AN ORDINANCE OF THE CITY OF ANAHEIM ADDING
A NEW CHAPTER 6.68 TO THE ANAHEIM MUNICIPAL
CODE RELATING TO WIPING RAG BUSINESS.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN
AS FOLLOWS:
SECTION 1.
That Title 63, Chapter 6.68 be, and the same is
hereby added to the Anaheim Municipal Code to read as follows:
"CHAPTER 6.68
WIPING RAGS
6.68.010 DEFINITIONS.
HEALTH OFFICER shall mean the Orange County Health
Officer.
WIPING RAGS shall mean cloths and rags used for any or
all of the following purposes.
(a) Wiping and cleaning the surfaces of machinery,
machines, tools, locomotives, engines, motor cars,
automobiles, cars, carriages, windows, furniture,
and surfaces of articles, appliances, and engines
in factories, shops, steamships, and steamboats.
(b) Generally for cleaning in industrial employment.
(c) Used by mechanics and workmen for wiping from
their hands and bodies soil incident to their
employment.
6.68.020 Permit" Required.
It shall be unlawful for any person to operate any business
of laundering, sanitizing or selling wiping rags in the City of
Anaheim unless, in addition to any other permit or license which
may be required, he has a valid permit issued annually by the
Health Officer.
6.68.030 Authority of the Health Officer
The Health Officer is hereby authorized to administer and
enforce the provisions of the Health and Safety Code of the State
of California, and any rules and regulations adopted thereunder,
pertaining to wiping rags and wiping rag businesses.
A permit under this Ordinance shall be issued by the Health
Officer if the applicant complies with the provisions of Chapter
4, Part 1, Division 5 of the Health and Safety Code and any
regulations adopted thereunder. The period of the permit shall
be one year from date of issuance. Any permit issued hereunder
may be suspended or revoked in the manner prescribed in Section
3951 of the Health and Safety Code.

6.68.040 Permit Fees.
The Health Officer is hereby authorized to collect an annual
permit fee of fifty-four dollars ($54.00) from any applicant for
a permit under this Ordinance.
6.68.050 Penalty.
Any person violating any of the provisions of this Ordinance
shall be deemed guilty of a misdemeanor pursuant to Health and
Safety Code Section 3960."
SECTION 2. SEVERABILITY
The City Council of the City of Anaheim hereby declares
that should any section, paragraph, sentence or word of this chap-
ter of the Code hereby adopted be declared for any reason to be
invalid, it is the intent of the Council that it would have passed
all other portions of this chapter independent of the elimination
herefrom of any such portion as may be declared invalid.
SECTION 3.
The City Clerk shall certify to the passage of this or-
dinance and shall cause the same to be printed once within fifteen
(15) days after its adoption in the Anaheim Bulletin, a newspaper
of general circulation, printed, published and circulated in said
City, and thirty (30) days from and after its final passage, it
shall take effect and be in full force.
