ORDINANCE NO. 4275
AN ORDINANCE OF THE CITY OF ANAHEIM REPEAL-
ING SECTIONS 15.16.001 THROUGH 15.16.150 OF
TITLE 15, CHAPTER 15.16 OF THE ANAHEIM MUNI-
CIPAL CODE AND ADOPTING THE 1981 EDITION OF
THE NATIONAL ELECTRICAL CODE, WITH AMENDMENTS
THERETO, AND AMENDING TITLE 15, CHAPTER 15.16
BY ADDING THERETO NEW SECTIONS 15.16.001
THROUGH 15.16.080.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That Sections 15.16.001 through 15.16.140 of Title 15,
Chapter 15.16 of the Anaheim Municipal Code be, and the same are
hereby, repealed.
SECTION 2.
That Title 15, Chapter 15.16 of the Anaheim Municipal
Code be, and the same is hereby, amended by adding thereto new
Sections 15.16.001 through 15.16.080 to read as follows:
"CHAPTER 15.16
ELECTRICAL CODE
SECTION 15.16.001 APPROVAL OF CODE
The City Council does find and determine, as a result
of study and investigation conducted by the City and
its building officials, that the National Electrical
Code, 1981 Edition, is an approved Code for adoption
by reference within the meaning of Section 50022.1
of the Government Code of the State of California.
SECTION 15.16.010 ADOPTION OF NATIONAL ELECTRICAL
CODE, 1981 EDITION
Pursuant to the provisions of Sections 50022.1 to
50022.8, inclusive, of the Government Code of the State
of California, the City Council of the City of Anaheim
does hereby adopt by reference, the National Electrical
r Code, 1981 Edition, with amendments thereto; that three
copies of the Code shall be filed in the Office of the
City Clerk and shall be kept there for public inspection
while the Code is enforced, all of which copies shall be
certified to be true copies by the City Clerk. The City
Clerk shall_ at all times maintain a reasonable supply of
copies of the Code available for purchase by the public
at a moderate price not to exceed the actual cost
thereof to the City of Anaheim.

SECTION 15.16.020 CONDUCTORS
Section 110-5 of the National Electrical Code is
hereby amended to read as follows:
Conductors normally used to carry current shall be
of copper unless otherwise provided in this Code.
Where the conductor material is not specified, the
sizes given in this Code shall apply to copper con-
ductors. Where other materials are used, the size
shall be changed accordingly. All sections of this
National Electrical Code allowing the use of aluminum
conductors are subject to the limitation that no alum-
inum conductor smaller than #6 AWG shall be used.
SECTION 15.16.030 SCOPE
Section 210-1 of the National Electrical Code is
hereby amended to read as follows:
Section 210-1. The provisions of this .Article apply
to branch circuits supplying lighting or appliance
loads or combinations of both. Where motors or motor -
operated appliances are connected to any branch
circuit that also supplies lighting or other appliance
loads, the provisions of both this Article and Article
430 shall apply. Article 430 shall apply where a
branch circuit supplies motor loads only. Exception:
See Section 668-3(c), Exceptions No. 1 and No. 4 for
electrolytic cells.
(a) Accessory uses or other buildings, signs, etc.,
separately located on the same lot or premises
shall have connecting conductors run under-
ground. (Agricultural areas excepted.)
(b) Where space circuit protective devices are pro-
vided or space for future circuit protective
devices is provided on the buss in any flush or
semiflush mounted panel, then raceways of suffi-
cient capacity to permit utilization of such
space or spaces shall be provided to an approved
accessible location. Such accessible location
is normally defined as follows: Where sufficient
attic space is available or underfloor space is
available, a raceway shall terminate conveniently
for future use in each such space. Where this
condition does not exist or other factors govern,
then such terminations shall be approved by the
enforcing authority.

SECTION 15.16.040 DWELLING UNIT RECEPTACLE
OUTLETS
Section 210-52(f) of the National Electrical Code is
hereby amended to read as .follows:
(f) Basements and Garages. At least one receptacle
outlet shall be installed in each basement, garage,
carport. Garages or carports accessory to dwell-
ing units shall be wired with a minimum of one
receptacle per each two auto stalls or fractions
thereof. Exception: In hotel, motel and multiple
occupancies, garage and carport receptacles may
be omitted.
SECTION 15.16.050 LIGHTING OUTLETS REQUIRED
Section 210-70(a) of the National Electrical Code is
hereby amended by amending the first sentence thereof
to read as follows:
At least one wall switch controlled lighting outlet
shall be installed to every habitable room; in hallways,
stairways, garages, and carports; and at outdoor
entrances.
SECTION 15.16.060 WIRING METHODS FOR 600 VOLTS
OR LESS
Section 230-43 of the National Electrical Code is
hereby amended to read as follows:
Section 230-43. Wiring Methods for 600 Volts, Nominal,
or Less. Service -entrance conductors shall be installed
in accordance with the applicable requirements of this
Code covering the type of wiring method used and limited
to the following methods: (1) rigid metal conduit; (2)
wireways; (3) busways; (4) auxiliary gutters or (5)
rigid nonmetallic conduit.
Approved cable tray systems shall be permitted to sup-
port cables approved for use as service -entrance conduc-
tors. See Article 318.
SECTION 15.16.070 MAXIMUM NUMBER OF DISCONNECTS
Section 230-71(a) of the National Electrical Code is
hereby amended to read as follows:
(a) Disconnection from service conductors. A single
fusible switch or automatic circuit breaker shall
be provided to disconnect all ungrounded conduc-
tors supplying each separately metered occupancy.

wiring and shall only be used for concealed wiring in
one and two family dwellings or multi -family dwellings
(apartment houses) not exceeding three floors above
grade."
SECTION 3.
P ENALT Y
It shall be unlawful for any person, firm or corporation
to violate any provision or to fail to comply with any of the re-
quirements of this ordinance. Any person, firm or corporation
violating any provision of this ordinance or failing to comply
with any of its requirements shall be deemed guilty of a misde-
meanor and, upon conviction thereof, shall be punished by a fine
not exceeding Five Hundred Dollars ($500.00) or by imprisonment
not exceeding six (6) months, or by both such fine and imprison-
ment. Each such person, firm or corporation shall be deemed
guilty of a separate offense .for each day during any portion of
which any violation of any of the provisions of this ordinance
is committed, continued or permitted by such person, firm or
corporation, and shall be punishable therefor as provided for in
this ordinance.
SECTION 4. SEVERABILITY
The City Council of the City of Anaheim hereby declares
that should any section, paragraph, sentence or word of this chap-
ter of the Code, hereby adopted, be declared for any reason to be
invalid, it is the intent of the Council that it would have passed
all other portions of this chapter independent of the elimination
herefrom of any such portion as may be declared invalid.
SECTION 5. SAVINGS CLAUSE
Neither the adoption of this ordinance nor the repeal
or amendment hereby of any other ordinance of this City shall in
any manner affect the prosecution for violations of ordinances,
which violations were committed prior to the effective date hereof,
nor be construed as a waiver of any license or penalty or the
penal provisions applicable to any violation thereof. The provi-
sions of this ordinance, insofar as they are substantially the
same as ordinance provisions previously adopted by the City relat-
ing to the same subject matter, shall be construed as restatements
and continuations, and not as new enactments.

SECTION 6.
The City Clerk shall certify to the passage of this or-
dinance and shall cause the same to be printed once within fifteen
(15) days after its adoption in the Anaheim Bulletin, a newspaper
of general circulation, printed, published and circulated in said
City, and thirty (30) days from and after its final passage, it
shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved and adopted by the
