RES-2025-016RESOLUTION NO. 2 0 2 5 - 016 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING THE FIRE CHIEF OR HIS DESIGNEE TO SUBMIT A GRANT APPLICATION ON BEHALF OF THE CITY OF ANAHEIM TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY OF THE U.S. DEPARTMENT OF HOMELAND SECURITY FOR THE FISCAL YEAR 2024 ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM (AFG) AND RESCINDING RESOLUTION NO. 2024-133 WHEREAS, the Federal Emergency Management Agency of the U.S. Department of Homeland Security (the "Grantor") has heretofore invited public agencies, including the City of Anaheim, to submit applications to the Grantor for the Fiscal Year 2024 Assistance to Firefighters Grant Program (AFG) (the "Grant"); and WHEREAS, the City of Anaheim desires to submit an application to Grantor for the Grant for Fire Department purposes; and WHEREAS, the City is familiar with the terms, conditions and limitations of any such Grant. WHEREAS, on December 17, 2024, the City Council of the City of Anaheim adopted Resolution No. 2024-133 authorizing the Fire Chief, or his designee, to apply for $3,988,000 in Grant funding from the Federal Emergency Management Agency's AFG program to fund the replacement of aging cardiac monitor equipment; and WHEREAS, upon submitting the Grant application, The Fire Department was advised by a grant consultant to limit the scope of the application to the purchase of ten (10) near cardiac monitors for the front-line apparatus and to reduce the amount requested to $743,475; and WHEREAS, staff accordingly recommends that the City Council rescind Resolution No. 2024-133 and adopt this revised Resolution to replace it. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: The Anaheim Fire Chief or his designee is hereby authorized to submit a Grant application for and on behalf of the City of Anaheim, a public entity established under the laws of the State of California, and the Anaheim & Rescue Fire Department Emergency Manager, or the Anaheim Fire Chief, or the Anaheim City Manager, or their respective designees are authorized to take any actions necessary in support of the application for the Grant funds. 2. The Anaheim Fire Chief or his designee is authorized to execute any agreements (including any extensions or amendments to agreements), certificates, assurances, reports or other documents necessary to obtain the Grant funds or implement the Grant. 3. The City of Anaheim hereby agrees to comply with all of the terms, conditions and limitations imposed by the Grantor upon the Grant. 4. The City of Anaheim shall amend its annual budget for the fiscal year in which the Grant funds are received. 5. The City Council of the City of Anaheim hereby agrees to, and by this resolution, does accept any such Grant so awarded to the City without further action of the City Council being required therefor. 6. Resolution No. 2024-133 is hereby rescinded.
