Anaheim City Hall, located at 200 S. Anaheim Boulevard. The meeting notice, agenda and related
materials were duly posted on January 9, 2025.

PRESENTATIONS: Recognizing Mike Rubin's retirement as a Board Member with the Anaheim
Community Foundation
Mayor Aitken recognized Mike Rubin for his retirement as a Board Member with the Anaheim
Community Foundation (Foundation) after 30 years. She noted Mr. Rubin is a former partner at Rutan
& Tucker law firm and provided legal expertise to the Foundation on policies and procedures. She
added beyond his service, Mr. Rubin has been a mentor, advisor, and voice of reason. She thanked
him for his time, talent, and contributions to the Anaheim community. On behalf of the City Council,
she expressed her deepest appreciation to Mr. Rubin and wished him best wishes in his retirement.
Mr. Rubin expressed his appreciation for the Foundation's Board and Executive Director Janis
Heckel, and President Carol Latham. He shared a quote "The daily battle is not between good and
evil it is between choosing good or choosing to do nothing". He expressed his gratitude to the City
and the community for providing him with the opportunity to serve and do good for the community.
Recognizing Anaheim and Centralia Elementary School District Creative
Writing project winners
Mayor Aitken recognized the Anaheim and Centralia Elementary School District Creative Writing
project winners who participated in a writing contest hosted by the Anaheim Public Library and
Altrusa International. She introduced City Librarian Audrey Lujan and Carol Latham from Altrusa
International to present.
City Librarian Lujan recognized the authors, families, the two superintendents from the Anaheim
Elementary School District and the Centralia School District, and the board members for each district.
She noted the award serves as the beginning of all the students' journeys to becoming successful
authors.
Ms. Latham thanked all in attendance. She noted the project is celebrating its tenth year and has
grown to include all Anaheim elementary schools and two schools located in Anaheim in the Centralia
School District. She highlighted the opportunity for Altrusa International to help scholars find their
voices and tell their stories. She addressed the students, reiterating that their words and voices
matter, and encouraged them to continue writing and reading.
Ms. Latham introduced Katie Hernandez from the Anaheim Elementary School District (AESD) and
Enrique Romero from Centralia School District to present the winners. Ms. Hernandez presented the
AESD winners, Nghi, Barton Elementary; Jonathan, Edison Elementary; Amy, Gauer Elementary;
Carolina, Guinn Elementary; Jackson, Jefferson Elementary; Gemma, Juarez Elementary; Fernando,
Lincoln Elementary; Diya, Loara Elementary; Sara, Madison Elementary; Natalie R., Mann
Elementary; Kaylie, Marshall Elementary; Natalie H., Olive Elementary; Sophia, Orange Grove
Elementary; Giovanni, Ponderosa Elementary; Frida, Price Elementary; Dahlia, Revere Elementary;
Noah, Ross Elementary; Samara, Stoddard Elementary; Indabella, Sunkist Elementary; and Alina,
Westmont Elementary. Natalie C., Franklin Elementary; Alexa, Henry Elementary; Elijah, Roosevelt
Elementary, were presented but not in attendance.

Recognizing January 11, 2025, as Human Trafficking Awareness Day
Without objection, Mayor Aitken took the agenda out of order and requested to move forward with the
City Manager's Update.
CITY MANAGER'S UPDATE:
City Manager Vanderpool expressed pride in the City of Anaheim's response to the fires in Los
Angeles and Ventura Counties, and noted there have been no major issues in the City of Anaheim.
He requested an update from Fire and Rescue Chief Patrick Russell.
Chief Russell provided a brief overview of the fire conditions in Los Angeles County, highlighting the
unprecedented Santa Ana winds contributing to several fires. Chief Russell detailed Anaheim's
preparations, including pre -positioning resources and deploying strike teams to assist in Los Angeles.
He explained the deployment of various strike teams and resources to the Palisades fire,
emphasizing the constant check -ins with Anaheim personnel and their families. He discussed the
decision to keep additional resources within Anaheim and the County to ensure local readiness,
along with the overwhelming support from firefighters to assist if needed. In coordination with Orange
County Fire Chiefs and CAL FIRE, they are ensuring mutual aid obligations are met. Chief Russell
encouraged residents to review emergency plans, understand evacuation routes, and be prepared to
evacuate early if necessary. He addressed concerns about the water system in Los Angeles County,
reassuring that Anaheim's water delivery system is well -evaluated and capable of boosting water
pressure for firefighting. The City's reservoir is full, and hydrants are regularly maintained, ensuring
readiness for emergencies. Chief Russell stated that there is continuous evaluation and updating of
emergency plans through the City's Emergency Operations Center. He reiterated the Fire
Department's readiness to serve Anaheim.
Mayor Aitken thanked Chief Russell and the Fire Department for their collaborative efforts and
leadership. She highlighted the support from Anaheim Public Utilities in restoring power in the City of
Glendale.
City Manager Vanderpool provided additional details on Anaheim Public Utilities' deployment of two
field crews to assist with power restoration in the City of Glendale. He shared the impact of wind -
driven outages in Anaheim and the swift response from Public Works crews in addressing tree -
related issues. City Manager Vanderpool stated that regular street sweeping and communication with
the community are part of Anaheim's efforts to maintain readiness. He thanked Mayor Aitken,
Council, and residents for their support and he acknowledged the positive feedback received.
ADDITIONS/DELETIONS TO THE AGENDA: City Clerk Theresa Bass announced that Council
Member Balius' appointments to the Cultural and Heritage Commission, Housing and Community
Development Commission, Public Utilities Board, and Sister City Commission will be continued to a
later date; and Council Member Maahs' appointments to the Senior Citizen Commission and the
Housing and Community Development Commission will be continued to a later date.

PUBLIC COMMENTS (all agenda items): Prior to receipt of public comments, City Clerk Theresa
Bass provided an outline of procedures for public comments, notice of translation services, and a
brief decorum statement.
City Clerk Bass reported that a total of twelve (12) public comments were received electronically prior
to 1:30 p.m. [A final total of fifteen (15) public comments were received electronically, distributed to
the City Council, and made part of the official records.] — See Appendix.
Mike Robbins highlighted his political involvement over the last 50 years in Orange County as a
member of the People's Homeless Task Force. He emphasized the need for transparency and
criticized secret meetings. He stressed the need for increased emergency personnel given the
number of residents, millions of annual visitors, businesses, and a fire zone. He compared the City's
Fire Department size to the City of Fullerton's, with 2,500 businesses compared to Anaheim's with
25,000 businesses. He referenced previous remarks from Anaheim firefighters who called for
increased staffing. He urged for rent control and affordable housing. He reiterated the need for
increased Fire Department staff.
Cecil Jordan Corkern expressed concern over the recent fires. He highlighted reports he has recently
been working on. He mentioned he is waiting on what the Council will do about Disney's security. He
prayed for the safety of the City of Anaheim and City of Los Angeles regarding the recent fires.
Mark Richard Daniels commented on the recent loss of former City Council Member Shirley
McCracken. He noted she was the second woman to sit on the Anaheim City Council and served until
2004. He commended her service as Mayor Pro Tern during the attacks on September 11, 2001. He
recognized her service to the community as an elected official and resident and her role in paving the
way for others who served after her.
Paul Hyek commented on Community Emergency Response Team (CERT) certifications. He
highlighted the Metrolink and the benefits to traveling by train instead of by vehicle.
Dr. Safavi commented that the City should allow residents to take care of their own safety and
security if the City is unable to do so. He mentioned he has been trying to meet with the Mayor but
has been unable to. He expressed safety concerns around his property.
Lay Pastor Joan E. Molina with One Accord Crusades International reported that she distributed
information to the City Council the previous month regarding increased transparency for park rules.
She noted she has met with inspectors from Orange County and received a category four license.
She assured the Council there is food safety and no more than 25 people are being served. She
requested permission from the City Council to allow the ministry to meet at Manzanita Park and
distribute items. She noted she has contacted Love Anaheim, Parks Manager JJ Jimenez, and
Community Services Director Sjany Larson -Cash. She requested the Council's permission to
continue providing the service.
Mayor Aitken requested that someone in the Code Enforcement division speak with Lay
Pastor Molina to discuss a solution that complies with the City's rules
Matthew Duncan commended the Fire and Rescue Department for their contributions to the people
and pets of Los Angeles during the recent fires. He acknowledged Wildlife Care of Southern
California and Wildlife Care, which have been treating native wildlife that have been severely
impacted by the fires. He highlighted their efforts in treating a female coyote with severe burn injuries.
He expressed his support for the organizations assisting with the fires including the Anaheim Fire and
Rescue Department. He mentioned he was going to be meeting with the California Fish and Wildlife

regarding the City's coyote trapping policies and locations. He requested transparency on the
locations of traps.
Ruben Soto spoke on Proposition 64 and expressed caution about drinking alcohol.
Raymundo (translation: Spanish) requested that Anaheim High School change its mascot from a
Colonist to something positive for children and the community.
Moses added onto the previous speaker's comments, commenting that the mascot name is a
reminder of the negative experiences of native people. He requested that Anaheim High School
change its mascot to something positive for the community.
Mazatl Tecpatl Tepehyolotzin prayed for those affected by the fires. He detailed actions taken by
colonists that impacted native people and other ethnic groups.
Jeanine Robbins commented on campaign contributions received from Disney by the newly elected
Council Members. She addressed Council Member Natalie Rubalcava and City Attorney Fabela
regarding potential violations of the Brown Act. She criticized the City's presentations and response
on homelessness.
Bryan Kaye praised local residents like Jeanine Robbins, Donna Acevedo, and Yesenia Rojas for
their work in the community. He requested that the City Council answer petitions from residents.
City of Fullerton Mayor Fred Jung reported on January 2, the Fullerton community faced a tragic
accident when a small aircraft collided with an industrial building near the Fullerton airport, resulting in
the loss of two individuals. He thanked and acknowledged the City of Anaheim's Fire and Rescue
Department for supporting Fullerton's Fire Department. He added that their extraordinary efforts
remind the public of the strength and resilience of the two communities.
Mayor Aitken thanked Mayor Jung and noted she will share his comments with the Chief to
forward to staff.
Peter W. shared his experience at the West Anaheim Hospital, which resulted in improper placement
at the hospital. He requested an update on the repair of time boards and digital clock displays at the
Anaheim Regional Transportation Intermodal Center (ARTIC) and programmed with the new
Metrolink and Orange County Transportation Authority (OCTA) schedules.
Marc Herbert discussed public engagement and expressed concern with the length of Council
communications. He praised Anaheim Hills residents for addressing their concerns regarding
addresses and fire protection data for the Deer Park (Hills Preserve) development. He commented
that when Fire Station No. 12 is built, a fire unit will be removed from Anaheim Hills. He suggested
adding another truck to avoid losing protection for the Anaheim Hills community, an evacuation plan,
and an overpass on the 91 freeway. He suggested additional public engagement on the Housing
Element and the timeline for presentation to the City Council. He mentioned the Council needs to
keep their public calendars updated and referenced inconsistencies with the posted calendars.
Kenneth Batiste inquired about the Council's goals and intentions. He commented on the lack of
genuine care from special interests. He requested that the Council do better after recounting his
experience with a person in need.

Nahla Kayali, Founder and Executive Director of Access California Services, thanked the Mayor, City
Council, and City staff for the support they've received. She noted with the support Access California
grew 65% when they moved. She requested the City Council support Item No. 8 on the agenda.
COUNCIL COMMUNICATIONS:
Mayor Aitken highlighted the City's participation in Welcoming America since 2017, emphasizing
Anaheim's commitment to welcoming immigrants and newcomers. She stated that the City embraces
the American dream and the positive contributions of its immigrant population to neighborhoods and
the economy. Mayor Aitken clarified that Anaheim follows California law and is not directly involved in
federal immigration law. She shared that Anaheim focuses instead on public safety and community
engagement. The City supports rational reform of the immigration system and a path to citizenship for
those who earn it. Mayor Aitken encouraged everyone to visit [1ttpsala11ariair11.nL _ . for more
information. She highlighted and shared photographs of events she attended including the expansion
of the Boys and Girls Club of Greater Anaheim Cypress to include the Boys and Girls Club of Central
Orange Coast. The Boys and Girls Club plays a vital role in the community, providing services like
after -school programs, mental health wellness, support for college -bound students, and workforce
readiness. The joining of the clubs will bring more resources to Anaheim families. Mayor Aitken
highlighted that Pioneer Park's ADA-compliant baseball field is being renovated, making baseball
accessible to all kids regardless of physical ability. The field is the first of its kind in Orange County
and is vital to the fabric of Anaheim as a baseball city.
Mayor Aitken joined many in remembering Shirley McCracken, a pioneering woman on Anaheim City
Council and a tireless advocate for the community. Former Council Member McCracken passed away
this month at the age of 87. In 1996, she became the second woman elected to City Council. Mayor
Aitken stated that a debt of gratitude is owed to former Council Member McCracken for her
groundbreaking public service. She also acknowledged Vicki Ott Cozza, the matriarch of Mama
Cozza's Italian Restaurant. She is remembered for her contributions to the community and her
family's legacy. Vicki founded Mama Cozza's with Frank Cozza, Senior in 1965. The restaurant is an
Anaheim favorite for many, including Gwen Stefani and Guy Fieri. Mama Cozza is survived by her 10
children, 23 grandchildren, and 23 great-grandchildren, including two more on the way. She
expressed condolences to the Cozza Family.
Mayor Aitken highlighted a donation drive on Monday, January 20' that is being organized in
collaboration with Anaheim Fire & Rescue to support those affected by the fires in Los Angeles and
Ventura Counties. The items needed are new socks, underwear, T-shirts, diapers, and toiletries.
Items can be dropped off at Fire Station 1 (500 E. Broadway), Fire Station 10 (8270 E. Monte Vista
Road), or Fire Station 11 (3078 W. Orange Avenue), from 7:00 a.m. to 7:00 p.m. Donations are also
being accepted by the Los Angeles Fire Department Foundation, Los Angeles Regional Food Bank,
the American Red Cross, or Anaheim Salvation Army. She encouraged everyone to donate to trusted
organizations to help those in need.
Mayor Aitken requested to adjourn the meeting in memory of the victims of the Los Angeles and
Ventura Fires, Vicki Ott Cozza, and Shirley McCracken.
Council Member Kurtz thanked Anaheim Fire and Rescue, Public Utilities, and Public Works for their
efforts in keeping the community safe. She thanked them for removing debris from the road and
making sure that water resources are available.
Council Member Maahs shared photographs and highlighted events she attended including the Boys
and Girls Club expansion. She, along with Council Member Kurtz, participated on a panel for the

Bright Girls Program at Sunkist Elementary School. She received a Public Utilities facilities tour and
was amazed by the reliability and affordability provided to Anaheim residents. Council Member
Maahs also attended Pioneer Park's ADA-compliant baseball field event. She stated that she is proud
that Anaheim has an accessible field where kids, regardless of ability, have a place to play. Council
Member Maahs thanked Community Services Supervisor Maureen Richardson and the Senior
Services staff for an amazing holiday event and New Year's Day event to celebrate seniors and older
adults in the City of Anaheim. She shared that she attended a New Year's concert sponsored by
Anaheim District 5 resident Vern Nelson. Mr. Nelson brought together community leaders from across
the County for a wonderful performance.
Council Member Leon thanked first responders for their efforts in battling the wildfires. He highlighted
an opportunity for businesses located in Little Arabia. He shared that SBDC Start is a comprehensive
hybrid program offered in collaboration with the City of Anaheim Economic Development Department.
The program is designed to equip entrepreneurs and business owners with the essential skills to turn
their businesses into success. Participants will dive into business planning, market analysis, and
financial fundamentals, learning to manage cash flow, source funding, and set up accounting

Leon shared photographs and highlighted WADA Optometry as the January 2025 Business of the
Month for their exceptional eye care services. Dr. Garrett Wada has been boldly leading the way in
optometry for over three decades. Council Member Leon shared that Dr. Wada's commitment to
comprehensive eye care includes managing ocular diseases, co -managing refractive surgery, and
handling eye emergencies. Patients receive "out of this world" care in a Star Trek-themed
environment that is both welcoming and innovative. Dr. WADA and his team work tirelessly to
improve their patient's quality of life through personalized attention and advanced treatments. They
have become a trusted name, located in West Anaheim's Little Arabia, and they are known for their
professionalism, innovation, and unwavering dedication to eye health.
Council Member Leon requested adjourning the meeting in memory of former Council Member
Shirley McCracken who played a pivotal role in shaping the heart of West Anaheim, Vicki Ott Cozza
whose leadership and dedication helped make Mama Cozza's Italian Restaurant a cherished District
2 restaurant, and Gloria Di Dodo who dedicated her life to creating Cortina's Italian Market a beloved
gathering place for families and friends.
Council Member Rubalcava shared photographs and highlighted events in District 3 she attended
including a holiday event on December 20 at Mondragon Family Market, bringing over 300 kids and
families together. She thanked Public Utilities, the Police Department, and Anaheim Fire and Rescue
for their support. Council Member Rubalcava recognized K & A Cafe and Catering for hosting their
16th Annual Holiday Brunch on Christmas Eve including the gift -wrapping event. Approximately 1,000
gifts were wrapped, and 800 plates of food were served. She thanked Public Utilities, the Police
Department, Anaheim Fire and Rescue and all the volunteers for their support. She also had the
opportunity of visiting some of the 29 families in Anaheim who were adopted by K & A Cafe because
of the need. The school district recommended the families and gifts were delivered to the families with
the assistance of Lieutenant Steve Pena. Council Member Rubalcava highlighted the Dfa de Los
Reyes event at the Downtown Anaheim Community Center. There were performances and a
presentation explaining the significance of the Three Wise Men to help educate the kids on the
reason for the season. She thanked all the community partners, including Anaheim Fire and Rescue,
Anaheim Fire Association, Anaheim Police Department, and Anaheim Police Association, who not
only donated gifts, but also delivered and wrapped the gifts. She also thanked all the businesses that
support all the events including Starbucks, Mondragon Family Market, Kathy and Art from K & A
Cafe, Kona Ice, and Northgate Market for donating all the Roscas, the traditional bread for the Dfa de
Los Reyes. Council Member Rubalcava shared that a historic home in District 3 was sadly lost due to

a fire, and the family was displaced. Anaheim firefighters hosted the family and donated gifts to help
them prepare for the holidays. She recognized Joseph, a 12-year-old who lives in District 3 who
saved his house from a fire. He called 911 when he noticed his garage was on fire and he helped
save his home and homes in the surrounding area. Council Member Rubalcava recognized Robert
Santana, who is the new CEO for the Anaheim Boys and Girls Club, which is now part of Central
Orange Coast. She shared that District 3 is seeing an increase in gang activity, and one of the Boys
and Girls Club initiatives is centered around youth. They are also working on college prep programs
in collaboration with the Anaheim Union High School District for access to tools that will get students
into college bound programs or trades. The Boys and Girls Club will also be creating a Chiefs Council
to engage the Fire and Police Departments in helping to work with the local youth in the community.
Council Member Rubalcava requested adjourning the meeting in memory of Orange County
Department of Education Superintendent Dr. Al Mijares who was always an inspiration, and Anthony
Zaragoza from Naranjeros Car Club who was a fierce supporter of many events in District 3.
Council Member Rubalcava recognized the progress of the Homeless Task Force and the efforts of
various City departments in addressing homelessness. She stated that public safety is a priority for
the community, as well as providing the unhoused population with the services that they need while
keeping the community safe. She thanked the Housing and Community Development Department,
Anaheim Police Department, Community Care Response Team, Community Services, Code
Enforcement, North Orange County Court, and the Public Defender's Office for their efforts in
successfully changing the lives of many individuals who are transitioning from homelessness into
transitional housing.
Mayor Pro Tem Meeks acknowledged Anaheim Fire and Rescue, Public Utilities, and Public Works
for their fire efforts. She shared that District 6 residents have endured fires and evacuations, and it is
important to take a proactive approach and respond quickly to try to minimize damage. She shared
that there are cameras in District 6 to detect smoke and there are people engaged in reporting. The
City has reviewed evacuation plans greatly and improved them since the last large-scale evacuation.
Mayor Pro Tem Meeks shared that there are utilities that will support water services, personnel
staged in District 6 when there are high winds, but at the end of the day when there is a fire, the most
important thing is to evacuate family and pets and be safe.
Council Member Balius thanked staff for accommodating him and teaching him the rules of serving on
the City Council. He shared that he attended an introduction with Anaheim Public Utilities General
Manager Dukku Lee, highlighting the progress on Beach Boulevard and the overall good shape of
Anaheim's utilities. He expressed excitement for the completion of the Beach Boulevard project and
its positive impact on the community.
CONSENT CALENDAR: At 7:09 p.m., the Consent Calendar was considered with Mayor Pro Tem
Meeks pulling Item Nos. 9 and 11, Council Member Leon pulling Item No. 5, Council Member Kurtz
pulling Item No. 6, and Council Member Rubalcava pulling Item No. 8.
MOTION: Council Member Kurtz moved to waive reading of all ordinances and resolutions and adopt
the balance of the consent calendar as presented, in accordance with reports, certifications, and
recommendations furnished each City Council Member, seconded by Mayor Pro Tem Meeks. ROLL

CITY OF ANAHEIM amending Policy 1.13 of the City Council Policy Manual relating to the
posting of public calendars by key city officials and rescinding Resolution No. 2023-102.
Assistant City Attorney/Ethics Officer Artin Berjikly thanked the City Council for their comments on the
recent fires occurring in Los Angeles County. He reported that the item is a resolution to amend
Council Policy 1.13 relating to public posting of key City officials' public calendars. He added that the
policy applies to key City officials who regularly attend external City -related appointments and events
as representatives of the City and meet with members of the public, lobbyists, and others related to
City business and decision making. He explained that the key City officials include the Mayor, City
Council Members, City Manager, Assistant City Manager, and Deputy City Manager. He reported that
under the current policy, calendars are required to be kept and reflect prior months' meetings and
events, and should be posted on the City's website by the 10th business day of each month. He
explained that the city introduced the policy as a forward -thinking local government dedicated to
ensuring transparency and increasing accessibility to records subject to a Public Records Act
Request. He added that the calendars accomplish the government's duty to serve the public and
inform them about certain meetings and events of key City officials. He reported that since the policy
was adopted in November 2023, the City Manager's Office has received questions about which
appointments or events must be included in the public calendars. He explained that the proposed
amendments to the policy are intended to provide clarity and guidance. He noted the amendments
would require the inclusion of public events attended in the official's City capacity and scheduled
meetings and calls related to external City business. He reported the amendments will clarify the
reporting of unscheduled calls or meetings related to City business, adding that reporting is
encouraged but not required. He explained that the amendments will strike a balance between
transparency and reasonableness. He provided examples of unscheduled calls or meetings, adding
that typically during those events, additional meetings or calls are scheduled for additional discussion.
He added that an additional amendment is to specify that meeting locations are not required to be
listed. He proposed an additional amendment to the list of attendees. He reported that under the
current policy, each appointment listed should include the date, time, attendees' names, titles, and
affiliated organizations. He explained the amendment will specify that identifying the sponsoring
organization is more practical than listing each individual attendee, with the understanding that some
events involve larger groups of people. He reported the final amendment expands upon reporting
exemptions to guide City officials on what does not need to be listed on the public calendar. He noted
examples include personal appointments, campaign -related appointments separate from elected
officials' duties, and information that may be confidential or privileged. He explained the policy is not
intended to document every public official's interactions and officials may disclose additional details
beyond what the policy requires. He added the amendments aim to balance transparency with
practical reporting guidelines for officials. He noted there is no State law mandating public officials to
maintain a public calendar.
DISCUSSION: In response to Council Member Leon, Assistant City Manager/Ethics Officer Berjikly
clarified that the City is not eliminating the public calendars and will be expanding the reporting to
include public events attended by City officials in their City capacity.

DISCUSSION: Mayor Aitken noted that when the policy was initially presented, it stemmed from an

give the Council the flexibility to publish more than is required. She added that it is beneficial to
highlight events she attends with constituents across all districts.

Acting Planning and Building Director Heather Allen reported that the item is a request from Access
California, who provides services under contract with the Community Services Department and is a
City property tenant, to waive permit fees for the construction of an outdoor basketball court and
tenant improvements for the property at 300 W. Carl Karcher Way. She added that the waiver is for
reimbursement of $13,012 in paid fees. She noted staff did evaluate historical fee waivers for
nonprofits and City facilities, adding that the item presented is the only request being presented from
a nonprofit.
DISCUSSION: In response to Council Member Rubalcava, Acting Director Allen confirmed the fees
would be reimbursed.
Council Member Rubalcava expressed her support for the item and highlighted Access California as
a staple in the community, serving the most vulnerable populations. She recounted her experience on
the Community Services Board, alongside Mayor Aitken, and working with Ms. Kayali and watching
her grow in the community. She noted the facility is located in District 3, in an area impacted by
criminal activity, and added it will be nice to see a facility that has been upgraded. She thanked staff
for their work and the recommendation.

DISCUSSION: Mayor Pro Tern Meeks stated she would not be supporting the item related to group
homes and the negative impact on neighborhoods. She called for better strategies to address the
State mandates. She expressed concern about forced compliance with State law and expressed her
belief that the issue should be controlled locally.
Council Member Balius explained that if the City did not support the item, the City would be at risk of
losing services from the State. He agreed with Mayor Pro Tern Meeks' comments regarding State
mandates that are taking away local control. He noted that the issue being discussed is one of the
reasons he volunteered for the Southern California Association of Governments (SCAG) Committee
to discuss new laws that may not benefit the City of Anaheim and require change.
Mayor Aitken explained the action stemmed from a lawsuit where the State and court have not
outlined a path forward. She highlighted Council Member Balius' comments to continue to ask elected
officials in Sacramento to fight some measures that have taken away local control. She
acknowledged the difficult situation the City is in, where the Housing and Community Development
Department is losing funds that can be allocated to neighborhoods and residents in need. She added
that Council Member Balius as a member of SCAG, herself as a member of CalCities, and Council
Member Kurtz as a member of the Association of California Cities — Orange County (ACC-OC) can
advocate for putting local control at the forefront. She noted that Council Members do not have to be
on committees to advocate for residents. She echoed Council Member Balius' sentiments on the
situation.
In response to Council Member Maahs, City Attorney Fabela explained that if the City did not approve
the item, some ramifications would be related to the City's efforts to close the Housing Element. He
added that the legal position would be that the City would be in a similar position to what it was before
the appeal was dropped for the trial court loss in the Grandma's House of Hope case, which was an
element for the City to finalize the Housing Element, however, explaining that the City would no
longer have an advantage of an appeal moving forward.
Council Member Maahs requested information on the difference between transitional housing and
sober living, as defined by the State, and what Grandma's House of Hope is.
Acting Director Allen explained that transitional housing, supportive housing, and target population
are specifically defined in State law. The proposed amended definition for the Municipal Code defines
Transitional Housing as the use of buildings configured as rental housing developments, but operated
under program requirements that require the termination of assistance and recirculating of the
assisted unit to another eligible program recipient at a predetermined future point in time that shall be
no less than six months from the beginning of the assistance as defined in Section 65582 of the
City Council Minutes of January 14, 2025

Government Code as the same may be amended from time to time. She noted key components
include rental housing operated under a program, a type of assistance that is transitional, at least six
(6) months, with the intent that it is recirculated housing. She explained that supportive housing
consists of no length of stay occupied by a target population with on -site or off -site services to help
residents maximize their ability to live within the community. She explained that the target population
definition includes an income component, a disability component, and may include among other
populations adults, emancipated minors, families with children, elderly persons, young adults aging
out of the foster care system, individuals exiting from institutional settings, veterans, and homeless
people as defined in Section 65582 of the Government Code as the same may be amended from
time to time. She noted it is a separate land use from sober living as defined by State law.
Acting Director Allen added to the implications outlined by City Attorney Fabela and explained that
without the Code amendment, the City will not receive a finding of substantial conformance from the
State on the Sixth Cycle Housing Element. She explained the City will not receive a certified Housing
Element, which will expose the City to potential Builders Remedy Applications that restrict the City's
ability to deny housing developments regardless of density. She noted funding implications include
the short-term loss of up to $10 million in funding for housing and homeless services from the State's
Permanent Local Housing Allocation Program (PLHA) and the Homeless Housing, Assistance and
Prevention Program (HHAP). She added that the PLHA is the only source of direct, non-competitive
funding for Anaheim housing production and the only funding source that allows the City to assist
diverse incomes to blend homeownership production. She noted the HHAP funding provides the City
with flexible funding to prevent and end homelessness and is a key financial support for the City's
homeless system of care including The Salvation Army and Community Care Response Team
(CCRT).
In response to Council Member Rubalcava, Acting Director Allen confirmed that the code amendment
was part of the State's recommendation to consider approval of the City's Housing Element. She
explained that the Housing Element process is to evaluate what is in compliance with code, without
requiring immediate change, but with the requirement to create a program within the planning period
associated with the Housing Element. She explained that the California Department of Housing and
Community Development (HCD), with the belief that the City included the program in the Fifth Cycle
Housing Element, requires that the City amend the Municipal Code to comply with State law before
the Housing Element is certified.
Council Member Rubalcava requested information on how many transitional housing facilities are in
District 3. She requested additional information on the Conditional Use Permit (CUP) process and the
regulation of transitional housing.
Acting Director Allen explained that the City is being tasked with amending the Code from requiring
transitional or supportive housing with seven or more residents to apply for a CUP. She explained
that the CUP process evaluates the suitability of the site, location, and the impacts of the use through
conditions and creates a situation that is not a detriment to the site or surroundings. She explained
Grandma's House of Hope operates multiple properties throughout the City with six or fewer residents
which do not require a CUP. She explained they proposed a larger facility with seven or more
residents that triggered the CUP process, which was presented to the City Council on appeal, based
on the concern for the residents of the impact of the project on the neighborhood.
Council Member Rubalcava explained the original request was for 30 residents, which was reduced
to 20, and then reduced further. She explained she will not be supporting the item, but understood the
value of the Housing Element being approved. She inquired if there were other ways to track the
facilities operating in residential areas, including through business licenses. She stressed the
importance of knowing the locations for safety reasons due to understaffing and the vulnerable

population served. She noted she has received concerns from residents who are residing near
facilities with 30 people in a three -bedroom home.
Acting Director Allen explained that any business operating in the City is required to register for a
business license. She added that the City may not be able to create a separate and unique registry
for transitional and supportive housing facilities, but the City can require operators to be licensed. She
added that for any residential use, the same building codes and nuisances apply. She added that if
individuals observe more residents coming out of a property than what may be required, they can
contact Code Enforcement. She noted that regardless of the use, there are requirements triggered by
occupancy.
Council Member Rubalcava expressed that the Council is not opposed to the services being
provided, but requested that the public is aware of the facilities' locations. She added that in District 3,
Pearl Street is composed of 75% group homes. She suggested working with the City Attorney's Office
and the Planning and Building Department to find alternatives from a policy perspective. She
requested a meeting with constituents at a City facility to explain why the City is no longer pursuing
the lawsuit and what it means for the City.
Council Member Kurtz explained she would support the item, but agreed with Council Members who
have raised issues on the dilemma the City is in. She noted the City is currently in violation of State
law resulting in the loss of funds for housing. She added that an Orange County legislator has raised
the issue that when a neighborhood includes increased sober living homes or supportive housing,
residents are impacted, and issues with rehabilitation of those residing in the facilities. She explained
that the City and City Council need to work with other organizations and cities to inform legislators on
the impact on the communities. She added she does not oppose the facilities but explained the need
to balance those needs with the City and surrounding neighborhoods. She added that she will
support the item but will work with legislators to express the concerns to State officials.
In response to Mayor Pro Tern Meeks, Acting Director Allen explained that the age and nature of the
home would determine if they were part of the Quality Rental Housing Program. She added that it
does not forego any substandard housing requirements that would be enforced in any residential
structure. She noted that staff can evaluate what options the City has related to that program and the
facilities.
Mayor Pro Tern Meeks explained that the facilities are typically older homes and could qualify under
the age restrictions of the Quality Rental Housing Program.
Council Member Leon concurred with his colleagues regarding alternatives to ensure the safety and
quality of life of residents and neighborhoods. He expressed hope to work with State partners,
legislators, members of the City Council, and the community to ensure the City is moving forward and
ensuring residents' safety and quality of life.

DISCUSSION: Mayor Pro Tern Meeks expressed concern with the Accessory Dwelling Unit
allowances proposed regarding the removal of parking requirements for residential areas and
apartments to allow construction of more units. She added that without the requirements, there are
concerns about quality housing for residents and their ability to live and prosper. She stated she will
not be supporting the item.
In response to Council Member Leon, Acting Director Allen confirmed that under the proposed
amendments, construction of walls above seven feet requires a building permit, while construction
under seven feet does not require a permit. She noted that the Planning and Building Department
may have standard plans available.

DISCUSSION: Council Member Balius inquired about engineering requirements once construction
reaches eight feet and potential costs incurred by residents.
Acting Director Allen explained depending on the situation, the wall may need to be engineered,
especially if a retaining condition is required. She added that costs increase if construction goes up to
eight feet.
In response to Council Member Balius, Acting Director Allen could not provide the approximate cost
of an engineered wall.

COUNCIL AGENDA SETTING:
Council Member Leon requested that staff study adjustments to the County/City boundary on portions
of the County islands along Brookhurst Street and to bring back recommendations, including a
potential request to LAFCO.
Council Member Rubalcava suggested providing guidance to the ATID Oversight Committee on
workforce housing and requested insight into their meetings and request to increase their funding
source from two percent to four percent. She also raised concerns about the Transportation
Committee's makeup and funding, the strategy for securing conventions, and the return of $1.5
million to the City of Anaheim.
Mayor Aitken asked City Manager Vanderpool to highlight the Strategic Plan posters that have been
posted in the City Council Chamber.
City Manager Vanderpool explained that the Strategic Plan, Goals, Vision, Mission, and
Values have been posted in the Council Chamber as a reminder of what the Council has
adopted as well as to use as a foundation for upcoming discussions with the public and
Council.
Mayor Aitken expressed excitement about the Strategic Plan reminder and requested adding the
relevant Strategic Plan goal to staff reports or the agenda for public clarity.
City Clerk Theresa Bass explained that language has been added to staff reports to indicate
when actions meet the goals of the Strategic Plan.
ADJOURNMENT: At 8:06 P.M., Mayor Aitken adjourned the City Council in memory of Dr. Al
Mijares, Gloria Di Dodo, Vicki Ott Cozza, Shirley McCracken, Anthony Zaragoza, and the victims of

and I also told him that no one's paying your child support working on the table or am I paying my child
support you're supposed to stop it in July of 2018 and they're still taking 1200 dollars every paycheck you
want to talk about corruption you want to talk about criminal justice you want to talk about senior citizen
abuse you want to talk about financial abuse it took everything away from me let me in the streets and
they don't want to do the right thing why cuz they can't admit they did wrong and they do a wrong to a lot
of people in California California state law is 50/50 divorce right down the center everything and they
screwed me I'm going to get them back

There's another one special agent I called this Washington DC FBI headquarters about my family killing
my dad not getting him 24-hour care he kept on falling and bumping his head and then in a coma my
sister Brenda my mom's involved Betty my brother-in-law Curtis and their daughter Dominique and her
husband Jeff not a document this with you a long time ago and FBI told me to call the sheriff and I called
the sheriff they had no record of it they told me to call the corner the corner at north of it and then they
said call the mortuary well what it is is hospice and this is been going on for years I called the FBI
Washington DC and told them what I found out and what they do is just have a doctor sign off the death
certificate with no investigation no autopsy to see why that person died and then I told my mom and my
sister and a phone text to not to cremate my dad and that's what they did cuz I wanted to do autopsy dog
documented for it took the murder or premeditated murder that's what I'm going for everybody knows
about but nobody wants to do nothing about it because they got a lot of busy family they're so called
loved ones for life insurance and for their inheritance or by the way Brenda my sister had an Allstate
company and life insurance should be checked out on my dad Ruben a Soto or Reuben J. Soto he was an
army veteran served in south Korea war so now I'm telling you again in email I haven't called and went
visited the Stanton sheriff department to report it into this Asian guy a sheriff it's all documented in

Hi Everyone,
Steve Drummond here, senior editor on the team, with an update on one of our
favorite topics: the postsecondary push for alternatives to the traditional four-
year degree.
Right now, it seems like everyone's talking about apprenticeships as a path to a
high -paying job without taking on a lot of student debt. But as the Hechinger
Report's Jon Marcus reported for us this week, there's a catch: There aren't
nearly enough employers offering apprenticeships right now to meet the
demand for them. That's making it difficult to fill the surplus of well -paying trade
jobs that are currently sitting empty.
As Jon reports, there's good reason for the all the buzz:
Apprenticeships combine paid on-the-job training with classroom time.
Increasing their use has bipartisan support and was a rare subject of agreement
between the presidential candidates in the recent election.
They've also benefited from growing public skepticism about the need for
college: Only 1 in 4 adults now says a four-year degree is extremely or very
important to get a good job, the Pew Research Center finds. And nearly two-
thirds of 14- to 18-year-olds say their ideal education would involve learning
skills on the job, as in apprenticeships, according to a survey by the ECMC
Group.
According to the U.S. Department of Labor, there are more than 680,000
students in apprenticeship programs right now, and that number is growing fast.
We've done a lot of reporting recently in the push for different career paths out
of high school, and this story reminds me of one of our most popular stories of
all time, also from Jon Marcus and the Hechinger Report, about how so many
well -paying trade jobs are going unfilled.
When we first published that story in 2018, it got millions of page views, and in
the years since so many people were still reading it that Jon up�ju«u iL ivy u
last year.
Here's a bit of what that reporting found:
While a shortage of workers pushes wages higher in the skilled trades, the
financial return from a bachelor's degree is softening, even as the price, and the
average debt into which it plunges students, remain high.
But high school graduates have been so effectively encouraged to get a
bachelor's that high -paid jobs requiring shorter and less expensive training are
going unfilled. This affects those students and also poses a real threat to the
economy
Which also explains why there's such great demand right now for
apprenticeships. And, as this week's story notes, they're often a good
investment for employers:
In fact, 94 percent of apprentices stay with their employers when they're finished
with their programs, according to the Labor Department. And for every dollar
invested in an apprenticeship, an employer realizes an average return of $1.44,
the Urban Institute found.
And yet the disconnect between the number of employers offering
apprenticeships, and the much larger number of students seeking one,
remains.

fewest hours of kennel access of any large shelter in Southern California. This is bad for the animals
AND bad for the taxpayer, because slower adoptions mean higher costs.
Let your city know that OC Animal Care's policies need to change. Your city, along with other OC cities,
pays the shelter's bills. Don't let the county bureaucracy waste your money by preventing adoptions.

OC Animal Care has not restored pre-COVID access to the shelter and the dog kennels. All other animal shelters have done
that.
Look at the table of kennel viewing in other SoCal shelters, showing that OCAC is near the bottom.
The three lowest are: OCAC with 21 hours of kennel viewing per week; SEAACA with 20; Mission Viejo with 28. But OCAC
doesn't show all available animal. The other two allow full access. SEAACA even allows holds to be put on not -yet -available
pets. (At OC non -available pets are not visible to the public, either in person or on the web.)
A research paper on OCAC appeared in the journal published by the ASV (Association of Shelter Veterinarians). It shows that

Who is behind this? Is it County Supervisor Katrina Foley? Her district is not served by OC Animal Care, but
she's been pushing bad policies on our shelter. Maybe getting the county shelter in trouble is her way of

from having a good animal shelter, like the cities in her district have? Are we not equal citizens of the county in

Orange County's Urban Forest Grand Jury Report
The Orange County Grand Jury recognized a disparity amongst the urban
forests within the county and disconnect where cities in California do not
place the same importance on maintaining a robust urban forest as they
do other infrastructure. As a result, tree canopy is declining even despite
the benefits trees provide. The 2018-2019 Grand Jury report recognizes
that urban forests benefit residents by improving environmental
conditions, public health, and economic stability of the community, and
they enumerate upon the positive effects of trees in this report. Therefore,
the Grand Jury recommends all communities in Orange County maintain
or develop aggressive urban forest programs.
To further investigate the state of Orange County's urban forest, the Grand
Jury (1) performed a literature review, (2) sent out requests for data from
each city, and (3) compared the extent of community tree canopy to the
population within each community. They found:
• Many reasons for the decline in tree canopy, and provide considerations
on tree selection, placement, and management to promote increased
longevity of street trees.
• Tree related financial liabilities are minimal, and the benefits of trees are
not quantified or recognized.
• Urban forestry funding varies by city, but many cities in Orange County
have a small in-house crew and contract tree work.
In relation to other cities in Orange County, Garden Grove is a

surroundings increase neighborhood safety by relieving mental fatigue and feelings
of violence and aggression that can occur as an outcome of fatigue (Planning the Urban

crimes and violent crimes. Landscape vegetation around buildings can mitigate irritability,

Residents who live near outdoor greenery tend to be more familiar with nearby neighbors,
socialize more with them, and express greater feelings of community and safety than
residents lacking nearby green spaces (Planning the Urban Forest: Ecology, Economy, and
Community Development, 2003). Public housing residents reported 25% fewer domestic
crimes when landscapes and trees were planted near their homes (Kuo, 2001). Two studies
(one in New Haven, CT and the other in Baltimore City and County, MD) found a correlation
between increased tree coverage and decreased crime rates, even after adjusting for a
number of other variables, such as median household income, level of education, and rented
versus owner -occupied housing in the neighborhoods that were studied (Gilstad-Hayden et
al. 2015; Troy et al. 2012).
Migratory Bird Treaty Act
Passed by Congress in 1918, this act defines that it is unlawful to pursue, hunt, take, capture,
kill, possess, sell, purchase, barter, import, export, or transport any migratory bird, or any
part, nest, or egg or any such bird, unless authorized under a permit issued by the Secretary of
the Interior.
The Migratory Bird Treaty Act can impact forestry operations during times when birds are
nesting, which may delay work in order to avoid violating the MBTA.
California Urban Forestry Act
Section 4799.06-4799.12 of the California Public Resources Code defines a chapter known
as the California Urban Forestry Act. The act defines trees as a "vital resource in the urban
environment and as an important psychological link with nature for the urban dweller." The
act also enumerates the many environmental, energy, economic, and health benefits that
urban forests provide to communities.
The purpose of the act is to promote urban forest resources and minimize the decline of urban
forests in the state of California. To this end, the act facilitates the creation of permanent jobs
related to urban forestry, encourages the coordination of state and local agencies, reduces
or eliminates tree loss (through the reduction/control of pests/disease), and is intended to
prevent the introduction and spread of pests. The act grants the authority to create agencies
and mandates that urban forestry departments shall provide technical assistance to urban
areas across many disciplines (while also recommending numerous funding tools to achieve
these goals).
