AGENDA ACTION TAKEN
1. CALL TO ORDER: Chair Balius called the meeting to order at 6:03 p.m.
2. PLEDGE OF ALLEGIANCE: Commissioner Cook led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: Ex-Officio Member Mark A. Lopez commended the commission
and staff on the recent City events that involved Anaheim students in their communities such as the AUHSD
Color and Light Show exhibit at Center Gallery as well as the Youth Advisory Council and Youth in Government
Day.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Balius presented the March 27, 2024 Minutes to the Commissioners for
changes or corrections. Commissioner Cudd made a motion to accept the minutes, seconded by Commissioner
Cook. The motion was approved with 5 votes in favor; Chair Balius accepted the minutes.
6. REPORTS:
a) Park Ranger Report — February: Anaheim Sporn presented the report and noted that the previous month's
numbers remain on the report for comparison as well as the data from the same month of the previous year.
Anaheim noted that most of the significant differences in statistics can be attributed to increased staffing. She
highlighted the success of recent recruitment efforts including 5 current trainee Rangers. Anaheim also
announced that several Park Rangers obtained training and certifications from the Police Department to
begin conducting some special event patrols on bicycles.
b) Recreation, Neighborhood & Human Services Activity Report — January/February: Anaheim Sporn
presented the report and highlighted the Volunteer Recognition Luncheon, the latest Center Gallery art
exhibit, and the AUHSD Color and Light Show art exhibit. Anaheim also discussed the S.T.A.R.S. and Fun
on Wheels partnership with First Tee of Orange County as well as the recent Youth in Government Day and
the first meeting of the Anaheim Youth Advisory Council.
Commissioner Clark entered the meeting.
Questions were answered regarding how the Youth Advisory Council receives information about community
events.

c) Parks Capital Project Progress Report: Ana Straabe presented the report and highlighted the Boysen Park
Skatepark and recent community design workshop. Ana explained that the feedback from the workshop will
be used to create several concepts. She also updated the commission on the progress of the Brookhurst
Splash Pad and Rio Vista Park improvements, as well as the Riverdale, Paul Revere, and Little Pine Park
projects.
Questions were answered regarding the design process for projects that are not funded through KABOOM!,
the adjustment of designs that are bid over -budget, and the feasibility of using volunteer efforts on upcoming
projects. Additional questions were answered regarding details of the Brookhurst Splash Pad design.
7. NEW BUSINESS:
a) Parks, Recreation, Neighborhood and Human Services Fees For FY 2024/2025: Sjany Larson -Cash
presented the user fees proposal for fiscal year 2024/25.
Questions were answered regarding the percentage of increase in fees for FY 2023/24 and enrollment
tracking for recreational contract classes.
Chair Balius made a motion to approve the proposed Parks, Recreation, Neighborhood and Human Services
Fees For FY 2024/2025, seconded by Commissioner Clark. The motion was approved with six votes in favor.
8. INFORMATIONAL ITEMS: JJ Jimenez provided an overview presentation on Play Area Updates.
Questions were answered regarding Commissioner attendance at the next CPRS conference, play area
equipment manufacturers, and how play areas are prioritized for renovation. Additional questions were answered
regarding the status of the Olive Hills Tennis Courts.
Anaheim Sporn provided commissioners with the 2024 Summer Activity Guide as well as a flyer for the upcoming
Cinco de Mayo event at La Palma Park. Anaheim also reminded the commission of the Community Needs
Assessment survey.
Commissioner Sigala shared his experience meeting with Anaheim Sporn and City staff regarding Summer
programming and expressed gratitude for his feedback and concerns being addressed.
Chair Balius praised the condition of Maxwell Park after attending a community event there.
Commissioner Clark requested to be sent the flyer for Little People's Park KABOOM! event for distribution
purposes.
9. ADJOURNMENT: Chair Balius adjourned the meeting at 7:17 p.m.
