Dear Planning Commissioners, I own and live at a Mills Act home and am I am writing to voice my firm support for the Planning and Building Director's decision to deny Application No. 2024-00546, which seeks to replace the original wood windows with vinyl windows at 402 North Lemon Street. This property is part of the Mills Act program, an agreement between property owners and the City of Anaheim that offers significant property tax savings in exchange for a commitment to preserving the historical authenticity of the structure. Anaheim Mills Act participants dedicate substantial resources to maintaining features such as windows, siding, eaves, fascia boards, and all other street -facing architectural details that reflect a property's historical and architectural value. Original wood windows are critical, character -defining elements of historic homes —replacing these historic windows is in direct violation of the Mills Act program. I recognize that the applicant initiated the Mills Act cancellation process before installing the windows, however it is important to note that any removal or replacement of windows requires a permit, regardless of Mills Act status. There are numerous options which they could have sought out prior to replacing them, additionally they should have engaged with the Planning Department before beginning the project and in doing so would have been provided opportunities to explore historically appropriate restoration options. Furthermore, canceling a Mills Act contract is a lengthy 10-year process. Approving this application would establish a harmful precedent, weakening the goals and integrity of the Mills Act program —which is to protect and preserve history.
