57R-4274 - .~ / ~JI) Y1V r' RESOLUT ION NO. ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ADJUSTING ITS ELECTRIC RATE SCHEDULES TO COVER INCREASE IN RATES GRANTED SOUTHERN CALIFORNIA EDISON COMPANY BY THE CALIFORNIA PUBLIC UTILI- TIES COMMISSION. WHEREAS, the City of Anaheim purchases all of its electric energy from the Southern California Edison Company; and WHEREAS, on the 15th day of October, 1957~, the California Public Utilities Commission authorized Southern California Edison Company to increase its rates on energy sold to the City of Anaheim by 16.73%, effective November 9, 1957; and WHEREAS, the City Council does find and de- termine that it is necessary to increase the rates for electrical energy, light, power and service in the City of Anaheim to cover this increased cost of energy; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the following schedules of rates f~ the sale and distribution of electrical energy and power in the City of Anaheim, be, and they are hereby adopted, to wit: r I I I I ,! ., -1- ~ ! if ~ .ft j .-.. ..-.. For installations exceeding this amount, separate metering on appropriate schedule will be required. Non-domestic service is defined as any service used in an enterprise operated for income, or any other service not requisite to the domestic habitation of a single family dwelling. (b) Rate (RW) is applicable only where the sonsumer has an electric range and an electric water heater, both permanently installed and used both exclusively for all regular cooking and water heating on the premises, and conforming to the following specifications r -2- I I I -- -- CITY OF ANAHEH1 Anaheim, California Rate Schedule D - 3 Page 2 r'. (1) Water heater shall be provided with an efficiently insulated storc:ge tank and sha 11 be equipped with two heating units each sepa- rately controlled by an individual thermostat. The thermostat control circuit shall be interconnected to cause the lower heating unit to cut off when the upper heating unit is on. The lower heating unit with its thermostat shall be located near the bottom of the tank and the upper heating unit with its thermostat shall be located near the bottom of the tank and the upper heating unit with its thermostat shall be located within the top one-third (1/3) of tank capacity. (2) 25 watts unit. Wattage ratings per gallon of tank capacity shall not exceed for the lower heating unit and 50 watts for the upper heating (3) The temperature set~ing of the thermostat for the upper heat- ing unit shall be at least 20 F below the temperature setting of the thermostat for the lower heating unit. (c) M2jor equipment is any device for domestic use of 1 KW or more. Each horsepower of connected motor load shall be considered as equivalent to 1 KW. Connected load for water heaters will be the rat- ing of the lower heating units. (d) The City at its election and expense may regulate the hours of use of any water heater and air heating load under this SChedule, and may limit the amount of such additional load that it is obligated to accept. (e) Where all of the single family accommodations in an apartment house, court group or similar multi-family accommodations are on a single meter. Rate L shall be multiplied by the number of single family accommodations on the meter, where each accommodation qualifies for special condition (b) multiply by number of accommodations. Service may be supplied at 12C-208 V, 4-wire wye where (1) permission is granted by the City, (2) Customer guarantees not less than 125 KW of billing demand (3) provides space acceptable to the City on the premises to allow for the installation of the City's facilities (4) obtain written consent of owner of property if service is underground (5) subsequent connections on a 120-208 V network system. Single phase service is supplied at 120-208 V 3 wire for which the maximum allowed is 100 amperes main switch,loads in excess of a 100 ampere main switch will be supplied at 120-208 4 wire. (B) The billing demand in any month shall be the average kilowatt input indicated or recorded by instruments to be supplied, owned and maintained by the City and at the City's expense upon the consumer's premises adjacent to the watt- hour meter, in the l5 minute interval in which the consumption of electric energy is greater than in any other l5-minute interval in the month, but not less than either (1) 50% of the contracted for load, or (2) 50% of the high- est billing demand in the preceding eleven months, whichever is the greater. However, in no case shall the billing demand be less than the guaranteed billing demand. Billing demand shall be determined to the nearest 1/10 KW. (C) Under Rate C, the following may be applicative. (1) The billing demand may be based on a thirty minute interval at the option of the City. (2) If customer takes service and metering at primary voltage (2 to 11 KV) and supplies their own transformers, if necessary, the gross bill will be reduced by 10 cents per K.W. of demand in excess of the guarantee. (3) Power Factor: When the billing demand is not less than 200 KW, a power factor adjustment will be made as follows -- The total Charge for any month as computed will be decreased or increased by 0.1% for each 1% that the average power factor of customer's load in that month was greater or less than 85%, such power factor to be computed (to the nearest whole per cent) from the ratio of lagging kilovolt-ampere-hours to killowatt-hours consumed in the month. (D) Where the demand is intermittent or subjected to violent fluctuations, the maximum demand may be based on a 5 minute interval. (E) No adjustments will be made for any temporary reduction in load. SPECIAL CONpITICNS (a) This schedule applies to service rendered at one standard power voltage, (b) Connected load is the sum of the rated capacities of all the consumer's equipment that it is possible to connect to the City's lines at the same time, determined to the nearest 1/10 HP. 746 Watts equivalent to 1 HP. (c) Whevever, upon test, any motor under normal operating condition is found to be delivering more than 125 per cent of its capacity as indicated by its nameplate rat1ng, the City may disregard the nameplate rating and base its charges upon the output as calculated from test. Any motor which is billed on a basis in excess of its nameplate rating in accordance with this speCial condition shall be tested upon notification by the conSllmer of a permanent change in operating conditions. (d) Where X-Ray apparatus is served under this schedule, the minimum Charge appli~ cable thereto shall be as follows: (1) Where X-?ay apparatus is metered separately from the other loadl $3,00 per month, except where transformer capacity is installed exclusively to serve the X-Ray apparatus, the minimum charge will be $1,00 per month per KVA of such capacity but not less than $3.00 per month. SPECIAL CONDITIONS (a) This rate applies to service rendered at 240 Of 480 volts at the option of the consumer. All necessary transformers to obtain such voltage will be installed, owned and maintained by the City of Anaheim, (b) The agricultural year upon which this rat, is based shall consist of twelve consecutive months, the end of the first month being the first regular meter reading taken during the month of May and the end of the last month being the last regular meter reading taken during the month of April of the suceed- ing year. (c) The service charge is payable in six monthly installments during the months of May to October inclusive. Consumers, who.e normal use of energy does not OCcur within the period May through October, may elect, if satisfactory to the City of Anaheim, another six months within which to pay the service Charge, provided such period shall not begin later than the month of October. The energy charge is payable monthly as energy is used. (d) Any consumer may obtain the rates for a larger installation by guaranteeing the rates and service charge applicable to the larger installation. (.) Whenever, upon test, any motor is found to be delivering more than 125% of it, capacity as indicated by its name plate rating" the City may disregard the name plate rating and base its Charges upon the act~al output as calculated from the test. ..6- ],. 4" a.--J ----r- 1""-" ,..., CITY OF .ANJlHEIM Anaheim, California Schedule PA-l Page 2 r (f) Prorating for a fractional agricultural yearl Where a full agricultural year is not available to the consumer, due to the OCcurrence after the regular meter reeding date in April, of any of the following contingencies, the above rate will be prorated for a fractional agricultural year: l. Where a new consumer starts service. 2. Where a change of ownership occurs prior to the end of the pump- ing season the new owner continues service on ~e old customer's contract and pays all charges which would have accrued for continu- ous service. 3. Where a change in connected load OCcurs prior to the end of the pumping season. (g) Method of prorating: New Customer: 1. The service charge will be appli~able each month to meter readings taken in the six consecutive" months of May through October inclusive. For service after the above periQd, service Charge may be paid in two installments. 2. The size of energy blocks and service charges will be reduced by the ratio that the number of days of service in the fractional agricultural year bears to 365 days. 3. Change of Connected Load Where there is an increase or decrease in connected load during the agricultural year, no adjustments in billing to date of change will be made. For the period subsequent to date of change, billing shall be made on the following basis. 1. Any remaining service charge installments shall be based on the new connected load. 2. Energy charge billing will be based on the new connected load using the full annual blocks less the adjusted killo- watt-hour use to date of Change. (2) Any application for service that cannot be reached by a normal ser- vice drop, may require a deposit from the customer to cover cost of service. Said deposit mayor may not be returnable to the customer at the option of the City, but will bear no interest during its retention. B Underground Service (1) Any customer desiring the service conductors to be installed under- ground shall furnish, install and maintain, at his 'expense, condui~ or duct from a terminating pull box in the building to the pole, designated by the City, on which connection is to be made. The customer shall also furnish, at his expense, and convey to the City the necessary material to reach the service arm of the desighated pole. The City will thereafter own, erect and maintain this material. Material furnished by the customer and its installation shall be as speCified by the City. (2) The size of conductors to be furnished or paid for by the customer will be determined by the City and the City will assist on installation at its expense. The customer shall pay the cost of conductors for the entire distance. The customer shall furnish and install, at his expense, a pull wire as specified by the City. C Number of Services to be Installedl (1) The City will not install more than one service for the same voltage and phase classification for anyone building or group of buildings on a single premises, except as separate services may be installed for separ- ate buildings or groups of buildings, where necessary for the operating convenience of the City. o Transformer Installation on Customer's Premises: (1) In cases where the City desires to install transformers on Customer's premises, the customer shall provide adequate space for the transformer installation and furnish a satisfacto~ right-of-way for the service conductors, r a. The City will erect pole type transformer structures at its expense. b. Where the customer has provided a fireproof room or vault at his expense, in which City owned transformers and switChing may be in- stalled, the City will complete the installation consisting of pro- tective equipment, primary and secondary bus, and necessary ground- ing. c. Where the customer has provided a concrete pad or foundation within an approved enclosure, located outdoors, he shall also furnish and install, at his expense, all se,condary -equipment and material necess. ary to receive service at the secondaries of the transformers or the secondary bus. The City will, at its expense, complete the install- ation. d. The City reserves the right to specify the type of transformer in- stallation to be used. -12- .a ,-. - ~ Meter Installation: ,~~ (1) Location. All meters installed by the City shall be at some convenient place, approved by the City, upon the customer's premises, and so placed as to be at all times accessible for inspection, reading, and testing. (2) Multiple-Occupancy Buildings. All meters are required to be installed at one central point .nd shall be Clearly marked by the building owner, to indicate the particul.r location supplied by it. RULES & REGULATIONS Meter Tests and Adjustment of Bills for Meter Error A Tests: Every meter will be tested prior to time of installation and will not be installed if found to register more than 2/loths of 1% slow or fast. B Adjustment of Bills for Meter Errors (1) When upon test a meter is found to be in error in the amount of 3% fast or slow, a correction based on meter readings over a period of the six preceeding months will be made and the customer will be given a credit or billed forthe amount of the undercharge. When upon test a meter. is found to be not registering, the customer will be sent an estimated bill based u~on prior use. When it is found that the error in the meter is due to ~ausea, the date of which can be reliably established, the overcharge or under~ Charge will be computed back to that date. RULES AND REGULATIONS (2) (3) BILLING PERIODS: (1) Bills for metered service will be based on meter registeration. Normal billing periods for monthly account. will be between 27 and 33 days; bimonthly periods between 54 and 66 days. PRO-RATA COMPUTATION (1) Closing bills, opening bills, and special billings will be com~ puted in accordance with the applicable rate SChedule, but the siZe of the energy blocks and the amount of minimum charge or service charge specified will be pro~rated on the basis of the ratio of the number of days in the period to 30 days on monthly, or 60 days on bimonthly, or as otherwise .tated in rate schedule. (2) When the total period of service is less than 34 days, no pro- ration will be made, and the hill shall not be less than the monthly minimum, r-- ..13.. - - - ,~ AND BE IT FURTHER RESOLVED that all billings made by the Electric Light and Power Department of the City of Anaheim on and after January 9, 1958 shall be in accordance with the foregoing schedules of rates.
