Public comments are limited to three (3) minutes per speaker, unless a different time limit is announced. The City uses speaker cards that must be submitted to the City Clerk in order to address the City Council. Prior to the business portion of the agenda, the City Council and all other related agencies meeting on such date will convene in joint session for the first Public Comment period where speakers will be permitted to speak on specific agenda item(s). This first Public Comment period is limited to 90 minutes or until all agenda item speakers have been heard, whichever is later. Any remaining time shall be provided to non-agenda item speakers until the 90 minute time limitation is exhausted. The second Public Comment period will be opened by the Mayor if any non-agenda item speakers were not called during the first Public Comment period. For public hearings, the Mayor or Chairperson will separately call for testimony at the time of each public hearing. Speakers shall refrain from profane language and other disruptive remarks or behavior which disrupts or disturbs the meeting, or risk being removed (AMC 1.12.017). Additionally, members of the public may correspond with the City Council and all other related agencies, on any agenda items or matters within the jurisdiction of such governing bodies, by submitting comments electronically for City Council consideration by sending them to publiccomment@anaheim.net. Public Comments Submitted – March 4, 2025 City Council Meeting (limited to 90 minutes, or until all agenda item speakers have been heard; any time remaining shall be provided to non-agenda item speakers) COUNCIL COMMUNICATIONS: Council Member Kurtz highlighted and shared photographs of events she attended, including the Katella High School dance team at their recent dance competition and congratulated them for winning first place. She noted they will be competing in the USA All Star Dance Super Nationals competition at the Anaheim Convention Center later this month. Council Member Kurtz shared that Anaheim Police Officer Kevin Choi was recognized by the Trauma Intervention Program of Orange County as a recipient of the Heroes with Heart Award for his efforts in supporting a family during an overdose crisis on February 18, 2024. Officer Choi is a patrol officer and enjoys interacting with the community while patrolling and has even stopped for a few minutes to play soccer with kids in neighborhoods. Council Member Kurtz thanked everyone who attended the District 4 community meeting at Roosevelt Elementary School to learn about some of the things going on in the east side of District 4. The next District 4 community meeting will be held on March 11 at Ponderosa Community Center at 6:30 p.m. All District 4 residents are invited to attend to discuss issues at Betsy Ross Park, Paul Revere Park, and Guinida Lane. Council Member Maahs highlighted and shared photographs of events she attended, including the South Junior High School Soap Box Speech Competition, where students shared their concerns, ideas, and passions. She stated it was a pleasure to listen to all the youth. She attended the Older Adult’s Academy Award Celebration and their Mardi Gras celebration earlier in the month. Council Member Maahs thanked Community Services Supervisor Maureen Richardson and her staff for providing fun and engaging opportunities for older adults in Anaheim. She attended Youth in Government Day on February 19. The program provides young people an opportunity to get engaged and have a better understanding of the different City departments. Council Member Maahs attended the Anaheim Union High School District’s Black History Celebration, and she thanked Mr. Carlo Davis for organizing the event. She attended the Resource Fair at Katella High School, and she thanked all the students and teachers for organizing the event. She also thanked the Anaheim Police Department, Anaheim Fire & Rescue, Project S.A.Y., Anaheim Housing Authority, Public Utilities, Neighborhood Services, Community Services, 4 March 4, 2025 Angels Organization, and the Anaheim Ducks for providing resources. Council Member Maahs attended the Fire Station 12 groundbreaking ceremony earlier in the day. She stated that she was excited to have the new fire station in the Platinum Triangle to reduce response times and it’s a reminder of the City’s commitment to public safety. Council Member Leon congratulated the Public Works Department on their recently awarded $5,021,100 in Highway Safety Improvement Program funds for the Brookhurst Street Median Safety Project. The project will design, and construct raised medians along Brookhurst Street, between Ball Road to the south and Sequoia Avenue to the north, and through Little Arabia. Raised medians will improve corridor safety by restricting or eliminating certain vehicular movements, thereby reducing conflict points. He thanked the Public Works Department and the Little Arabia Ad Hoc Committee, including Mayor Aitken and Council Member Kurtz, for their efforts towards revitalizing the Brookhurst Street corridor and West Anaheim. He shared that he had the opportunity to ride in the police helicopter with Mayor Pro Tem Meeks and Public Works Director Emami to tour and learn more about some of the infrastructure and traffic concerns that were raised by residents a few months ago. He stated that it might take some time, but he looks forward to continuing to collaborate with his Council colleagues as well as his colleagues on the OCTA Board to hopefully see more projects and opportunities to address traffic issues. Council Member Leon thanked Anaheim Public Utilities General Manager Dukku Lee and his team for the opportunity to tour the ongoing underground project along the Nutwood Street and Cerritos Avenue area in District 2, and for their ongoing work, troubleshooting, and proactiveness to complete the project. Council Member Leon shared that his office organized a Youth Leadership Summit and Expo giving high school students an opportunity to learn important skills, from finding their purpose, time management, being an effective communicator, and how to network. He thanked the TGR Learning Lab for hosting, and all the exhibitors, students, and speakers who did an amazing job in engaging with the students and answering their questions. He shared that several students signed up to be a part of the Organizing Committee for next year and he is excited and looking forward to the positive impact the students will have in the community. Council Member Leon congratulated Rollin’ Ramen, the February Restaurant of the Month. They are located on Lincoln Avenue, just east of Magnolia Avenue. They serve delicious ramen, udon, sushi, and more. They are a local favorite for their fresh ingredients and bold flavors. He invited everyone to support a great local restaurant. Council Member Leon congratulated Moda 2000, the February Business of the Month. Moda 2000 is a family-owned boutique that has been helping young women find their special occasion dresses for decades. They are located off Euclid Street in a big pink building. Moda 2000 attracts visitors from all over who are searching for the perfect dress for their special day. He encouraged everyone to stop by their showroom or book a virtual appointment. Council Member Rubalcava reassured the undocumented population, that they will never be asked for their documentation status when looking for resources within the community, whether it's calling first responders or police. She shared that the City’s communications team has been very diligent, and she directed people to the City’s website. She stated the Police and Fire team have been out in the community to address any concerns. Council Member Rubalcava highlighted and shared photographs of events she attended including the District 3 meeting that took place in February. She noted there was a strong turnout discussing issues like coyotes, parking, and housing. She thanked Anaheim Public Utilities, Public Works, Police, and Fire for their participation. Council Member Rubalcava shared that a young boy from District 3 showed bravery in calling 911 without hesitation when his family's garage caught on fire in December. Anaheim Fire and Rescue quickly put out the fire, but sadly the family's garage was a total loss, and everything inside was destroyed, including the young boy’s baseball equipment. She thanked Anaheim Police, Anaheim Fire & Rescue, Anaheim Police Association, Anaheim Fire Association, Angels Baseball, and a local business owner who lives in Anaheim Hills named Cole who helped to replace the young boy’s equipment. She shared that his cleats and baseball equipment were all replaced, and his family will be enjoying dinner at a fire station to honor the young boy who not only saved the rest of his house, but the houses of neighbors who are in the adjacent area. Council Member Rubalcava announced that the City of Anaheim has launched a Fun on Wheels mobile recreation site on Pauline Street, in District 3. Fun on Wheels will take place every Monday and Thursday, from 2:45 p.m. to 4:45 p.m., offering activities for kids of all ages including homework support. 5 March 4, 2025 The Anaheim Police Department made hot dogs and served them to the community. She thanked Community Services Director Sjany Larson-Cash and her team for spearheading the initiative. The Fun on Wheels initiative received a positive response from the community, especially because it was held in a gang-impacted area. She noted that Neutral Ground, a gang prevention and intervention organization participated in the event. Council Member Rubalcava attended the groundbreaking of Fire Station 12 and shared that there are future plans for Fire Station 13, emphasizing the importance of these projects for the community. Mayor Aitken highlighted and shared photographs of events she attended including the Little League opening day in District 6, Loara Little League in West Anaheim, and the East Anaheim Little League. She thanked all the volunteers and coaches for their efforts. Mayor Aitken attended the Youth Leadership Summit and Expo and she thanked all the kids and parents that participated. She attended the groundbreaking ceremony of Fire Station 12. She thanked Fire & Rescue and Jimmy Ramirez for driving her in the City’s vintage fire truck and letting her carry the fire axe. Mayor Aitken shared that Ken Tait, father of former Mayor Tom Tait, recently passed away at the age of 94. The City was honored to host Ken at the annual Veteran’s Day Ceremony in 2019. Mr. Tait served during the Korean War as part of the Navy's Construction Force known as the Seabees and he went on to start Tait and Associates, the family's engineering firm in Anaheim in 1964. He leaves behind his wife Valetta, and an extended family of grown children, grandchildren, and great-grandchildren. Mayor Aitken shared that Robert Frank Nease also recently passed away at the age of 93. Bob was the father-in-law of former Anaheim Mayor Curt Pringle. Bob was active with Anaheim Memorial Hospital, Anaheim Foundation for Culture and the Arts, the City of Anaheim Improvements Committee, and the Anaheim YMCA. Bob was also an engineer and had a long career in aerospace. Up until his final days, Bob was still having lunch with friends and associates and even grocery shopping along with former Mayor Pringle and daughter Alexis. Bob leaves behind grown children, grandchildren, and great-grandchildren. Mayor Aitken expressed condolences to both the former mayors and their families. Mayor Aitken announced the compost giveaway event on March 29 from 7:00 a.m. to 10:00 a.m. at Angel Stadium. She encouraged residents to bring proof of residency and storage containers for compost. She shared that the limit is 60 gallons. CITY MANAGER’S UPDATE: City Manager Vanderpool congratulated graduates of the Little Arabia Small Business Development Center Start Program. He noted that twenty-five students recently completed the program and are now on their way to starting or expanding businesses in fashion, arts, crafts, food, and medical devices. The program was funded through a grant from the United States Conference of Mayors to promote economic mobility and culturally diverse communities. He announced that the Natural Products Expo West trade show is taking place at the Anaheim Convention Center, attracting 75,000 attendees. Natural Products West is the world's leading trade show in natural, organic, and healthy lifestyle products. He shared that this is their 44th year the trade show will be in the City of Anaheim. City Manager Vanderpool announced the sale of a former Redevelopment Agency 2.8-acre City parcel at Lincoln Avenue for a high-end auto dealership, with a disposition and development agreement expected in April. He requested to adjourn the meeting in memory of Anaheim Public Utilities Electric Superintendent Gilbert Galvan who recently passed away. He oversaw high voltage substations with 40 years of service to the City of Anaheim. City Manager Vanderpool expressed condolences to the Galvan family in this time of sadness. Approve the Third Substantial Amendment to the Fiscal Year 2021-22 Annual Action Plan allocating $367,398 in Housing Opportunities for Persons With AIDS funds to Facility-Based Housing Development activities; approve the First Substantial Amendment to the Fiscal Year 2024-25 Annual Action Plan allocating $3,000,000 in HOME Investment Partnerships Program funding to Housing Development activities and $250,000 in Community Development Block Grant funding to a Multi-Family Garage Conversion Project; and designate the Director of Housing & Community Development as the Certifying Official authorized to execute all documents related to the administration, management, and implementation of the funding. 7. Award the construction contract to the lowest responsible bidder, Asplundh Construction, LLC, in the amount of $18,389,710.09 plus a 10% contingency, for the Underground District No. 70 Wildfire Mitigation Undergrounding in Fire Threat Zones Project; authorize the Director of Public Works to execute the contract and related documents and to take the necessary actions to implement and administer the contract; authorize the Finance Director to execute the Escrow Agreement pertaining to contract retentions in accordance with Public Contract Code Section 22300; and increase the Anaheim Public Utilities Department’s Fiscal Year 2024/25 Electric Capital Improvement Program budget by $7,200,000. 9. Approve the Agreement with City of Garden Grove, in an amount not to exceed $105,000, for Anaheim’s pro-rata share for the construction and administration of Anaheim’s portion of the Chapman Avenue Rehabilitation from Harbor Boulevard to Somerset Place, and authorize the Director of Public Works, or designee, to execute the agreement and related documents and to take the necessary actions to implement and administer the agreement. 8 March 4, 2025 10. Approve two Passthrough Agreements with the Anaheim Transportation Network, i) in an amount not to exceed $2,010,000, toward the purchase of battery-electric buses for the term expiring June 30, 2027; ii) in an amount not to exceed $305,120, toward the completion of a Needs and Opportunity Study focusing on three census tracts identified as areas of persistent poverty, for the term expiring June 30, 2027; authorize the Director of Public Works, or designee, to execute the agreements and related documents necessary to implement the agreements; and increase the Public Works revenue and expenditure budget in restricted transportation grant funds by $2,315,120 in the appropriate fiscal year. Approve the Second Amendment to Professional Services Agreement with Jason Addison Smith Consulting Services, Inc., dba JAS Pacific, to increase the contract amount by $500,000, increasing the maximum compensation amount to $2,500,000; approve the First Amendment to Professional Services Agreement with The Code Group, Inc., dba VCA Code, to increase the contract amount by $500,000, increasing the maximum compensation amount to $1,750,000 for as-needed plan check, permit processing, and inspection consulting services for the Planning and Building Department, Building Services Division; and authorize the Director of Planning and Building to execute the amendments and related documents necessary to implement the amendments. 12. Ratify the Professional Services Agreement, dated December 15, 2020, and First Amendment to Professional Services Agreement, dated February 24, 2022, with Kimley-Horn and Associates, Inc. to prepare an update of the General Plan Housing Element, including amendments to related General Plan elements, Zoning Code and Zoning Map, and preparation of a Program Environmental Impact Report in the form of a Professional Services Agreement, in the amount of $1,175,980, effective October 1, 2023 with a term ending June 30, 2025; and authorize the Director of Planning and Building to execute the agreement and other related documents necessary to implement the agreement. 13. The bill is a critical step towards ensuring that Middle Eastern and North African (MENA) communities are accurately represented in demographic data across the state, allowing for better access to resources, services, and opportunities. He also requested to agendize an item to reaffirm the City of Anaheim’s status as a welcoming city, including ensuring public safety through Senate Bill 54 (California Values Act) for all who live and visit Anaheim. He shared that many residents are feeling fear and uncertainty and noted that Anaheim was designated as a welcoming city in 2017. Council Member Leon stated that Anaheim welcomes not just 1000s of immigrants, but also millions of visitors, including the 75,000 from across the world that are attending the Natural Food Products Expo. Council Member Rubalcava requested recognition for Anaheim High School's Girls Water Polo Team for their CIF Championship and Conservation Corp for their FEMA hazmat cleanup efforts. She requested to agendize an item on rent control enforcement as well as protections for no cause evictions. 10 March 4, 2025 Council Member Kurtz requested a letter of opposition to South Coast AQMD’s proposed amendments to Rules 1111 and 1121 regarding the reduction of natural-gas-fired furnaces and water heaters. She noted the reduction would be a tremendous cost for families and landlords. She also requested a report on staffing resources and services for older adult programs throughout the City in 2025. Council Member Maahs, at the request of the Cultural and Heritage Commission Chair, requested to declare April as Arts and Creativity Month, and adding it to the annual list of recognitions. Mayor Aitken requested that staff explore the possibility of a flagpole program so that the United States, California, and City flags can be displayed at community parks and facilities for events. She requested a comparison of Anaheim’s online library system with neighboring counties and cities to help decrease waiting times and increase the inventory for both audiobooks and online material.
