RES-2025-022RESOLUTION NO. 2025- 022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE IMPLEMENTATION OF A PILOT PROGRAM AUTHORIZING PARAMEDIC SPECIAL ASSIGNMENT PAY FOR AMBULANCE OPERATORS WHEREAS, on July 28, 2020, the City Council approved an in-house emergency transportation model, staffed and supported by Anaheim Fire & Rescue. WHEREAS, on January 12, 2021, the City Council approved a Master Equipment Lease/Purchase agreement for acquisition of emergency transport ambulances and introduced Ordinance No. 6503 to amend the Anaheim Municipal code, assigning Ambulance Operator as exempt from the classified service. WHEREAS, on January 26, 2021, the City Council approved the adoption of Ordinance No. 6503 and the establishment of the Ambulance Operator job classification, as well as pay and benefits for the classification. WHEREAS, the need exists to implement a pilot program authorizing Paramedic Special Assignment Pay for Ambulance Operators to improve the availability of fire apparatus units and streamline the management of Advanced Life Support transports. WHEREAS, the City Council of the City of Anaheim does find that implementing a pilot program authorizing Paramedic Special Assignment Pay for Ambulance Operators is in the best interests of the City of Anaheim. NOW, THEREFORE BE IT FURTHER RESOLVED by the City Council of the City of Anaheim as follows: SECTION 1. The Pilot Program authorizing Paramedic Special Assignment Pay for Ambulance Operators shall be effective from July 1, 2025 through January 1, 2026, or six (6) months from the start date of the next recruitment, whichever is later. SECTION 2. During the Pilot Program, no more than six (6) ambulances from a single shift shall be staffed with one (1) Ambulance Operator or PT Ambulance Operator in the Paramedic Special Assignment. SECTION 3. The compensation for Paramedic Special Assignment Pay for Ambulance Operators shall be four dollars and seventy-five cents ($4.75) per hour for all hours worked in the Paramedic Special Assignment. Paramedic Special Assignment Pay is not pensionable income. SECTION 4. The effective date of this Resolution shall be March 25, 2025. SECTION 5. The City Clerk shall certify the adoption of this Resolution.
