SUBJECT: DEVELOPMENT APPLICATION NO. 2020-00023
(CONDITIONAL USE PERMIT NO. 2020-06057)
LOCATION: 2300 East Winston Road
PROPERTY OWNER/APPLICANT: The property owner is Ramar Land
Corporation, and the applicant is Red Oak Architecture, represented by Aaron
MacDonald.
REQUEST: The applicant requests approval of a conditional use permit to construct
a transit facility comprised of a 47,340-square foot truck terminal building, a 12,355-
square foot maintenance building, and a private fueling station. A variance for fencing
material is also requested.
BACKGROUND: The Initial Study/Mitigated Negative Declaration was circulated to
the public for a 20-day review period from October 17, 2024, to November 6, 2024.
During this review period staff received a comment from the South Coast Air Quality
Management District requesting an additional environmental assessment due to the
proximity of the proposed use to a mobile home park. Staff has directed the City’s
environmental consultant to prepare a study addressing this comment. Staff requests a
continuance of this item to the Planning Commission meeting of December 16, 2024.
The continuance would allow time to complete the study and incorporate it into the
environmental document.
RECOMMENDATION: Staff recommends that the Planning Commission continue
the public hearing for this request to the meeting of December 16, 2024.
