A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM REAFFIRMING THE CITY OF ANAHEIM'S
DESIGNATION AS A WELCOMING CITY THAT RESPECTS
THE DIGNITY OF ALL PEOPLE AND PROMOTES AN
ENVIRONMENT THAT FOSTERS INCLUSION FOR ALL OUR
RESIDENTS
WHEREAS, the CITY OF ANAHEIM ("CITY") was established by immigrants 167
years ago, and our history is one of welcoming those seeking the opportunity for a better life, and
we continue to draw strength from that diversity; and
WHEREAS, the City of Anaheim is the loth largest city in California and has a
population of 360,000 people, where nearly 40 percent of all Anaheim residents are immigrants or
children of immigrants; and
WHEREAS, the City of Anaheim is a diverse community where there are 40 different
languages spoken by a variety of immigrant populations and nearly 60 percent of residents speak
another language other than English in their home; and
WHEREAS, foreign -born Anaheim residents are a vital part of our local economy and
community, bringing fresh perspectives and new ideas, starting businesses, contributing to the
vibrant diverse community that we all value and playing an important role in the success of our
local economy; and
WHEREAS, the City of Anaheim is also well established as a world -class destination
that welcomes more than 25 million visitors annually from all over the world and who come to
Anaheim to enjoy our first-class amenities and safe environment and drive a positive economic
impact on our City; and
WHEREAS, community efforts that promote understanding and bridge our long-term
residents and newcomers is crucial by encouraging and preserving Anaheim's welcoming
environment; and
WHEREAS, fostering a welcoming environment and treating all people with
compassion and respect, regardless of race, ethnicity, place of origin, or citizenship status enhances
Anaheim's cultural fabric, economic growth, global competitiveness and overall prosperity for
current and future generations; and
WHEREAS, Anaheim is committed to ensuring a welcoming and neighborly
atmosphere in our community, where all people, including immigrants and refugees, are
welcomed, accepted and encouraged to participate fully in civic, economic and social life; and
WHEREAS, the City of Anaheim passed a Resolution in October 2017 designating
itself as a Welcoming City and initiating efforts to partner with local stakeholders, school districts
and nonprofit organizations to ensure that all our residents feel welcome and safe; and
WHEREAS, the City of Anaheim also became a member of Welcoming America, a
national nonprofit organization dedicated to supporting communities that are committed to
fostering a vibrant and welcoming community for all residents; and
WHEREAS, the Anaheim Police Department and Anaheim Fire & Rescue have
worked tirelessly to develop strong and trusted relationships between immigrant communities and
public safety that are a foundation for a safer and stronger community; and
WHEREAS, the City of Anaheim complies with all Federal and State laws, including
well -established California law that safeguards immigrants; and
WHEREAS, the City of Anaheim, the Anaheim Police Department and Anaheim Fire
& Rescue have no active role in the enforcement of federal immigration policies and have a
responsibility to maintain public safety for all residents and visitors regardless of citizenship status;
and
WHEREAS, Anaheim is a safer community when all people feel safe reporting crimes
to the Anaheim Police Department, which operates under a policy of treating all persons in a
professional and courteous manner regardless of their citizenship.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim,
that the City of Anaheim reaffirms its commitment to being a Welcoming City and sustaining a
community where all of our residents feel welcome, safe and able to fully participate in, and
contribute to our city' s civic, economic and social life; and,
BE IT FURTHER RESOLVED, that the City of Anaheim commits to keeping all
residents informed through communications channels including our website, libraries, community
centers, social media and other public spaces; and,
BE IT FURTHER RESOLVED, that the City of Anaheim will continue to maintain
City privacy policies aimed at protecting the privacy of our residents in accordance with State and
Federal laws; and
BE IT FURTHER RESOLVED, that the City of Anaheim encourages comprehensive
immigration reform that includes creation of a reasonable legal pathway to citizenship and keeps
families together; and
BE IT FURTHER RESOLVED, that the City of Anaheim commits to continue
ensuring world -class city services are accessible to all our residents and visitors regardless of their
citizenship status or primary language; and
BE IT FURTHER RESOLVED, that the City of Anaheim will continue to work with
our community stakeholders, schools, nonprofits and resort partners to foster a welcoming
environment for all of our residents and visitors.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the
City of Anaheim this 8 day of April , 2025 by the following roll call vote:
