A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM AMENDING POLICY
1.13 OF THE CITY COUNCIL POLICY MANUAL
RELATING TO THE POSTING OF PUBLIC
CALENDARS BY KEY CITY OFFICIALS
AND RESCINDING RESOLUTION NO.2023-102
WHEREAS, by Resolution No. 2023-102, the City Council created City Council Policy
1.13 entitled "Public Posting of Calendars for Key City Officials" to the City Council Policy
Manual; and
WHEREAS, the City Council now desires to amend the City Council Policy Manual to
amend City Council Policy 1.13 regarding the public posting of calendars by key city officials.
WHEREAS, this Resolution will supersede Resolution No. 2023-102 adopted on
November 7, 2023.
NOW, THEREFORE, BE IT RESOLVED:
Section 1. Policy No. 1.13 entitled "Public Posting of Calendars for Key City Officials"
is hereby deleted in its entirety from the City Council Policy Manual and replaced with the
following:
A. PURPOSE
To promote transparency and allow for public viewing, this public posting of calendars policy
establishes the requirements for the posting of key City of Anaheim officials' city -related event
and meeting calendars on the City's website. As such, the mayor, city council members, city
manager, assistant city manager, and deputy city manager shall maintain a monthly city calendar
and publish their calendars to the city's website. This policy is also intended to make more
accessible records that would otherwise be subject to a Public Records Act request. The policy
is not intended to list every interaction that these listed public officials may have. Some public
officials may voluntarily provide additional information that is not necessarily required by this
policy.
B. CALENDAR REPORTING
Posted calendars shall report all scheduled external city -related appointments, which include the
attendance at public events in official city capacity, and calls and/or meetings with, members of
the public, businesses, developers, union representatives, consultants, and lobbyists (collectively,
"city -related appointments") that are materially and significantly related to official city business,
and that are not exempt from reporting.
Scheduled external city -related appointments, that are not calls and/or meetings, include public
events attended in official city capacity. These public events include board and/or commission
meetings, speaking engagements, ribbon cutting ceremonies, charity events, openings of a venue,
or other events attended in official city capacity.
City officials are encouraged to report unscheduled calls and/or meetings of a material or
significant nature relating to official city business.
For each entry, calendars shall include the date and time of the city -related appointment; the
name(s), title(s) and affiliated organizations(s) of the people in attendance; as well as a general
statement of the topic of the meeting. If an event is sponsored by an organization, it is sufficient
to identify the sponsoring organization in lieu of all in attendance. Additionally, the location of
the city -related appointment is not required to be disclosed.
C. CALENDAR REPORTING EXEMPTIONS
The following are exempted from reporting:
• Personal appointments (including, but not limited to, medical and other personal errands
or appointments).
• Campaign -related events or appointments (which must be attended at non -city time and
not using city resources).
• Attendance at an event or function for personal entertainment and not related to any
official city business, or in the capacity as a city official (for example, a concert, dinner,
or other social ticketed event attended with family and/or friends, that was personally
paid for).
• Attendance at an event pursuant to the City of Anaheim Ticket Policy and that are
disclosed on a Form 802.
• Meetings, including those unscheduled, and for which no significant or material official
city business is discussed (for example, a friendly encounter with a business owner where
a city -related matter was very briefly discussed, and the encounter was not intended for
that purpose).
• Phone calls that are received, including those unscheduled, and for which no significant
or material official city business is discussed (for example, a spontaneous call from a
business owner in the city where a matter affecting that business was very briefly
discussed and the call was not intended for that purpose).
• Meetings with internal city staff only, including retained city consultants or vendors.
• Information protected by attorney -client privilege.
• Information about attorney work product.
• Information about city staff recruitment.
• Information about a personnel issue.
• Information regarding recruiting and retention.
• Information concerning confidential criminal investigations and security.
• Information concerning or about whistleblowers.
• Information about residents who reasonably fear that public disclosure of their
appointment will result in retaliation or other tangible harm.
• Information that is otherwise prohibited from disclosure under federal or state law.
Calendars shall be posted on the city's website no later than the tenth business day of each month
and shall reflect the schedule of the previous calendar month.
Section 2. Resolution No. 2023-102 is hereby rescinded in its entirety.
Section 3. This Resolution shall be effective immediately upon adoption.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the
City of Anaheim this 14th day of January 2025, by the following roll call vote:
