Hi Mayor Aitken and City
Council,
I implore you to please vote NO on the 498
apartment SALT development (and Festival
development as well). I am not an attorney,
but I believe you also have the ability to vote
NO on their Builder's Remedy option via HAA
Goverment Code 65589.5 (see below, and
please check with the City Attorney to
verify). Bottom line, there is currently not
adequate infrastructure for the existing
residents to safely/timely evacuate fires in
this very high fire danger area... the area

cannot handle thousands more cars from the
SALT development.
The existing 'Know Your Way' fire evacuation
plan doesn't adequately address the
following existing fire evacuation issues:
1) This plan has all residents on the south
side of SA Canyon, between Imperial and
Weir (including potential SALT residents)
going EAST, towards the fire and flames, to
evacuate. HIGHLY UNREALISTIC.
2) This plan further says once evacuation
orders are in place, police will not allow
residents back to their homes to get elderly,
children, pets. They say to ask a neighbor to
get them if you're not home when a fire
breaks out. Well, what if the neighbor also is
not home? The fire dept. says, well then, call
911, and they will evacuate your
family. There are not enough fire dept.
resources to get 1,000's of family members
during a fire evacuation, especially when
they are also trying to fight a
fire. INCREDIBLY UNREALISTIC.

3) The Know Your Way plan creators said
we 'over-evacuated' during the 2017 Canyon
II fire. The fire that burned down over 300
homes! And yet, in the same breath, they
also said how unpredictable
fires and winds can
be! Expectations that we are
going to stay at home when
fire is in the area is
EXTREMELY
UNREALISTIC.
Without the ability to quickly evacuate from
this very high fire area, it is extremely
irresponsible to put in more large housing
developments. SALT said at the last meeting
how the City has been encouraging this
development with SALT for years... where
were the City officials who should have been
taking into account the safety of existing

residents?!?!? It is not our fault the City
officials didn't consider and prioritize our
safety.
So, what happens if the City Council votes
NO on the 498 unit SALT project, and then
SALT wants to try and build their 1,200
apartment Builder's Remedy project? Please
check with the City Attorney to verify, but I
have read under the Builder's Remedy rules
via the Housing Accountability Act
Government Code Section 65589.5, it is
stated that the City or County can deny this
project if the project 'would have a SPECIFIC
ADVERSE IMP ACT ON PUBLIC
HEALTH AND SAFETY (which
I think applies to how we can't
currently timely evacuate in a
very high fire danger area!). I
do not know if any recent
changes have been made to

the Builder's Remedy laws,
please check with the City
Attorney, AND ADVISE US
CITIZENS AT THE COUNCIL
MEETING WHAT THE
OPTIONS ARE ON THIS
PROJECT. We, of course,
certainly do not want even
more apartments with the
Builder's Remedy. But as of
last April, no Builder's
Remedy projects had yet
gotten through, so I'm hoping
that the Builder's Remedy
option can be fought and

defeated as well, should it
come up.
If something has to be built at Deer Canyon,
the only compromise I can see as being do-
able is the 93 single family homes on the
SALT property, as at least that would only
add about 250 cars to the area, instead of
1,200+ cars with the 498 apartments, or
3,000 cars from 1,200 unit Builder's Remedy
apartments.
Please help your citizens and vote NO on the
SALT apartment development.
