63-0062RESOLUTION NO. 63R- 62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ASCERTAINING AND DETERMINING THE PREVAILING RATE OF WAGES TO BE PAID FOR EACH CRAFT, OR TYPE OF WORKMAN, OR MECHANIC NEEDED FOR PUBLIC WORKS CONTRACTS, FOR THE FURNISH- ING OF ALL MATERIALS, PLANT, LABOR AND SERVICES FOR THE CONSTRUCTION, INSTALLATION AND COMPLETION OF SEWERS AND WATER WORKS PROJECTS IN THE CITY OF ANAHEIM. WHEREAS, the City Council of the City of Anaheim does find and determine that public convenience and necessity require the acquisition of materials, plant, labor and services for the public improvement of sewers and water works projects in the City of Anaheim including the construction, installation and completion thereof; and WHEREAS, Section 1770 of the Labor Code of the State of California requires that the City Council ascertain and determine the general prevailing rate of hourly wages and rates for legal holidays and overtime work on public works and improvements in the locality in which the work is to be performed, for each craft or type of workman, laborer or mechanic needed for the execution of such public contracts and the making of such public improvements, and for the furnishing of all plant, labor, services, materials and equipment and performing all work necessary for the execution and completion of said public contracts or improvements; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that, in accordance with the provisions of Section 1770 of the Labor Code of the State of California, the City Council has ascertained and does hereby determine the general prevailing rate of hourly wages, and rates for legal holidays and overtime work on public works and the public improvement of sewers and water works projects in the City of Anaheim in the locality in which such work is to be performed for each craft or type of laborer, workman or mechanic needed for the execution of public works contracts or contracts for the furnishing of all plant, labor, services, materials and equipment for the public improvement of sewers and water works projects in the City of Anaheim including the construction, installation and completion thereof, and that said prevailing rates so determined are as follows: CLASSIFICATION HOURLY RATE Carpenter 4.10 Cement Mason 4.04 Cement Mason (Mastic Composition) 4.16 Cement Mason Floating and Troweling Machine Operator 4.29 Reinforcing Ironworkers 4.50 Laborers General or Construction 3.26 Operators of pneumatic and electrical tools, vibrating machines and similar mechanical tools not separately classified 3.47 Cement Dumper (on 1 yd. or larger mixers and handling bulk cement) 3.47 Cribbers and Shorers 3.62 Asphalt Raker and Ironer 3.47 Buggymobile Man 3.47 Flagman 3.26 Guard or Watchman 2.60 Operating Engineers: A -Frame or Winch Truck Operator 4.135 Air Compressor Operator 3.655 Boring Machine Operator 4.245 Concrete Mixer Operator (skip type) 3.895 Conveyor Operator Beltman 3.895 Engineer Oiler and Signalman 3.655 Equipment Greaser 4.135 Fireman 3.895 Generator, Pump or Compressor Operator (Two or more portable units) 3.895 Motor Patrol Operator (any type or size) 4.535 Roller Operator, compacting 4.245 Skip Loader Operator (Wheel type, 3/4 d. or less without dragtype attachments) 3.895 Screed Operator 4.245 Tractor Operator (Bull- dozer, Tamper, Scraper, Dragtype shovel Push Tractor) 4.435 Tractor Operator, Boom Attachments 4.535 Tractor Operator with Scrapers or Dragtype Shovels in tandem $1.00 per hour above regular rate Trenching Machine Operator (Up to 6 Foot Depth Capacity, Manufacturer's Rating) 4.135 Trenching Machine Operator (Over 6 Foot Depth Capacity, Manufacturer's Rating) 4.535 Universal Equipment Operator (Shovel, Back Hoe, Dragline, Derrick, Derrick Barge, Clamshell, Crane, Pipe Driver and Mucking Machine) 4.535 Truck Drivers: Drivers of dump trucks of less than 4 yds. water level Drivers of dump trucks 4 yds. but less than 8 yds. water level Drivers of truck legal payload capacity less than 6 tons Drivers of truck legal payload capacity 6 to 10 tons Drivers of truck legal payload capacity 10 to 15 tons Drivers of dumpster type trucks -2- 3.72 3.75 3.72 3.75 3.80 4.10 CLASSIFICATION Truck Drivers: (Continued) Water Truck Driver Under 2500 Gals. Health and Welfare payments shall be made in accordance with the Southern California Master Labor Agreement. The foregoing wage scale and rates are for an eight -hour day, forty -hour week, time and one -half for overtime and double time Sundays and holidays, except as otherwise provided in the January, 1963 revision of the A.G.C., B.C.A., H.B.I., E.G.C.A., A.F.L. C.I.O. Southern California Master Labor Agreement and Supplements, which shall govern for such overtime and double time pay, and for the wage scale for Foremen not otherwise listed above. Holidays, as herein referred to, shall be deemed to be New Year's Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Christmas Day. If any of the above mentioned holidays, other than Labor Day and Thanksgiving Day, falls on Sunday, the Monday following shall be considered a legal holiday. The overtime rule establishing the rates of over- time and holiday work shall be in accordance with the following: Where a single shift is worked, eight hours of continuous employment, except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week. Where work is required in excess of eight hours in any one day or during the interval of time from 5:00 P.M. Friday and 12:00 o'clock midnight Saturday night, such work shall be paid for at the minimum rate of one and one -half (12) times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the minimum rate of double the basic rate of wages, except as otherwise provided in the January, 1963 revision of the A.G.C., B.C.A., H.B.I., E.G.C.A., A.F.L. C.I.O. Southern California Master Labor Agreement and Supplements. Properly indentured apprentices to any of the trades listed above may be employed upon such public improve- ments with skilled workmen, subject to the provisions of Section 1777.5 of the Labor Code of the State of California, the wage rates for such apprentices to be determined as provided in said Section 1777.5.
