AGENDA ACTION TAKEN
1. CALL TO ORDER: The Community Services Board meeting was called to order at 5:32 p.m. by Chair
Barnett.
2. PLEDGE OF ALLEGIANCE: Board Member Barrera led the Board in reciting the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: Manager Joe Perez introduced Adel Lopez Tagaloa as the new
board member representing District 2. Board Member Lopez Tagaloa introduced herself to the board.
5. APPROVAL OF THE MINUTES: Chair Barnett presented the minutes from the July 11, 2024, meeting
to Board Members for review and corrections. Vice Chair Kleine requested a correction to item 5,
clarifying that it should refer to Chair Barnett rather than Vice Chair. Chair Barnett accepted the
corrected minutes, with four votes in favor and one abstention.
6. NEW BUSINESS:
a) Manager Joe Perez provided an update on the CDBG funding cycle. He informed the Board that
non-profit agencies are currently in the process of negotiating their 2024/25 contracts with Housing
& Community Development staff. Once the agreements are finalized, board members will have the
opportunity to select a non-profit agency for a site visit. It is also anticipated that representatives
from the non-profit agencies will attend a mid -year meeting to provide an update on the state of
program and service implementation.
b) Manager Joe Perez presented the Board with a proposed funding timeline for the 2025/26 cycle.
7. INFORMATIONAL ITEMS:
a) Manager Joe Perez informed the board that all members should have received a Save -the -Date
invitation for the Boards & Commissions Appreciation Dinner, scheduled for October 18th to be
hosted by Mayor Ashleigh Aiken.
b) Manager Joe Perez invited the board to attend the Anaheim Community Foundation's Needs
Assessment Community Forum at the Anaheim Convention Center to be hosted on September 18th
at 1:30 p.m. He also announced that Janice Heckel is expected to present an executive summary of
the Needs Assessment at the October Community Services Board meeting.
c) Chair Barnett inquired about the status of the Youth Council. Manager Joe Perez explained that due
to low attendance, the Youth Council had been restructured and now named the Youth Advisory
Council. The Youth Advisory Council, managed by Community Services, has now seen strong
attendance, with representatives from all six council districts. There are plans to have this group
attend a Community Services Board meeting in the near future.
d) Chair Barnet shared that she recently visited the new Jan & Ross Billings Innovation Center at
Magnolia High School.
8. ADJOURNMENT: Chair Barnett adjourned the meeting at 6:10 p.m., noting that the next meeting is
scheduled for Thursday, October 10, 2024, at 5:30 p.m.
