MINUTES

notice was posted on Thursday, October 10, 2024, at 3:31 p.m. at Anaheim City Hall.
I. CALL TO ORDER
Staff Taylor Griffin called the ATID Advisory Board meeting to order at 6:01
p.m. on Wednesday, October 16, 2024.
II. PUBLIC COMMENT
None.
III. ELECTION OF CHAIRPERSON AND VICE -CHAIRPERSON
MOTION
Staff Taylor Griffin gave an overview of the election process for the Board and
opened the nominations for Chairperson. Board Member Tom Morton offered
a Motion to nominate Rhonda Richardson as Chairperson, seconded by Board
Member Debbie Moreno AND MOTION CARRIED (Vote: 7-0; Absent:
None) that the ATID Advisory Board does hereby approve Rhanda Richardson
as Chairperson.
Staff Taylor Griffin opened the nominations for Vice Chairperson. Board
Member Tom Morton nominated Tina Riley as Vice Chairperson, seconded by
Board Member Debbie Moreno AND MOTION CARRIED (Vote: 7-0;
Absent: None) that the ATID Advisory Board does hereby approve Tina Riley
as Vice Chairperson.

IV. DISTRIBUTION OF BOARDS & COMMISSIONS HANDBOOK
The Board & Commissions Handbook was distributed. Board Member Mike
Waterman spoke about the establishment of the Advisory Board in response to
the state audit. Board Member Mike Waterman also discussed the role of the
Advisory Board in relaying information and making recommendations to the
City Council. Board Member Mike Waterman spoke about disbanding the
board similar to previous boards in his experience.
V. OVERVIEW OF THE ANAHEIM TOURISM IMPROVEMENT DISTRICT
AND THE ROLE OF THE ADVISORY BOARD
Board Member Brittney Malenofski gave a brief overview and role of the
ATID Advisory Board. Board Member Brittney Malenofski spoke that the role
of the ATID Advisory Board is separate from the contracting entity Visit
Anaheim. Board Member Brittney Malenofski stated that the ATID Advisory
Board is to make recommendations to the City Council, either directly or
through recommendations to the Contracting Entity or the ATID
Transportation Committee, regarding the expenditures of revenues derived
from the levy of assessments, classification of businesses, and the method and
basis of levying the assessments.
Board Member Debbie Moreno commented on Board Member Mike
Waterman's comment and expressed the lengthy process the city has gone
through with the State Audit and the abundance of staff time dedicated to the
process and that disbanding of the ATID Advisory Board is not something the
City is considering at this time.
VI. APPROVAL OF THE 2025 MEETING CALENDAR
Board Member Brittney Malenofski discussed the proposed 2025 meeting
calendar. Board Member Brittney Malenofski proposed the following dates:
January 16th, April 17th, July 17th, and October 16th and proposed changing the
meeting time to 2:00 p.m.
Board Member Tom Morton offered a Motion to approve the proposed 2025
calendar dates at a 2:00 p.m. meeting time, seconded by Board Member Mike
Waterman AND MOTION CARRIED (Vote: 7-0; Absent: None) that the
ATID Advisory Board does hereby approve the following dates; January 16ch
April 17th, July 171h, and October 16th for the 2025 calendar year.

VIL BOARD COMMENTS
Board Member Mike Waterman asked if he should provide any financial
documentation to the Board for review.
Board Member Brittney Malenofski asked Board Member Mike Waterman to
bring Visit Anaheim subcontracts to the next ATID Advisory Board meeting.
Board Member Rhanda Richardson requested to have the subcontract
documents sent to the Board Members prior to the meeting.
Board Member Tom Morton asked to review the Visit Anaheim annual plan at
the next ATID Advisory Board meeting. Board Member Tom Morton
discussed that the annual plan would go to City Council after the ATID board
reviews it.
Board Member Tom Morton gave an overview of the Visit Anaheim
subcontract process when they are brought forward to City Council once a
month.
Board Member Debbie Moreno asked if the ATID board will also review Visit
Anaheim's financial reports and financial reports from the ATID
Transportation committee.
Board Member Tom Morton stated that they receive monthly reports and
review all reports during the annual review.
Board Member Debbie Moreno requested to review the ATID Transportation
Committee financial reports at the next meeting.
Board Member Tina Riley asked if ATN financial reports are also reviewed as
part of the ATID. Board Member Debbie Moreno clarified ATN's role within
the ATID and that ATN is separate.
Board Member Mike Waterman shared the breakdown of ATID funds with
75% going to marketing and 25% going towards transportation.
Board Member Tom Morton went on to further explain the history of the
transportation portion of the ATID and what those funds are used for.
Board Member Debbie Moreno requested to give a brief overview of the
Anaheim Tourism Improvement District.
Board Member Brittney Malenofski gave an overview of the Anaheim Tourism
Improvement District including how the revenue is earned and divided.

Board Member Tom Morton will follow up with the Board and provide the
resolutions and other background information on the Anaheim Tourism
Improvement District.
VIIL ADJOURNMENT
There being no further business, the meeting adjourned at 6:20 p.m. to
