AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM REPEALING SECTIONS 1.04.110;
1.04.130; 1.04.160; 1.04.190; 1.04.200;
1.04.240; 1.04.310; 1.04.560 AND ADDING NEW
SECTIONS 1.04.110; 1.04.130; 1.04.160;
1.04.190; 1.04.240; 1.04.310; 1.04.345 AND
1.04.560 IN THEIR PLACE PERTAINING TO CITY'S
OFFICERS AND DEPARTMENTS.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES
ORDAIN AS FOLLOWS:
SECTION 1.
That Sections 1.04.110; 1.04.130; 1.04.160;
1.o4.19o; 1.04.200; 1.04.240; 1.04.310; 1.04.560 of the
Anaheim Municipal Code be, and the same are hereby, repealed.
SECTION 2.
That Sections 1.04.110; 1.04.130; 1.04.160;
1.04.190; 1.04.240; 1.04.310; 1.04.345 and 1.04.560 are
hereby added to the Anaheim Municipal Code to read as follows.
"SECTION 1.04.110 CITY DEPARTMENTS CREATED
There are hereby created for the government of the City
the following departments:
Police Department
Fire Department
Utilities Department
Public Works Department
Parks, Recreation, and the Arts Department
Finance Department
Planning Department
Legal Department
Personnel Department
City Clerk Department
Library Department
Community Development Department
Stadium and Convention Center Department
SECTION 1.04.130 UTILITIES DEPARTMENT
The Utilities Department shall be under the supervision
of the Utilities Director, which office is created.
The Utilities Director shall have the supervision of
the maintenance, operation and upkeep of the electrical
distribution system and the water distribution system
of the City.

SECTION 1.04.160 PLAN14ING DEPARTME14T - OFFICE
OF PLANNING DIRECTOR - CREATED
�-- The Planning Department shall be under the supervision
of a Planning Director, which office is created. The
Planning Director shall have supervision over the
following divisions: Building Division, Zoning
Division, Advance Planning Division.
The Building Division under the supervision of the
Planning Department Director shall be headed by the
Chief Building Inspector, which office is created.
It shall be the duty of the Chief Building Inspector,
under the supervision of the Planning Department
Director, to perform all duties required by the Chief
Building Inspector in the Building Code of the City
(Chapter 15.04 of this Code) and to perform all duties
required as Chief Building Inspector under the
ordinances of the City.
SECTION 1.04.190 FINANCE DEPARTMENT - DIVISIONS
The Finance Department shall be divided into the
following; divisions:
.010 Accounts Division
.020 Purchases and Stores Division
.030 Licenses Division
.040 Collection Division
The Director of Finance shall exercise general
supervision and control over said divisions.
SECTION 1.04.240 PURCHASES OF SUPPLIES PROHIBITED
None of the department heads of the various departments
or any of the division heads of the various divisions
of the City shall have authority to purchase any
supplies or materials or contract any debts for supplies
or materials to be used in said departments or divisions,
and all supplies used by each department or division
shall be obtained only through the Purchases and Stores
Division, except as permitted pursuant to Section 1.04.310
of this Code.
SECTION 1.04.560 COMMUNITY DEVELOPMENT DEPARTMENT
The Community Development Department shall be under
the supervision of a Community Development Director,
which office is hereby created. The Community
Development Director shall have direct responsibility
for the administration and technical operations of
the Community Development Department and for the
implementation of community redevelopment projects."
SECTION 3.
SEVERABILITY. The City Council of the City of Anaheim
hereby declares that should any section, paragraph, sentence or
word of this chapter of the Code hereby adopted be declared for

any reason to be invalid, it is the intent of the Council that
it would have passed all other portions of this chapter indepen-
dent of the elimination herefrom of any such portion as may be
declared invalid.
SECTION 4.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be printed once within
fifteen (15) days after its adoption in the Anaheim Bulletin,
a newspaper of general circulation, printed, published and
circulated in said City, and thirty (30) days from and after
its final passage, it shall take effect and be in full force.

held on the 20th day of January, 1976, and that the same was duly
passed and adopted at a regular meeting of said City Council held on
the 27th day of January, 1976, by the following vote of the members
thereof:
AYES: COUNCIL MEMBERS: Kaywood, Seymour, Pebley and Thom
NOES: COUNCIL MEMBERS: None
ABSENT: COUNCIL MEMBERS: Sneegas
AND I FURTHER CERTIFY that the Mayor of the City of Anaheim
approved and signed said Ordinance No. 3497 on the 27th day of
January, 1976.
