A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM, CALIFORNIA, REQUESTING ACTION BY
THE CALIFORNIA DEPARTMENT OF TRANSPORTATION
ON FULFILLING TRANSPORTATION AND SAFETY NEEDS
ALONG ROUTE 55 (FREEWAY) THROUGH THE CITY OF
COSTA MESA.
WHEREAS, the City of Costa Mesa and the California
State Department of Transportation have recently completed a
Joint Preliminary Transportation Corridor Study of Route 55
through Costa Mesa; and
WHEREAS, the Preliminary Transportation Corridor
Study of Route 55 demonstrates an urgent need to improve
traffic circulation in the corridor; and
WHEREAS, the City of Costa Mesa has reviewed the
findings of said study and recommended to the State Depart-
ment of Transportation that all needed operational improve-
ments to Route 55 be implemented over the next three years;
and
WHEREAS, the City of Costa Mesa has further
recommended that a full Environmental Impact Study be budgeted
and authorized by the Department of Transportation for fiscal
year 1978 -79; and
WHEREAS, the Director of the State Department of
Transportation has concurred that operational improvements
along Route 55 should be developed and implemented as soon as
possible; and
WHEREAS, the Director has also agreed that a complete
Environmental Impact Study should be initiated; and
WHEREAS, the State Department of Transportation also
recommended that the remaining Route 55 Freeway adoption
between Route 1 and Bay Street in Costa Mesa be rescinded; and
WHEREAS, the City of Anaheim supports the efforts and
position of the City of Costa Mesa; and
WHEREAS, the City of Anaheim urges the Department of
Transportation to implement the Joint Transportation Corridor
Study of Route 55 Freeway.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Anaheim hereby calls upon the California State
Department of Transportation to budget, design, and construct
all operational improvements along Route 55, including but not

limited to the improvements referenced in Exhibit " A " attached
hereto, to protect lives and property as well as to facilitate
improved traffic circulation.
BE IT FURTHER RESOLVED, that the City of Anaheim
urges that the State Department of Transportation begin
immediately the Environmental Impact Study necessary for
the Route 55 corridor, utilizing any and all resources,
including but not limited to outside professional services,
to complete the study in an expedient manner.
THE FOREGOING RESOLUTION is approved and adopted
by the City Council of the City of Anaheim this 2n r 1, day of

�. EXHIBIT "A"
The operational improvements cited herein should not be construed
as being prioritized in order of appearance. Improvements required on
Route 55 between Bay Street and Bristol Street represent the City's number
one priority. Those improvements designated on Route 55 between Bay
Street and the southerly City limits compose the second priority.
1. Remove all fixed objects adjacent to the roadway which
create a potential safety hazard.
2. Install adequate street lighting along the entire roadway.
3. Widen all travel lanes to standard width.
4. Improve roadway shoulders to include curb, gutter and
sidewalk.
5. Construct all necessary right -turn and left -turn lanes.
6. Relocate and upgrade traffic signals.
7. Improve existing signings and markings.
8. Improve all east /west connections.
9. Participate with the City on the design /approval of ingress
and egress in conjunction with the Orange County fairgrounds
expansion.
The following matrix specifies those intersections along Route 55
which the City feels require improvements of the preceding nature.
