▪ ORDER OF BUSINESS: Public sessions of all regular meetings of the City Council/Successor Agency to the Redevelopment Agency/Housing Authority/Public Financing Authority/Housing and Public Improvements Authority begin at 5:00 P.M. Public hearings begin at 5:30 P.M. unless otherwise noted.
Closed sessions begin at 3:00 P.M. or such other time as noted. Closed sessions may be preceded by one
or more public workshops. If a workshop is scheduled, the subject and time of the workshop will appear on the agenda. Not all of the above agencies may be meeting on any given date. The agenda will specify which agencies are meeting. All meetings are in the Anaheim City Hall, Council Chamber, 200 S. Anaheim
Blvd., Anaheim, CA 92805 or such other location as noted. Pursuant to Government Code Section
54954.2(a)(2), no action or discussion by the City Council shall be undertaken on any item not appearing on the posted agenda, except to briefly provide information, ask for clarification, provide direction to staff, or
schedule a matter for a future meeting.
▪ REPORTS: All agenda items and reports are available for review in the City Clerk’s Office and www.anaheim.net/councilagendas. Any writings or documents provided to a majority of the City Council
regarding any item on this agenda (other than writings legally exempt from public disclosure) are available
at the Office of the City Clerk, located at 200 S. Anaheim Blvd., 2nd Floor, Anaheim, CA 92805 and by contacting the office by phone, 714-765-5166, or email to cityclerk@anaheim.net. ▪ PUBLIC COMMENTS: There are two Public Comment periods with speakers having one opportunity to
address the City Council, except for scheduled public hearing items. Public comments are limited to three
(3) minutes per speaker, unless a different time limit is announced. The City uses speaker cards that must be submitted to the City Clerk in order to address the City Council. Prior to the business portion of the agenda, the City Council and all other related agencies meeting on such date will convene in joint session
for the first Public Comment period where speakers will be permitted to speak on specific agenda item(s). This first Public Comment period is limited to 90 minutes or until all agenda item speakers have been heard, whichever is later. Any remaining time shall be provided to non-agenda item speakers until the 90
minute time limitation is exhausted. The second Public Comment period will be opened by the Mayor if any
non-agenda item speakers were not called during the first Public Comment period. For public hearings, the Mayor or Chairperson will separately call for testimony at the time of each public hearing. Testimony
during public hearings is subject to the following time limits: Project applicant or issue initiator: twenty
minutes for initial presentation and ten minutes for rebuttal; Residents within the noticed area of the subject
property: ten minutes; All other members of the public: three minutes. Public hearings regarding legislative matters: five minutes. The Mayor or Chairperson may limit the length of comments during public hearings
due to the number of persons wishing to speak or if comments become repetitious or irrelevant. Speakers
shall refrain from profane language and other disruptive remarks or behavior which disrupts or disturbs the meeting, or risk being removed (AMC 1.12.017). Additionally, members of the public may correspond with
the City Council and all other related agencies, on any agenda items or matters within the jurisdiction of
such governing bodies, by submitting comments electronically for City Council consideration by sending them to publiccomment@anaheim.net. To ensure distribution to the City Council prior to consideration of the agenda, please submit comments at least 2 hours prior to the scheduled start
time of the meeting. Those comments, as well as any comments received after that time, will be
distributed to the City Council, posted on the City’s website, and will be made part of the official public record of the meeting. Current and archived public comments are available at www.anaheim.net/publiccomment. Contact the City Clerk’s Office at 714-765-5166 or
cityclerk@anaheim.net with any questions. ▪ ADDITIONS/DELETIONS: Items of business may be added to the agenda upon a motion adopted by a minimum 2/3 vote finding that there is a need to take immediate action and that the need for action came to

COUNCIL COMMUNICATIONS:
Mayor Pro Tem Kurtz thanked Council Member Diaz and Council Member Faessel for their service,
highlighting their contributions and the camaraderie shared.
Council Member Meeks thanked Council Member Diaz for his efforts in revitalizing Beach Boulevard and
his dedication to the City, emphasizing the lasting impact of his work. She thanked Council Member
Faessel for his service and stated that Council will continue to lean on him for answers, opinions, and
history.
Council Member Leon thanked Council Member Diaz and Council Member Faessel for their Service. He
stated he appreciates Council Member Diaz's partnership and advocacy for West Anaheim, noting their
ability to find common ground despite differences.
Council Member Rubalcava thanked Council Member Faessel for his service and long-term commitment
to the community. She thanked Council Member Diaz for having the best interests of residents and City
employees in mind. She stated it was a pleasure to serve with both Council Members.
Mayor Aitken stated that two new Council Members would be sworn in shortly for Districts 1 and 5 and
she expressed support for their future service. She recognized Council Member Diaz’s efforts in District
1, highlighting his work on the Rebuild Beach initiative, public safety, support for local businesses, and
his leadership. Mayor Aitken commended Council Member Faessel for his service during the pandemic,
his extensive involvement in city boards and commissions, and his dedication to the community.
City Council presented a proclamation recognizing their service to the City of Anaheim to both Council
Members Diaz and Faessel.

Council Member Faessel reflected on his long-term involvement in the community, starting from his
childhood in Pearson Park and his early experiences with city crews. He shared his career progression,
including his roles on various City Boards and Commissions, and his eventual appointment to the City
Council. Council Member Faessel shared the mentorship and support he received from city officials and
community members throughout his career. He expressed gratitude to his family, colleagues, and the
community for their support and contributions to his success. A video of his time on the City Council was
displayed.
A video of Council Member Diaz’s time on the City Council was displayed. Council Member Diaz
highlighted and shared photographs of his time on the City Council and he emphasized the importance
of staff in executing Council decisions. He acknowledged the contributions and achievements of various
City employees, Commissioners, and department heads and praised their dedication and impact on the
community. He reflected on his own journey to public service, motivated by a desire to improve District 1
and the City as a whole. He encouraged Council Member-Elect Ryan Balius to be himself, ask questions,
listen to different opinions, and to understand the consequences of his votes.

MOTION: NM/NK to waive reading of the resolution and adopt the balance of the consent calendar
as presented. ROLL CALL VOTE: 7-0. Motion carried.
CONSENT CALENDAR:
1. Ratify proclamations recognizing Council Member Jose Diaz and Council Member Stephen
Faessel for their service on the Anaheim City Council.
2. Award the construction contract to the lowest responsive and responsible bidder, AWI Builders,
Inc., in the amount of $13,943,211 and a 10% contingency for a total not to exceed amount of
$15,337,532.10, for the Anaheim Fire Station No. 12 (Platinum Triangle) Project, located on
Parcel 1 of Parcel Map No. 2006-262 on South State College Boulevard between Gene Autry
Way and Katella Avenue, and waive any irregularities in any of the proposal documents;
authorize the Director of Public Works to execute the contract and any other related documents,
and to take such actions as are necessary to implement and administer the contract; direct and
authorize the Finance Director to execute the Escrow Agreement pertaining to contract
retentions; authorize the Mayor to execute the Grant Deed to subdivide the parcel for Fire Station
No. 12; and authorize the City Clerk to record the Grant Deed in the Orange County Clerk-
Recorder’s Office.

3. Approve an Exclusive Negotiation Agreement (ENA), in substantial form, with Anaheim East
Vermont, LLC (Owner), which establishes a period during which the City and the Owner will
negotiate the terms of a purchase and sale agreement of the property located at 514-522 E.
Vermont Avenue; authorize the Director of Public Works to execute the ENA and to take the
necessary or advisable actions to implement and administer the ENA, including any extensions;
and authorize de minimis changes that do not substantially change the terms and conditions of
the ENA, as determined by the City Attorney’s Office.
4. RESOLUTION NO. 2024-127 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM, CALIFORNIA reciting the facts of the General Municipal Election held on
November 5, 2024, declaring the results and such other matters as may be provided by law.

COUNCIL COMMUNICATIONS:
Council Member Meeks welcomed the newly elected Council Members. She stated that every Council
Member has similar goals for Anaheim, and they will all continue to serve with respect for each other to
find the best answers for Anaheim moving forward.
Mayor Aitken thanked Mayor Pro Tem Kurtz and the newly elected Council Members for having the
bravery to run for public office. She stated there is no shortage of opinions in the City of Anaheim, and
she know that they have the faith, integrity, and the dedication to serve their Districts. She thanked their
families for allowing the candidates to serve the City and to devote their time away from family and from
leisure time on weekends to make Anaheim an even greater City. She stated that they are now part of a
bigger family and that is the Anaheim family. Mayor Aitken stated that once a Council Member starts
serving, they are the representative of those who voted for them and the ones who did not vote for them,
and she knows they will do an amazing job in serving all of Anaheim. She stated that Council Members
may lean on her or staff for anything they need or any questions that you may have.

TRANSLATION SERVICES: Spanish interpreting services are provided at City Council meetings.
Simultaneous Spanish interpretation is provided through the use of headsets and consecutive
interpretation (Spanish-to-English) is also available to anyone addressing the Council by stating your
request at the podium. The use of city provided interpreters is not required and persons are welcome to
use their own interpreter. Because many dialects and regionalisms exist, the City cannot guarantee that
interpreters will be able to interpret into a particular dialect or regionalism, and disclaims any liability
alleged to arise from such services. For translation services in other languages, contact the City Clerk’s
office no later than 48 hours prior to the scheduled meeting.
