcoming Cinco de Mayo Festival that will take place at La Palma Park on May 4-7. ADJOURNMENT: Chair Cudd adjourned the meeting at 8:30 p.m.
