Re: File Item 21 – Inclusionary Housing In-Lieu Fee
Dear Mayor and Council,
On behalf of the Building Industry Association of Southern California - Orange
County Chapter (BIA/OC), I write to reiterate the flawed approach of adding
regulatory barriers and new costs to the production of housing in the hopes of creating
more housing.
Although this vote is simply for the establishment of a $10sf/ft in-lieu fee for
apartment construction, and not a substantive vote on the Inclusionary Policy itself,
the fact remains that with this vote, the city will codify a financial hurdle on housing
production.
As jurisdictions across California begin to realize that Inclusionary Zoning is a failed
approach, it is regrettable to see Anaheim continue this path. We look forward to a
future where such barriers are reconsidered and the housing crisis is treated as a crisis,
with barriers removed and production unleashed so that anyone looking to call
Anaheim home, has that opportunity.
