Anaheim Blvd. Anaheim, CA 92805 Re: Item #31- The Hills Preserve Project - Development Application No. 2021-00137 Honorable Mayor Aitken and Members of the City Council: The Pacific West Association of REALTORS® (PWR) is the local real estate association that represents Orange and Los Angeles Counties, and PWR’s more than 12,000 members promote homeownership, private property rights, free enterprise, and responsible government. Throughout our region, we are facing a significant housing shortage - one in which supply is severely outpaced by demand. This lack of housing has made the dream of homeownership unattainable for much of Orange County’s workforce. PWR believes that new housing starts should generally be supported as a means of addressing this shortage, with the added benefit that such construction activity will create jobs. California’s real estate market is out of balance and out of reach for more than three-fourths of residents, as the median home price continues to hit a new peak due to limited inventory and an overall decline in supply. The Southern California Association of Governments’ (SCAG) Sixth Cycle Regional Housing Needs Allocation (RHNA) Plan further highlights how local governments must develop land-use strategies to maximize resources and encourage a variety of housing types, thus furthering the state’s economic and environmental objectives. At the state level, the California Association of REALTORS® (C.A.R.) has continued to sponsor legislation, such as the Middle-Class Housing Act of 2022, that helps create much-needed new housing units for Californians by allowing housing to be built in underutilized and neglected corridors and on undeveloped land. Projects like the proposed Hills Club and Preserve Project, a development of nearly 500 residential units, open space, and public improvements put forth by SALT Development, LLC, are crucial to addressing both the immediate and future housing needs of local residents.
