CENTER ST., ANAHEIM, CA 92805 July 26, 2023 STAFF PRESENT: Sjany Larson -Cash, Director JJ Jimenez, Parks Manager Anaheim Sporn, Community Services Manager Ana Straabe, Principal Project Planner Eleanor Granflor, Senior Secretary Priscilla Pena, Senior Secretary AGENDA ACTION TAKEN CALL TO ORDER: Chair Cudd called the meeting to order at 6:02 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Sigala led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chair Cudd presented the June 28, 2023 Minutes to the Commissioners for changes or corrections. Commissioner Balius made a motion to accept the minutes, seconded by Commissioner Sigala. The motion was approved with 4 votes in favor and 1 abstention by Commission Cook; Chair Cudd accepted the minutes. 6. REPORTS: a) Parks Activity Report— May/June: JJ Jimenez presented the report and highlighted the improvements completed at Citrus Park, the rose garden at George Washington Park, the sod harvested from Center Greens to La Palma Dog Park, trees planted at Yorba Park, restoration of Circle Park, the TreePower program, and a health resource fair held at Maxwell Park. Questions were answered regarding the vandalism to rubber surfacing in playground areas, and updates to Olive Hills Tennis Courts. Commissioner Balius commended staff for harvesting sod from one park location to another. b) Park Ranger Report — June: Anaheim Sporn presented the report and provided information on recruitment and staffing of Park Rangers. Anaheim also reported there was a decrease in the number of patrons and alcohol contacts, and an increase in public and curfew contacts. Questions were answered regarding Pearson Park Pool - registration and public swim, informational resources in Spanish, and the possibility of increasing the hours of public swim on Tuesdays and Thursdays. c) Parks Capital Project Progress Report: Ana Straabe presented the report and highlighted Brookhurst Teen Center, Boysen Park Refresh, Center Greens, and Ross Park. Questions were answered regarding cost of construction, opening a walkway through Center Greens to the Downtown Anaheim Youth Center, the possibility of FRAN providing transportation from the Downtown Parks and Recreation Commission Minutes July 26, 2023 Page 2 Anaheim Community Center parking lot to the south entrance to the youth center, the ground water project at Willow Park, shade structures for play areas, and the installation of wood chips in comparison to rubber surfacing. NEW BUSINESS: a) Selection of Chair: Nominations for Chair were made: Commissioner Cook nominated Chair Cudd to remain as Chair and Vice Chair Flores nominated Commissioner Balius. Chair Cudd received two votes in favor and abstentions by Vice Chair Flores, Commissioners Balius, Clark and Sigala; Commissioner Balius received four votes in favor and abstentions by Chair Cudd and Commissioner Cook. Commissioner Balius will be the new Chair. b) Selection of Chair: Nominations for Chair were made: Commissioner Sigala nominated Vice Chair Flores to remain as Vice Chair. Vice Chair Flores received six votes in favor and will remain as Vice Chair. c) Commission Presentation to City Council: Eleanor Granflor shared a power point template for the upcoming presentation. The Commission held a discussion for what they would like to include in the presentation and staff will provide more updates at the next meeting. 8. INFORMATIONAL ITEMS: Sjany Larson -Cash provided information on the prioritization for residents in regards to facility rentals, recreation classes and programs, and park fields and picnic shelter reservations. Commissioner Balius reported the Concerts at the Park will be held at Maxwell Park on August 3rd. Commissioner Clark reported National Night Out will be held at Ronald Reagan Park on August 1 It. 9. ADJOURNMENT: Chair Cudd adjourned the meeting at 7:39 p.m.
