99-195RESOLUTION NO. 99R-195 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM SUPPORTING A PREFERRED ALTERNATE DESIGNATION FOR THE PLACENTIA LOWERED RAILROAD PROJECT WHEREAS, the City of Placentia has requested that the City Council of the City of Anaheim adopt a resolution supporting the preferred method of constructing railroad grade separations within the City of Placentia to be a lowered railroad; and WHEREAS, the City of Placentia has determined the costs for separating the intersection of Lakeview Avenue, Tustin Avenue/Rose Drive, Orangethorpe Avenue and Kraemer Boulevard from the Burlington Northern Santa Fe railroad tracks by constructing standard grade separations is equivalent to the cost of a lowered railroad from Kellogg Drive to the Route 57 Freeway, as shown in the report entitled "Preferred Alternate Study For The Placentia Lowered Railroad" dated April 6, 1999. The lowered railroad will also provide separated crossing from the railroad tracks for the intersections of Richfield Road, Van Buren Street, Jefferson Street, Bradford Avenue and Melrose Street as part of the lowered railroad cost; and WHEREAS, standard grade separations would require the destruction of scores of business and residential units and the relocation of hundreds of residents because of necessary right of way acquisitions, whereas a lowered railroad does not; in addition, the lowered railroad offers substantial safety benefits because it provides grade separation of all grade crossings in the City; and WHEREAS, A lowered railroad provides mitigation of noise pollution from the trains and substantial reduction of fuel use and emissions from delayed motor vehicles and allows the development of all corners at a street intersection which will provide for good planning opportunities for future development and also improves the traffic and environmental conditions throughout Orange County; and WHEREAS, the Metrolink Inland Empire/Orange County line currently shares the Burlington Northern Santa Fe tracks and would need to remain at grade so that lowering of the Olive line and resulting reconstruction of the Anaheim Canyon Metrolink station would not be required. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Anaheim does hereby support the City of Placentia in declaring the preferred method of construction for grade separating the street intersections of Lakeview Avenue, Richfield Road, Van Buren Street, Jefferson Street, Rose Avenue/Tustin Drive, Orangethorpe Avenue, Kraemer Boulevard, Bradford Avenue and Melrose Street from the Santa Fe railroad tracks in the City of Placentia, as being a lowered railroad method, commonly referred to as the construction and that the Metrolink tracks remain at grade.
