To the Anaheim Planning Commission and the Anaheim City Council:
We are Arthur and Victoria Dominguez, residents of the Horizon HOA community in Anaheim Hills.
We have lived here since June 2022. Our recent move to Anaheim Hills from Rowland Heights
allowed us to experience a more serene and open landscape, and a wonderful way of life. The SALT
Development is a definite threat to our community and will be a drastic change to what we have
experienced since we moved here. Therefore, we are vehemently opposed to the SALT Development
Deer Canyon project.
We have thoroughly reviewed the project documents. The reasons we are opposed to this SALT
development are as follows:
1. Dangerous TraƯic Levels
In the Transportation Appendix, 4.15 of the Project plan, Figure 5-3 grossly underestimates
the impact of 504 apartments/ single family homes in the new SALT development. On page
4.15-9, the statement is, “…the project would result in some minor increases in congestion
at nearby intersections…”. It is clear that Figures 5-1 through 5-7 traƯic volume diagrams
grossly underestimate the AM and PM peak hour traƯic.
2. Emergency Access
Due to the extremely limited egress options during an emergency, this new development
will be placing our community at great risk. Historically, there have been at least three times
in the past 30 years that evacuation out of Anaheim Hills has been necessary. In the
Transportation Appendix, 4.15 of the Project plan, page 4.15-18 states that it would take
approximately 186 minutes to fully evacuate the project site and other nearby properties
and with the project it would take an additional 24 minutes. This is a total of 210 minutes, or
three hours and 30 minutes. Safely exiting Anaheim Hills during an emergency already takes
a dangerous and diƯicult 186 minutes, and now this project will add more time to this? This
is a truly unacceptable risk for the community.
The report states “This increased delay would constitute a significant impact pursuant to
this threshold if it were to impair emergency access.”. Approval of this rezoning, in an area
that is clearly not zoned for apartments, will only provide profits for the City of Anaheim, a
city which already collects immense profits from the Disneyland and California Adventure
properties. The risk of lives lost is much greater than the profits to be earned by the SALT
Development Group.
3. Alternate modes of transportation
We attended the Anaheim Planning Commission Scoping Meeting at the Anaheim City Hall
on Monday, July 15, 2024. We heard the speaker clearly state that alternative modes of
transportation would be available for the new SALT Development residents. After reviewing
the project documents, this statement is quite misleading. The mitigation measures listed
on page 4.15-14 are grossly inadequate to address the impacts to the current transportation
issues from this project:
MM-TRANS-1: Implement Commute Trip Reduction Marketing
MM-TRANS-2: Provide Information Regarding Ridesharing Program
MM-TRANS-3: Provide End-of-Trip Bicycle Facilities
MM-TRANS-4: Provide Pedestrian Network Improvements
MM-TRANS-5: Provide Information regarding Telecommute and/or Alternative Work
Schedule Program; Support Telecommuting for Project Residents
Most of these mitigation measures are weak options, clearly written to appease
transportation requirements.
Current public transit bus stops are more than one mile away from the SALT development
entrance. It is unreasonable to expect SALT development residents of various ages to walk
more than a mile to Roosevelt Road and Anaheim Hills Road to catch their bus.
4. Alternate Project Plans
We are not opposed to the development of a reasonable number of single-family homes on
the Deer Canyon site. Rezoning Deer Canyon to allow for the current plans for 498
apartments, six single-family homes, and retail space on the site are purely designed to
create optimal profits for a large, out-of-state corporation, SALT Development Group, and
the City of Anaheim.
Please put the residents of Anaheim Hills first, and do not rezone Deer Canyon for this SALT
development.
