RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM ADOPTING THE CITY OF ANAHEIM CENTERLINE
ACTION PLAN.
WHEREAS, on June 23, 1998, the City of Anaheim
approved and authorized the Mayor to sign the Phase I
Cooperative Agreement with the Orange County Transportation
Authority for the Orange County Rail Transit Project; and
WHEREAS, Article 2.3.4 of said Agreement requires
the City of Anaheim to prepare Rail Station Area Planning
Documents (hereinafter referred to as "Station Area Plans")
for each of the stations within the City; and
WHEREAS, the City of Anaheim has an interest in
the Orange County Rail Transit (hereinafter referred to as
the "CenterLine") alignment and station locations in terms
of how they may positively benefit the City in terms of its
planning, community development, transportation and economic
policies and strategies, the mobility of its residents, the
business climate, and the physical environment; and
WHEREAS, pursuant to the Phase I Cooperative
Agreement, the City of Anaheim and the Orange County
Transportation Authority have agreed that the CenterLine
system planning, engineering, and environmental activities
should meet the mutual objectives and goals of the parties;
and
WHEREAS, the Orange County Transportation
Authority has adopted the Transit Supportive Development
Guidelines: Handbook for CenterLine Communities and the
Joint Development Strategy contained in Milestone 5 of the
CenterLine Study providing a framework for the cities to
implement transit-oriented developments near station areas;
and
WHEREAS, the Orange County Transportation
Authority has requested the City to adopt an Action Plan
outlining the steps that the City will undertake to
incorporate locally applicable policies from the Transit
Supportive Development Guidelines: Handbook for CenterLine
Communities into Anaheim's General Plan, zoning and other
appropriate planning documents; and, create Station Area
Plans which support the development of transit-oriented uses
within the 1/8 to 1/4 mile radius around each of the
stations located in the City; and
WHEREAS, the City of Anaheim CenterLine Action
Plan is provided as Attachment A to this Resolution and is
incorporated herein as if set forth in full; and
WHEREAS, the Anaheim City Planning Commission has
reviewed and considered the City of Anaheim CenterLine
Action Plan at its meeting of August 30, 1999, and by motion
recommended its approval by the City Council.
NOW, THEREFORE BE IT RESOLVED by the City of
Council of the City Anaheim that the City of Anaheim
CenterLine Action Plan shall be adopted and shall be
implemented in accordance with the timeframes set forth in
the Action Plan.
THE FOREGOING RESOLUTION is approved and adopted
by the City Council of the City of Anaheim this 14th day
of September , 1999.

ATTACHMENT "A"
CITY OF ANAHEIM CENTERLINE ACTION PLAN
PURPOSE:
On June 23, 1998, the City of Anaheim entered into a Phase I Cooperative Agreement with the
Orange County Transportation Authority (OCTA) for the Orange County Rail Transit Project.
Article 2.3.4 of said Agreement requires the City to prepare an Action Plan showing the steps that
the City will take to incorporate locally applicable policies from the Transit Supportive
Development Guidelines: A Handbook for CenterLine Communities contained in Milestone 5 of
the CenterLine Study into Anaheim's General Plan, zoning, and other appropriate planning
documents; and create Station Area Plans which support the development of transit-oriented uses
within the 1/8 to 1/4 mile radius around each of the stations located in the City. This document is
intended to serve as the required Action Plan. It should be noted that all timeframes set forth in
this Action Plan are approximate and may be adjusted by the City as needed.
REVIEW PROCESS:
For each step of the Action Plan, City staff shall submit documentation and recommendations to
the Planning Commission and the Redevelopment Commission (for station areas within
Redevelopment project areas) for their review and recommendation prior to City Council's review
and final action.
ACTION PLAN:
The Action Plan shall be implemented in six steps as follows:
Step 1: Identify the City-Preferred CenterLine Alignment and
Station Locations
Define the preferred CenterLine alignment through the City of Anaheim.
Identify the preferred station locations in the City of Anaheim.
This task is currently underway and is anticipated to be completed prior to the
end of the public comment period on the DEIP,/EIS for the CenterLine Study (the
DEIR/EIS is anticipated to be circulated for public review in September, 1999).
Step 2:
Define the Station Area Boundaries/Opportunities and
Constraints
Define the boundaries of the Station Areas (1/8 to 1/4 mile radius around the station platform).
Identify oppodunities and constraints to creating transit-oriented development within the Station
Areas.
This task is currently underway and is anticipated to be completed prior to the
end of the public comment period on the DEIR/EIS for the CenterLine Study (the
DEIR/EIS is anticipated to be circulated for public review in September, 1999).
Step 3: Prepare Station Area Vision/Sketch Plans
Undedake public and private workshops to create a vision for each of the Station Areas based
on the categorization of the station (neighborhood, activity center, town center,
transpodation center and special event) and the guidance provided in the Transit Supportive
Development Guidelines: A Handbook for CenterLine Communities.
Identify whether there are any potential joint development sites within each of the Station Areas
("joint development" refers to public/private sector development of new structures and
facilities to be built in and around stations and Station Areas).
Translate the preferred vision into a set of Station Area Concept Plans/Sketch Plans which will
identify the appropriate levels of development intensity and improvements which would be
supportive of the creation or continuation of transit-oriented development within the Station
Area.
The task to create a vision for each of the City preferred Station Areas has
commenced (several preliminary public and private workshops have been held
this year). If OCTA decides in December, 1999 to proceed with the CenterLine
project and selects a final alignment and station locations for further
environmental analysis, work on this task will proceed subject to the availability
of funding, with an anticipated completion date of late-2000. This timeframe may
be adjusted if needed to coordinate with OC TA's preparation of subsequent
environmental documentation on the final CenterLine system alignment.
Step 4:
Develop an Outline of Station Area Potential Policies
and Design Guidelines and Determine Type of Plan
To Be Prepared
If appropriate or needed, develop an outline of Station Area Policies using the Transit Supportive
Development Guidelines: A Handbook for CenterLine Communities as a base.
If appropriate or needed, consider the creation of a set of urban design guidelines to be used in
evaluating development projects within Station Areas.
Review and evaluate the Station Area Concept Plans/Sketch Plans, the outline of potential
Station Area policies and the potential urban design guidelines in light of any on-going City
studies to ensure coordinated and compatible planning efforts.
Review the Station Area Concept Plans/Sketch Plans, the outline of potential Station Area
policies and the potential urban design guidelines to determine if they could be implemented
within the existing regulatory framework in the City or whether amendments to the General
Plan, Zoning Code and/or other planning documents may be needed.
In connection with the General Plan review, determine whether the General Plan should be
amended to include any additional policies that are supportive of transit and transit-oriented
development (the Transit Supportive Development Guidelines: A Handbook for CenterLine
Communities is intended to be used as a basis for this analysis). A list of the existing
General Plan policies which are suppodive of transit and transit-oriented development are
provided as Exhibit 1 of this Action Plan.

selects a final alignment and station locations for further environmental analysis,
work on this task will proceed subject to the availability of funding with an
anticipated completion date of late-2000. This timeframe may be adjusted if

Step 5: Define Implementation Strategy
Identify the process for implementation of Station Area plans including process and schedule,
environmental analysis, public participation, interim provisions for public and private
development projects, financing and capital improvement program.
The process for implementation will consider the range of planning regulations that may be
amended or created including General Plan provisions and zoning regulations and identify a
schedule for each.
If OCTA decides in December, 1999 to proceed with the CenterLine project and
selects a final alignment and station locations for further environmental analysis,
work on this task will proceed subject to the availability of funding with an
anticipated completion date of late-2000. This timeframe may be adjusted if
needed to coordinate with OCTA's preparation of subsequent environmental
documentation on the final CenterLine system alignment.
Step 6: Implement Station Area Plans
Following OCTA's commitment to construct the CenterLine System, the City will implement the
Station Area plans in accordance with the defined implementation strategy, subject to
availability of funding.

Provide all developments with adequate and safe access to
transportation facilities, fire and police protection, public utilities, and
other necessary community services.
Circulation Element:
Goals:
Provide a system of trafficways which is related to the ultimate need
for moving people and goods, and which will enhance the appearance
and quality of the residential and commercial areas through which they
travel.
Provide a balanced transportation system which establishes mobility
for all ages, efficient and economic movement, compatibility with the
environment, and recognizes all available modes of transportation,
including but not limited to, the automobile, mass transit, and facilities
to accommodate pedestrians, equestrians and bicycles.
Policies: Provide for the development of new transportation systems and
modes.
Redevelop existing circulation facilities to meet present and future
demand.
Growth Management Element- Land Use
Policies: Develop land use strategies/incentives to reduce the amount of vehicle
miles traveled.
Encourage new pedestrian oriented development that provides for a
range of services and amenities to reduce auto use during non-
commute times.
Support the development of diverse types of public and private transit
services within urban areas to facilitate travel, particularly the home-to-
work commute.
Growth Management Element - Circulation
Goal:
To reduce traffic congestion on the City of Anaheim controlled arterial
highway system.
Policies:
Continue to promote traffic reduction strategies through incentives and
site design criteria such as bicycle usage, carpools, pedestrian
circulation and other TDM measures.
Promote and implement public transportation and alternative modes of
transportation such as increasing access to public transit through land
use design (locating higher unit residential projects near transportation
corridors), provide direct and convenient pedestrian access from the
interior of development to public transit stops, development and
promotion of bicycle trails, encouraging pedestrian friendly
developments, support development of High Occupancy Vehicle
(HOV) lanes, etc.
