RESOLUTION NO. 6148
A RESOLUTION OF THE CITY OF ANAHEIM ESTABLISH-
ING A BASIC COMPENSATION PLAN FOR CERTAIN CLASSES
OF EMPLOYMENT IN THE MUNICIPAL SERVICE OF THE CITY
OF ANAHEIM AND ESTABLISHING REGULATIONS FOR THE
PLACEMENT OF EMPLOYEES WITHIN THE WAGE AND SALARY
SCHEDULES; PROVIDING FOR CERTAIN FRINGE BENEFITS,
PHYSICAL EXAMINATIONS, HOLIDAYS AND VACATIONS;
SICK LEAVE; JURY DUTY AND REPEALING RESOLUTIONS
NUMBERS 3970, 4097, 5774 AND RESOLUTION NUMBER
5362 AND AMENDMENTS THERETO,
WHEREAS, the establishment of the principles of equal pay for
equal work and compensation incentives for continued improvement of service
of City employees should result in more efficient__and more economical
municipal government.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ANAHEIM AS FOLLOWS:
SECTION 1: There is hereby established a basic compensation
plan for all officers and employees of the City of Anaheim are now
employed or will in the future be employed in any of the classification of
employment listed in Section 3 of this resolution. *(by Council order)
SECTION 2: SALARY AND WAGE SCHEDULES: The following salary
and wage schedules shall constitute the basic compensation plan consisting
of five (5) steps or rates of pay in each schedule. The respective
schedules shall be identified by number and the steps by the letter "A" to
"E" inclusive. The columnar headings at the top of each column shall es-
tablish the purpose of each step and the minimum length of service required
for advancement to the next higher step as provided in Section 7 hereof.
SECTION 3: ALLOCATION OF CLASSES OF EMPLOYMENT TO SALARY AND

SECTION 4. APPLICATION OF BASIC COMPENSATION PLAN: The Compen-
sation schedules and steps contained in Section 3 hereof are monthly, biweekly,
and hourly compensation rates. Hourly pay rates for employees paid by the hour
shall be computed and established in the following manner:
(a) For all employments which have a regular weekly work schedule
of forty (40) hours, the rate of pay shall be the monthly rate divided by 173.3.
(b) For all employments which have a regular weekly work schedule
of forty -four (44) hours, the rate of pay shall be the monthly rate divided by
190.7.
(c) For all employments which have a regular weekly work schedule
of sixty seven and two tenths (6 hours, the daily rate of pay shall be
the monthly rate multiplied by twelve (12) and divided by 291.2.
In determining the hourly rate or daily rate as herein provided,
fractional cents adjusted to the next higher cent.
SECTION 5. BEGINNING RATES: A new employee of the City of Anaheim
shall be paid the rate shown as step "A" in the schedule allocated to the class
of employment for which he or she has been hired except where economic condi-
tions, unusual employment conditions or exceptional qualifications of a candi-
date require a higher rate in the City's best interests, the City Manager may
authorize employment at any one of the four higher steps in the range, upon
request of the Department Head under whom the employee will serve. This same
provision shall apply to hourly and part-time employees.
SECTION 6. SERVICE: The word "service" as used in this resolution
shall be deemed to mean continuous, full-time service in the positiop in which
the employee is being considered for salary advancement, service in a higher
position or service in a position allocated to the same salary schedule and
having generally similar duties and requirements. A lapse of service of an
employee for a period of time longer than thirty (30) days by reason of resig-
nation or discharge shall serve to eliminate the accumulated length of service
time of such employee for the purposes of this resolution, and any such employee
reentering the service of the City of Anaheim shall be considered as a new
employee, except that he or she may be reemployed within three (3) years and
placed in the same salary step in the appropriate compensation schedule as he
or she was at the time of the termination of employment.

SECTIC ADVANCEMENTS WITHIN SCHEDULE The following regulations
shall govern salary advancements within schedules:
(a) PROBATIONARY ADVANCEMENT: After the salary of an employee has
been first established and fixed under this plan, such employee shah be
advanced from step "A" to step "B" effective the first day of the next pay
period following the date of completion of the length of service required
for such advancement as provided in Section 3 hereof.
(b) MERIT ADVANCEMENTS: An employee may be considered for advance-
ment from step "B" to step "C or from step "C" to step "D or from step "D"
to step "E" upon the completion of the minimum length of service as provided
in Section 3 hereof. The effective date of such merit increase, if granted,
shall be the first day of the next pay period following the approval by the
City Manager. Advancement to steps "C "D or "E" may be granted only for
continued meritorious and efficient service and continued improvement by the
employee in the effective performance of the duties of his or her position.
Such merit advancement shall require the following:
The head of the department in which the employee is employed
shall file with the City Manager, via the Personnel Director, a Personnel
Action Form recommending the grant or denial of the merit increase and
supporting such recommendation with specified reasons therefor.
(2) The recommendation of the department head shall be approved
or disapproved by the City Manager, and the Personnel. Action Form shall be
returned to the Personnel Director for distribution of copies.
(c) The five steps in each salary schedule shall be administered
and interpreted as follows:
(1) The first step or "A" step of each range is the minimum rate
and is normally the hiring rate for a classification. The exception being
provided in Section 5 hereof.
(2) The second step or "B" step is an incentive adjustment to
encourage the employee to improve his work and to recognize he is a more
valuable employee with "on the job" experience. The employee shall be
advanced to the "B" step upon the c tisfactory completion of six months
service. It shall be the responsibility of departments, prior to the com-
pletion of six months, this probationary period, to report service that is
less than satisfactory to the City Manager via the Personnel Director.
(3) The third step or "C" step represents the middle value of the
salary range and is the rate at which a fully qualified, experienced and
conscientious employee may expect to be paid after six months of service
in step "B
(4) The fourth step or "D" step of the range is to be considered
an added incentive step to encourage the employee to continue progress in
his work performance. An employee amAtcbe advanced to the fourth step
after twelve months service- in step "0
(5) The fifth step or "E" step of the range is to be considered
a further and final incentive step to encourage the employee to achieve
and maintain above average work performance described in his or her Classi-
fication. Employees being paid the fifth step or "E" step are to be considered
the most promotable candidates for the next higher Classification, or one of
the most valuable employees within the Classification.
(6) Because of length of training required of personnel to reach
"journeyman" Lineman status, these personnels should progress as described
in the class specification for Lineman.
(7) All employees shall receive a true copy of any personnel action
taken concerning their status of employment.
(d) SPi AL MERIT ADVANCEMENTS: In sucl ases as may occur
wherein an employee shall demonstrate exceptional ability and proficiency
in performance of his assigned duties, his department head may recommend
to the City Manager that said employee be advanced to the next highest step
without regard to the minimum length of service provisions contained in this
resolution. The City Manager may, in his discretion, on the basis of a
department head's recommendation, approve and effect such an advancement.
(e) LENGTH OF SERVICE REQUIRED WHEN ADVANCEMENT DENIED: When
an employee has not been approved for advancement to the next higher salary
step, he or she may be reconsidered for such advancement at any subsequent
time. This reconsideration shall follow the same steps and shall be subject
to the same actions as provided in the above paragraph of this section.
SECTION 8. REDUCTION IN SALARY STEPS: Any employee who is
being paid on a salary step higher than step "A" may be reduced by one or
more steps, upon the recommendation of the head of the department in which
he or she is employed, with the approval of the City Manager, Procedure
for such reduction shall follow the same procedure as outlined for merit
advancements in Section T, and such employee may be considered for
readvancements under the same provisions as contained in subsections (b)
and (c) of Section ✓y'!
SECTION 9. PROMOTIONAL SALARY ADVANCEMENT: When an employee
is promoted to a position in a higher classification, he or she shall be
assigned to step "A in the appropriate schedule for the higher classifi-
cation; provided however, that if such employee is already being paid at
a rate equal, to or higher than said step "A he or she shall be placed in
the step in the appropriate salary schedule that will grant him an increase
of no more than two salary steps.
SECTION 100 DEMOTION SUSPENSION AND DISMISSAL:
(a) DEMOTION: When an employee is demoted to a position in a
lower classification, his or her salary shall be fixed in the appropriate
salary schedule for the lower classification in accordance with the follow-
ing provisions:
(1) The salary rate shall be reduced by at least one step.
(2) The new salary rate must be within the appropriate salary
schedule for the lower classification.
(b) SUSPENSION: When an employee is suspended from his or her
position at any time for the good of the service, for a disciplinary
purpose, or for other just cause, his or her salary shall be suspended
in accordance with the following provisions:
(1) Suspension without pay shall not exceed thirty days, nor
shall any employee be penalized by suspension for more than thirty days
in any fiscal year.
(2) Department heads may suspend a subordinate employee for
not more than five (5) working days at any one time, and not more frequently
than one such suspension in a thirty day period.
(3) For disciplinary purposes, any action serious enough to
consider more than thirty (30) working days action, should be considered
under demotion or dismissal.
(c) DISMISSAL: When an employee is dismissed, the department
head shall put in writing the cause for dismissal and the employee shall
receive a true copy of the action.
(d) In any action described in Section 10, the employee shall have
the approval and the right of appeal to the City Manager, who shall weigh the
evidence presented, and his decision of final action shall be finale
SECTION 11. REASSIGNMENT OF COMPENSATION SCHEDULES Any
employee who is employed in a classification which is reassigned to a
different pay schedule from that previously assigned shall be retained in
the same salary step in the new schedule as he or she has previously held
in prior schedule and shall retain credit for length of service in such
step toward advancement to the next higher step, provided, however
(a) That the City Manager may in his discretion, at the
time of reassignment, place the employee in such step as may be deemed
appropriate.
(b) That if the reassignment shall be to a lower compensation
schedule, the "E" step of which shall be lower than the existing rate of
pay at the time of re- assignment, the employee shall continue to be paid at
the existing rate of pay, and this rate shall be identified as a "Y" step,
until such time as the position shall be reassigned to a compensation,
schedule which will allow for further salary advancement, or until such
time as the employee is promoted to a position assigned to a higher compensa-
tion schedule.
(c) That if the re- assignment is to a lower compensation
schedule, the "E" step of which is higher than the existing rate of pay, the
employee shall be placed in that step of the lower compensation schedule
which is equivalent to the existing rate of pay and shall retain credit for
length of service previously acquired in such step toward advancement to
the next higher step.
SECTION 12. DEPARTMENT HEADSg When a consideration for employ-
ment, dismissal, advancement, reduction, demotion or re- assignment shall be
for a department head position, the City Manager shall initiate all actions,
and receive Council approval for such action.
SECTION 13. ATTORNEYg In addition to compensation established
pursuant to Section 3 hereof, for extraordinary services such as appearance
in Superior Court, or commissions established by law, such sums as the City
Council may deem reasonable will be allowed. Also, actual expenses necessary
for clerical help will be allowed.
SECTION 14. FIRE DEPARTMENT In addition to above listed
compensation, members of the Fire Department shall receive eight (8) hours°
pay for each Political Code Holiday excepting therefrom Columbus Day, pay
to be received during the months in which holidays occur.
SECTION 15. POLICE DEPARTMENT. In addition to above listed
compensation, members of the Police Department shall receive eight (8) hours°
pay per day for each Political Code Holiday, excepting therefrom Columbus Day,
pay to be received during the months in which the holidays occur.
SECTION 16. UTILITIES DEPARTMENT. In addition to listed
compensation, operators shall receive eight (8) hours° pay per day for each
Political Code Holiday, excepting therefrom Columbus Day, pay to be received
during the months in which the holiday occur.
SECTION 17. PAYROLL DEDUCTIONS. The following regulations shall
govern payroll deductions.
(a) LIFE INSURANCE. In addition to the compensation above set
forth, the employees of said City who are insured under a group life insurance
plan heretofore established by said City, shall receive additional compensa-
tion equal to the premium paid upon their respective lives by said City which
additional compensation shall,however, not be paid directly to the employees
but to the company carrying such insurance for such premium. The City of
Anaheim shall deduct the amount of the premium each month from the salary
of such employees insured as outlined in the foregoing paragraph which
deduction shall be the employee's monthly contribution on the premium for
such insurance.
(b) NON INDUSTRIAL DISABILITY INSURANCE% The City of Anaheim
shall make deductions of authorized amounts from employee's salary in full
payment of premiums for Non Industrial Disability insurance.
(c) MEDICAL, SURGICAL AND HOSPITAL BENEFITS% The City of
Anaheim shall make deductions of authorized amounts from employees salary
payable to the authorized insurance agency in payment of full premium for
employees and for their dependents.
(d) CREDIT UNION: The City of Anaheim shall make deductions
of authorized amounts from employees' salary payable to the Anaheim City
Employees' Credit Union.
(e) UNITED FUND: The City of Anaheim shall make deductions
of authorized amounts from employees' salary payable to the United Fund
of Anaheim.
SECTION 18. OVERTIME PAY% Overtime compensation shall be paid
at the rate of time and one -half when authorized by the department head and
approved by the City Manager.

off -duty hours upon approval by the City Manager.
(c) Overtime work performed on holidays will be paid as follows:
Overtime work performed during normal working hours shall be paid at the
regular hourly rate plus the normal rate paid for the holiday or double-time.
For overtime work performed after normal working hours the rate shall be time
and one-half or the normal overtime rate.
SECTION 19. PHYSICAL EXAMINATION: All applicants considered
for positions with the City of Anaheim shall successfully undergo a
physical examination, the character of which shall be in the form and standards
set forth by the Personnel Director. Such examination shall be upon said form
to be furnished to the applicant by the Personnel Department. The City shall
not pay to exceed Ten Dollars ($10.00) for each such examination. No applicant
shall receive said form from the Personnel Department, nor shall the City be
liable for the cost of any examinations, unless the City Council by its order,
or a department head, by written authorization, shall approve the applicant for
such examination. The physician examining such applicant shall be of a school
recognized by the Industrial Commission of the State of California, and shall
be in active practice with an office in the City of Anaheim; provided, however,
that no applicant shall be examined by a physician who has examined or profes-
sionally attended the applicant within five years immediately prior to such
examination. Subject to the foregoing restrictions, the applicant may be
examined by any physician he chooses. Immediately upon completing such exam-
ination, the examining physician shall deliver the report of such examination
upon said form, directly to the Personnel Director for the approval or denial
of employment. It shall be mandatory that safety employees undergo a physical
examination once a year. Should a safety employee fail to pass an annual phys-
cal examination the department head, Personnel Director and City Manager shall
prescribe reassignment of work to fit employees physical condition.
SECTION 20. INVESTIGATION. All applicants upon employment with
the City of Anaheim, shall be photographed and fingerprinted and shall success-
fully undergo any further investigation deemed necessary by the Personnel Dir-
ector to approve the applicant for employment.
SECTION 21. UNIFORMS: Uniformed members of the Police and
Fire, Departments shall be furnished uniforms in accordance with regulations
established by the City Manager.
SECTION 22. HOLIDAYS: Employees of said City of Anaheim shall
have the following Political Code Holidays as vacation with pay:

(1) Every day appointed by the President or
Governor for a public feast thanksgiving
or holiday.
In the event January 1st February 12th, February 22nd, May 30th,
July 4th September 9th o November llth or December 25th falls upon a Saturday
or Sunday, the following work day w111 be taken in lieu of the holiday.
Employees who shall be required to work for said City qn the
aboved mentioned holidays shall receive pay for hours they work on such
holidays; and the employees shall receive no pay for any holidays, wherein
they do not work other than the holidays aboved mentioned.
SECTION 23. VACATION: All employees who shall have one year's
continuous full-time service immediately preceding shall be given a vacation
of ten (10) working days with pay each year in addition to the hplidays above
set forth. All employees who shall have ten (10) years° continuous full-time
service 9 or equivalent immediately preceding shal4 be given a vacation of
fifteen (15) working days with pay each year in addition to the holidays above
set forth. As used in this section the work equivalent shall mean any combina-
tion of full-time and part-time employment equivalent to 520 weeks of continu-
ous service. Employees shall gain entitlement to fifteen (15) working days
vacation through a combination of a full-time and part-time employment only if
they are currently employed in a full-time status. The provisions of Section 6
of this resolution covering continuous service shall be applicable to this
section.
Vacation shall be scheduled in accordance with regulations
established by the City Manager and must;be taken within twelve (12) months
after it has been earned, unless specifically authorized to the contrary by
the City Manager.
SECTION 24. SPECIAL SERVICES: For .special services listed below
the following compensation is hereby established:
(a) Administrative Intern $2.00 per hour
(b) Examination Proctors 2.00 per hour
(c) Extra Policeman 2.50 per hour
(d) Police Patrolman
(assigned as Detective) 25.00 per month
(e) Police Sergeant
(assigned to Detective Division) 25.00 per month
(f) Police Patrolman, Police Sergeant
(hazard pay when assigned to two-wheel
motors) 25,00 per month
(g) Fireman (assigned to Prevention Division) 25,00 per month
(h) Parking Lot Attendant 1.25 per hour
(i) Parking Lot Attendant (Collectqr) 1.50 per hour
(j) Crossing Guard 1.50 per hour
(k) Recreation Specialist (Prevailing hourly
rate for qualified ailts, crafts, or
cultural specialist) $2.50-6.00 per hour
(1) Athletic Officials--$4.00 per,game, 1st two games per
evening. $2.00 for third game conducted each evening.
(m) Standby Pay or
Off-duty Serviceman $5.00 per week
SECTION 25. POSITION CLASSIFICATION I9LA0x It shall be the
responsibility of the City Manager to cause to be prepared and maintained
a complete position classification plan covering the various employment
positions of the City. The position classification plan prepared by Louis
J. Kroeger and Associates in December 1958 as modified by recommendation
of the City Manager, shall be the initial pl.an for the City of Anaheim.
Requests for changes and extension of this plan may be made by the various
department beads, via the Personnel Department to the City Maoager. The
City Manager shall review such requests and if approved, shall cause the
plan to be amended.
SECTION 26. JURY DUTY: Any officer or employee of the City
who is duly summoned to attend any court during the time regularly required
for his office or employment, for the purpose o£jury service, shall be
entitled to his regular compensation while so actually serving, provided the
fees, except mileage or subsistence allowances, which he receives as a juror
are remitted to the City'Tzeasorer.
SECTION 27. SICK LEAVB8 The graotlng of sick leave shall be
governed and determined by the following rulesg
a" Sick leave with pay shall accrue at the rate of four (4)
hours for each bl-weekly pay period of the employee's service and any such
leave accrued butunused in any year shall be accumulative for succeeding
years up to a maximum of one thousand four hundred and forty (1448) hours
or one hundred eighty (180) working days.' Employees who are granted a
leave of absence with pay for any purpose shall continue to accrue sick leave
at the regularly prescribed rate during such absence.
(1) Fire Department personnel on shift rotation shall be
charged one (1) hour sick leave for every two (2) working hours off because
of illness.
(2) All other regular, full-time employees shall be charged
one (1) hour sick leave for each working hours off because of illness.
b" An employee eligible for sick leave with pay shall be granted
such leave for the following reasons8
(1) Personal illness or physical incapacity resulting from
causes beyond the employee's control.
(2) Enforced quarantine of the employee in accordance with
community health regulations.
(3) The death of a member of the employee's immediate family
"Immediate Family" as used in this resolution is limited to any relative by
blood or marriage who is a member of the employee's household, under the same
roof, and any parent, spouse, child, brother or sister, of the employee re-
gardless of residence.
o. An employee on sick leave shall inform his immediate super-
visor of the fact and the reason therefor as soon as possible, and failures to
do so within a reasonable time may be cause £or of sick leave with pay
for the period of absence.
d" Sick leave with pay in excess of three consecutive working
days for reasons of personal illness or physical incapacity shall be granted
only after presentation of a written statement by a physican licensed by the-
State of California certifying that the employee's condition prevented him
from performing the duties of his position. The Personnel Director, may at
his discretion, require that said examination be performed by a physican who
has not attended the employee within the preceding five (5) year period.
SECTION 28. INDUSTRIAL ACCIDENT LEAVE.
If any employee is compelled to be absent from duty as a
result of any injury or disease which comes under the State of California
Workmen's Compensation Insurance and Safety Act, the industrial accident
leave allowed to such employee shall begin with the first day he is absent
from duty for this reason and continue until the first day for which he is
paid compensation from the insurance fund. No deduction shall be made from
his accumulated sick leave for the period of time he is paid full salary by
the City for such absence. From the first day for which he is paid compen-
sation in accordance with the afore mentioned Act., he shall receive compen-
sation from the City at a rate equivalent to 100% of his normal gross salary.
These payments shall continue for not more than,. ,ix (6) calendar months dur-
ing the twelve (12) calendar months following the first date for which pay-
ment is made, excepting these entitled to a longer period by State laws.
Vacation and sick leave benefits shall be accrued for the period during which
State Compensation payment's are made. Payments from the State Compensation
Insurance Fund received by the employee in accordance with the afore mentioned
act shall be remitted to the City Treasurer.
SECTION 29. PAY DAY.
Regular salaries and compensation of all City employees shall
be paid on a biweekly basis. Overtime earnings of all City employees shall
be accumulated for the entire month and paid the following month on a date
designated by the Finance Director.
Department Heads shall furnish the Finance Department of the
City of Anaheim with payroll and attendance records of their various depart-
ments, duly certified for payment and approved by them as to the employees
in their respective departments, three days prior to the close of the payroll
period; and the Finance Director of the City of Anaheim shall issue payroll
checks for the payment of salaries and compensation. Payrolls of the City
employees of the City of Anaheim, duly certified as aforesaid, shall be
presented to the City Council for ratification and approval at the first or
any regular meeting of the City Council succeeding the delivery of such
payroll checks.
SECTION 30. STANDBY AND CALL -OUT PAY.
Standby compensation shall be paid at.the rate of five ($5.)
dollars per week when authorized by the Department Head and approved by the
City Manager. When an employee is called out after normal working hours,
he shall be paid the overtime rate in accordance with Section 18 in addition
to standby compensation. When an employee is called out for emergency work,
his minimum call -out time shall be not less than one (1) hour nor more than
two (2) hours of guaranteed overtime pay to be determined by the Department
Head and approved by the City Manager.
SECTION 31. ADJUSTMENTS.
For the fiscal year 1960 -61 there shall be a minimum of $17.50 added
to the pay of every employee, and in applying the new salary schedule as herein
befo2e set forth, no individual in the employ of the City shall receive a pay
increase in excess of five percent (5 of his present compensation. Where
necessary to adjust the pay schedule before set forth to accomplish the above
provisions, "Y" steps shall be created to accomplish the purpose of this
Paragraph.
Where an employee is placed in a "Y" step between two established
pay steps, he must attain the next scheduled step before advancing a full step.
If inequities arise in the operation of this Paragraph when applied
to the pay schedule, upon recommendation of the City Manager, -and upon a proper
showing and finding by the City Council of said inequit *es, the City Council
may, and hereby reserves the right to make an adjustment to remedy the
situation.
