AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING
CHAPTER 1.04 OF THE ANAHEIM MUNICIPAL CODE
TO CREATE A HOUSING COMISSION
WHEREAS, the City Council of the City of Anaheim
did, pursuant to Section 34240 of the Health and Safety
Code, declare the need for a Housing Authority to function
in the. City of Anaheim; and
WHEREAS, the City Council of the City of Anaheim
did declare itself to be the commissioners of the Housing
Authority pursuant to Section 34290 of the Health and
Safety Code; and
WHEREAS, Section 34291 of the Housing and Safety
Code permits the City Council to create a Housing Commission
as an advisory body; and
WHEREAS, Section 34291 further permits the City
Council to establish by ordinance, the number of members of
the Housing Commission, their terms of office, their
qualifications, and their method of appointment and removal;
and
WHEREAS, it is in the best interest of the City
of Anaheim to create a Housing Commission.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITE' OF ANAHEIM AS FOLLONIS:
SECTION 1.
That Title 1, Chapter 1.04 of the Anaheim Municipal
Code be, and the same is hereby, amended by adding Section
1.04.600 to 1.04.640, both inclusive, to read as follows:
"1.04.600 HOUSING CONMISSIOA?
There is hereby established a Housing Commission
pursuant to Section 34291 of the Health and
Safety Code of the State of California.
1.04.610 HOUSING COPD4ISSIOIIT MEMBERSHIP AND TERMS
.010 The Housing Commission shall consist of
five members, none of whom shall hold
any paid office or employment in the
City Government.
.020 The members of the Housing Commission
shall be appointed by the City Council
from the qualified electors of the City
and shall be subject to removal by
motion of the City Council adopted by
the affirmative vote of the majority
thereof.

.030 Each member shall serve for a term of
four years and until their respective
successors are appointed and qualified,
provided however, that the terms of
the Commission members first appointed
shall expire as designated by the City
Council at the time of their appoint-
ments as follows:
One on the thirtieth day of June of the
first year following appointment; two
on the thirtieth day of June of the
second year following appointment; and
two on the thirtieth day of June of the
third year following appointment.
,040 A vacancy occurring before the expiration
of a term of a Commission member shall be
filled by appointment by the City Council
for the remainder of the term.
1.04.620 ORGANIZATION AND MEETINGS
.010 The Commission shall, as soon as practical
after its organization under Section
1.04.550 through 1.04.600, and each year
thereafter, elect a chairman and vice-
chairman in accordance with the provisions
of Section 904 of the Charter of the City
of Anaheim.
.020 Meetings of the Commission shall be
conducted in accordance with Section 904
of the Charter of the City of Anaheim;
provided however, that the Commission shall
meet at least four times during each
calendar year. A regular meeting time may
be established by the Commission. A
majority of the members of the Commission
shall constitute a quorum.
1.04.630 POWERS AND DUTIES
The Housing Commission is an advisory body, and
as such, shall have the power and duty to:
.010 Act in an advisory capacity to the City
Council, Housing Authority and the Community
Development Commission in all matters
pertaining to the exercise of the powers of
the Housing Authority.
.020 Perform such additional advisory functions
as may, by resolution, be required from
time to time by the City Council.

1.04.640 EXPENSE ALLOWANCE - HOUSING COMMISSION MEMBERS
Members of the Housing Commission shall serve at
no salary, but may be reimbursed for travel and
subsistence expenses incurred in the performance
of their duties.
Each member may be allowed a sum not to exceed
fifty dollars ($50.00) per Commission meeting
attended by the member. The City Council may,
by resolution, determine the sum to be allowed
pursuant to this paragraph. The allowance
authorized by this paragraph need not be
accounted for by the recipient, but no other
expenses shall be allowed except upon specific
authorization therefor by the City Council."
SECTION 2.
SEVERABILITY. The City Council of the City of Anaheim
hereby declares that should any section, paragraph, sentence or
word of this chapter of the Code hereby adopted be declared for
any reason to be invalid, it is the intent of the Council that
it would have passed all other portions of this chapter indepen-
dent of the elimination herefrom of any such portion as may be
declared invalid.
SECTION 3.
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be printed once within
fifteen (15) days after its adoption, in the Anaheim Bulletin,
a newspaper of general circulation, printed, published and cir-
culated in said City, and thirty (30) days from and. after its
final passage it shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved and signed by me
