AGENDA ACTION TAKEN
1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:02 p.m.
2. PLEDGE OF ALLEGIANCE: Vice Chair Flores led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the May 24, 2023 Minutes to the Commissioners for
changes or corrections. Commissioner Balius made a motion to accept the minutes, seconded by Commissioner
Sigala. The motion was approved with 5 votes in favor; Chair Cudd accepted the minutes.
6. REPORTS:
a) Recreation, Neighborhood and Human Services Activity Report — April/May: Anaheim Sporn presented the
report and highlighted the Tiny Tots Academy, Cinco de Mayo Fiesta, Spring Fling and Eco-Fun Faire, swim
program at Pearson Park Pool and Anaheim and Canyon High School, programs and events at Family
Resource Centers, Project S.A.Y. excursion at Oak Canyon Nature Center, food distribution and meal
programs, and the Mobile Family Resource Center.
Questions were answered regarding Commissioners volunteering at an event, public swim hours, and
information resources provided in Spanish.
b) Park Ranger Report — May: Anaheim Sporn presented the report and provided information on the monthly
statistics, the number of patrols in relation to the decrease of patrons, and recruitment and staffing of Park
Rangers.
Questions were answered regarding the number of patrols compared to the month of April, alcohol contacts
at Manzanita Park, cameras at Manzanita Park, and network connection with the Boys and Girls Club.
c) Parks Capital Project Progress Report: Ana Straabe presented the report and highlighted Center Greens,
Citrus Park play area, Ross Park play area, La Palma Park Improvements, and OC River Walk.
Questions were answered regarding OC River Walk - grant funding and city contribution for the project, the
project cost and timeline, and the sharing of construction documents once complete.

PREVIOUS BUSINESS:
a) Impact Fees Sub -Committee: Commissioner Balius reported he presented the recommendation letter to the
City Council at the June 13th meeting. The Commission has completed the task and recommends removing
the item from Previous Business on the Agenda. Commissioner Sigala commended Commissioner Balius.
JJ Jimenez reported that City Council has requested further information from staff regarding park -in -lieu fees.
8. NEW BUSINESS:
a) Approval of Master Plan for Boysen Park: JJ Jimenez and Ana Straabe presented an overview of the Master
Plan for Boysen Park.
Questions were answered regarding the agreement with school district for the parking lot and the adjacent
property next to the school, drinking fountains and water refilling stations, the large block letters that spell
BOYSEN at park entrance, and projected maintenance budget for the improved park. Commissioners Balius
and Sigala commended staff on the Master Plan.
Commissioner Sigala made a motion to approve the Master Plan for Boysen Park as presented, seconded
by Commissioner Balius. The motion was approved with 5 votes in favor; motion was accepted.
INFORMATIONAL ITEMS: JJ Jimenez reported the City Council has requested an overview of each Board and
Commission. Eleanor Granflor reported the overview can include the introduction of the Commissioners,
information of their duties and roles, and any current project updates of the Commission to the City Council. The
Commission will be presenting to City Council on October 17th. A discussion was held by the Commission and
staff — this item will be agendized at the next meeting and staff will share a template presentation with the
Commission.
Anaheim Sporn introduced new staff, Priscilla Pena, Senior Secretary for Recreation, Neighborhood & Human
Services.
JJ Jimenez shared that the City budget for the upcoming fiscal year was adopted at the June 27th meeting. The
Community Services Department received playground funding for Riverdale and Canyon Rim parks, upgrades to
Pearson Park Amphitheatre, upgrades to Paul Revere Park, and an increase of Senior Citizens services in the
city.
Commissioner Sigala recommended that a variety of sports equipment be provided for patrons at Sycamore Jr.
High School, and also requested information regarding prioritization of access to facilities for residents and
expanding scholarship offers to low-income and senior residents. JJ Jimenez reported staff can provide current
policies already enforced at next month's meeting. Commissioner Balius requested that the history of
prioritization for residents be provided.
Commissioner Balius requested a status update on the condition of Olive Hills Tennis Courts. JJ Jimenez
reported that conditions of the courts do not present any safety issues and staff is actively working with Facility
Maintenance to make necessary repairs.
Commissioner Sigala also requested for staff to provide maintenance repair updates to Commission.
