AGENDA ACTION TAKEN
1. CALL TO ORDER: Chair Balius called the meeting to order at 6:08 p.m.
2. PLEDGE OF ALLEGIANCE: Commissioner Sigala led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Balius presented the August 23, 2023 Minutes to the Commissioners for
changes or corrections. Commissioner Clark made a motion to accept the minutes, seconded by Commissioner
Sigala. The motion was approved with 6 votes in favor and 1 abstention by Commissioner Cudd; Chair Balius
accepted the minutes.
6. REPORTS:
a) Park Ranger Report —August: Anaheim Sporn presented the report, stated the recruitment process will
continue with a goal to hire a total of 15 Park Rangers, and highlighted the increase in park patrons, public
contacts and curfew violations.
Questions were answered regarding the maximum number of Park Rangers to hire, what statistical
information is shared with Anaheim Police Department and Fire and Rescue, and if the Community Services
Department will be affected by the special election on Measure A.
b) Parks Activity Report — August/September: JJ Jimenez presented the report and highlighted the Disney
volunteer event at Pioneer Park, the renovation of Glover Stadium in preparation for football season, fire
clearance at Pelanconi Park and Deer Canyon, the TreePower program, the Anaheim Car Club Car Show at
La Palma Park, and community youth soccer leagues.
Questions were answered regarding improvements at Founders' Park and the Woelke-Stoffel House,
maintenance at the West Anaheim Youth Center, future plans for Energy Field, the art mural across the
street from Little People's Park, Center Greens construction, the basketball courts and lighting at Chaparral
Park, and the goats assisting with fire clearance.
c) Parks Capital Project Progress Report: Ana Straabe presented the report and highlighted the North La
Palma Green Promenade & Parking Lot, Oak Canyon Nature Center Renovation, Paul Revere Park
Improvements, and the next KABOOM! project at Peter Marshall Park.

7. PREVIOUS BUSINESS:
a) Commission Presentation to City Council: The Commissioners all agreed to attend the City Council meeting
on October 17th for the presentation. Chair Balius provided an overview of what the presentation will include,
and the Commission had a discussion in regard to video clips, photos for the slides, and their biographies.
8. INFORMATIONAL ITEMS: Sjany Larson -Cash reported the city has two joint -use agreements with Anaheim
Elementary School District. One agreement states the elementary schools that do not have green space on their
property and are next to a park can utilize a portion of the park as their green space; the other agreement states
that the city can permit youth sports organizations at the elementary schools that have green space on their
property. Sjany stated the city and school district work well together to share space for the schools and the
community.
Sjany Larson -Cash reported the City Council approved the nominations for the Ex-Officio non -voting members of
the Commission at the September 26th meeting.
Commissioner Martin shared information for a community event with Council Member Leon for the beautification
and park clean up project on October 14th at Stoddard Park.
Commissioner Sigala asked if there are opportunities to work with and/or collaborate with other Commissions in
the city. Sjany Larson -Cash stated staff provides a presentation to the Budget, Investment, and Technology
Commission annually. Chair Balius stated Commissioners can reach out to members or other Commissions
independently.
Sjany Larson -Cash reported the Community Services Department will be providing a Parks presentation to the
City Council on October 17th.
Anaheim Sporn reported the Fall Festival will be held on October 28th. The Fall Festival Committee also has an
exhibit currently displayed at the Center Gallery in the Downtown Anaheim Community Center.
JJ Jimenez reported the agreement for the Peter Marshall Park KABOOM! project will be going to City Council for
approval on October 17th.
