A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM EXPRESSING ITS OPPOSITION TO THE
FORMATION OF THE WEST ORANGE COUNTY WATER
DISTRICT AND AUTHORIZING REPRESENTATION OF
THE CITY AT THE PUBLIC HEARING THEREON.

WHEREAS, it has been called to our attention that there
is a public hearing on a second effort to establish a West
Orange County Water District, excluding from its first petition
areas encompassed by the condemnation action of the City of
Anaheim against the Dyke Water Company; and
WHEREAS, such formation would create a special purpose
district where there are in existence general purpose districts
(cities within the area) capable of handling the water distri-
bution problem and willing to do so; that the establishment of
special purpose districts under such circumstances is contrary
to the public interest by creating duplication and inefficiency;
and
WHEREAS, to the extent the proposed water district
serves its customers by pumping from the water basin without
supplementing such use with outside purchased water, said pro-
posed water district is being subsidized by all members of the
public whose governing bodies do contribute to raising the
water tables by voluntarily limiting the use of underground
waters, and that such subsidy is contrary to the public interest;
and
WHEREAS, until such time as said proposed water district
in fact meters the services (and by its very nature would find
it difficult to guarantee metering in line with its announced
intention), there will continue to be a substantial water waste
by users within the proposed district, and such waste is contrary
to the public interest and directly opposed to the efforts of
all of the cities in the County and the Orange County Water
District.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that it oppose, and it does hereby oppose,
the formation of the proposed West Orange County Water District
upon the following principal grounds, to wit:
1. That its formation is contrary to the public
interest in that it creates a special service
district in an area where general purpose
districts, in the form of the cities within
the area, are not only capable of serving and
distributing water, but willing to do so and
are taking active steps toward acquisition of
the facilities involved.
2. That its formation is contrary to the public
interest in that to the extent said proposed
district pumps from the water basin without
supplementing such use with outside purchased
water, it is being subsidized by all other
water users in Orange County.

3. That its formation is contrary to the public
interest in that until the water system,
towards which said formation is directed, is
fully metered there will continue to be an
unconscionable waste of water to the serious
and substantial detriment of the entire water
basin in conflict with the expressed intent
and direct action of all other users of water
toward water conservation.
BE IT FURTHER RESOLVED that a representative of the
City Attorney's Office be, and he is hereby authorized and
instructed to appear at the public hearing on the West Orange
County Water District, to present this resolution and to express
the objection of the City of Anaheim to the formation of said
district as being contrary to the public interest.
THE FOREGOING RESOLUTION is approved and signed by me
this llth day of June, 1963.
