RES-2025-024RESOLUTION NO.2025-024 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM OPPOSING SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT PROPOSED AMENDED RULES 1111 AND 1121 WHEREAS, the South Coast Air Quality Management District (SCAQMD) is a regional air pollution control agency representing Los Angeles, Orange, Riverside and San Bernardino counties with responsibility for regulating stationary sources of air pollution; and WHEREAS, SCAQMD is considering Proposed Amended Rules (PARS) I I I I and 1121, which would regulate air emissions of gas -powered furnaces and gas -powered water heaters; and WHEREAS, PARS I I I I and 1121 would phase out natural gas furnaces and water heaters in existing single-family homes, multi -family housing, and businesses; and WHEREAS, these regulations require manufacturers, distributors, and installers to comply with costly technological advancements that will increase the prices of furnaces and water heaters, disproportionately impacting homeowners, small businesses, and low-income residents; and WHEREAS, these mandates can restrict consumer choice by phasing out reliable and affordable heating and water heating systems in favor of alternatives that may not be readily available or cost-effective for all residents; and WHEREAS, compliance with these mandates may lead to supply chain disruptions, installation challenges, and increased maintenance costs for consumers, further exacerbating economic difficulties for households and businesses; and WHEREAS, the City of Anaheim recognizes the importance of improving air quality but also acknowledges the unintended financial burden these mandates place on residents, particularly during periods of economic uncertainty and rising costs of living. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ANAHEIM, as follows: The City of Anaheim formally opposes South Coast Air Quality Management District Proposed Amended Rules 1111 and 1121 and urges SCAQMD to reconsider these regulations in favor of policies that achieve air quality goals without imposing undue financial hardship on local communities.
