ANAHEIM CITY COUNCIL REGULAR MEETING OF MARCH 4, 2025 The regular meeting of March 4, 2025 was called to order at 3:02 p.m. in the Council Chamber of Anaheim City Hall, located at 200 S. Anaheim Boulevard. The meeting notice, agenda and related materials were duly posted on February 27, 2025, with a revised agenda posted on February 28, 2025. MEMBERS PRESENT: Mayor Ashleigh E. Aitken and Council Members Natalie Meeks, Ryan Balius, Carlos A. Leon, Norma Campos Kurtz, and Kristen M. Maahs. Council Member Natalie Rubalcava joined the meeting during Closed Session. STAFF PRESENT: City Manager Jim Vanderpool, City Attorney Robert Fabela, and City Clerk Theresa Bass ADDITIONS/DELETIONS TO CLOSED SESSION: City Clerk Theresa Bass reported that Closed Session Item No. 3 has been removed from the agenda. She explained that Item No. 3 was originally agendized for the Anaheim Housing Authority and since the item was removed, only the City Council will be called to order. INVOCATION: Pastor Ethan Hedberg, Ambassador Church Mayor Pro Tern Meeks announced March 4th is National Safety Day and acknowledged the City's Police, Fire, Public Works, Public Utilities Departments, and volunteers in the community who work towards making the community safe for everyone. FLAG SALUTE: Mayor Pro Tern Natalie Meeks PRESENTATIONS: Recognizing Bharat Patel as Citizen of the Year for Anaheim and A.C. Green as Person of the Year for the Cypress College Foundation's Americana Awards. Mayor Aitken recognized the recipients of the Cypress College Foundation's Americana Awards. She recognized Bharat Patel, whose family has owned the Castle Inn and Suites located in the Anaheim Resort for more than 50 years. She announced that Mr. Patel is a respected leader in the City's visitor economy, a deeply engaged member of the community, and a dear friend to members of the City Council. She added that he is always willing to help the community and expressed excitement over his recognition. Mayor Aitken announced the next honoree, former Los Angeles Laker and philanthropist, A.C. Green. She noted he has specifically worked with children to help build leadership, self-esteem, and other skills, in particular with children in Anaheim. She congratulated Mr. Patel as Anaheim's Citizen of the Year and Mr. Green as Person of the Year. She introduced Cypress College Foundation's Executive Director, Howard Kummerman, to present the awards. Mr. Kummerman thanked the Mayor and City Council for their help in recognizing two community leaders. He spoke of the Americana Awards Gala, noting 2025 is the 50th Anniversary of the Americana Awards. He shared the event recognizes citizens of the year, persons of the year, and raises money for Cypress College students. He added that, in 2024, the Foundation gave over $500,000 in scholarships and emergency student assistance thanks to funds raised at the events. He noted that 56 people have been honored over the past 50 years, and 4,000 students from the City of Anaheim are currently attending Cypress College. He reported in 2024, the Foundation recognized Jody Daily and Kevin Kidney as Anaheim's Citizens of the Year, and Bobbie Stovall as Person of the Year. Mr. Kummerman provided background information on both awardees, beginning with Mr. Patel. He shared -that Mr. Patel has lived and served the Anaheim community for 50 years. He attended Katella High School and California State University, Fullerton. He added that Mr. Patel and his family operate the Castle Inn and Suites, which was named the Anaheim Minority Business of the Year in 2017. He highlighted his service on numerous boards and organizations, including the Executive Board of the Anaheim YMCA and the Anaheim Police Department Foundation, emphasizing his commitment to community service. He reported that A.C. Green is not only an iconic basketball superstar but also an exceptional role model in the community. He highlighted that since Mr. Green founded the A.C. Green Foundation in 1989, he has brought in 300 children each summer for an educational leadership program. He shared that the program helps at -risk youth with career exploration, character development, building self-esteem, and basketball. He noted Mr. Green serves on the National Board of Trustees of the Boys and Girls Club. He added that Mr. Green is a three -time National Basketball Association (NBA) champion alongside Magic Johnson, Kareem Abdul-Jabbar, and Shaquille O'Neal. City Council Minutes of March 4, 2025 Page 3of15 He presented a video from Mr. Green and Mr. Patel inviting the public to the Americana Awards Gala on March 15. Mr. Kummerman invited everyone to the Americana Awards on March 15'h at the Anaheim Resort. He invited Mr. Patel and Mr. Green to share a few words. Mr. Patel highlighted his family's 50-year history in Anaheim. He expressed pride over the abundance of people who give back in the City. He cited his inspiration for those in attendance: his family, his friends, and his children. He expressed gratitude over the recognition and invited people to attend the Americana Awards. Mr. Green thanked those in attendance and for showing support and concern for the City. He thanked the Mayor and City Council, and City leaders. He expressed appreciation for the Americana Awards and for recognizing his effort outside of basketball. He expressed gratitude for playing alongside NBA legends; however, he highlighted his passion towards impacting the community, lives, and generations. He invited everyone to attend the Americana Awards on March 15. Mayor Aitken thanked the Cypress College community. Recognizing members of the Fire Watch Team for volunteering 311 hours patrolling east Anaheim during the red flag warning of the region's recent fire and wind crisis, between January 7 and January 23, 2025. Mayor Aitken recognized the Fire Watch Team, a group of dedicated volunteers in the community whose commitment to safety and service embodies the spirit of Anaheim. She mentioned that during the Los Angeles fires, the Anaheim community recognized the importance of "Know Your Way" and the importance of fire safety. She reported that during the January windstorms that drove the Los Angeles fires, the Fire Watch Team volunteered 311 hours patrolling the hills of East Anaheim. She highlighted the volunteer's courage and commitment to help others. She noted the volunteers helped protect Anaheim neighborhoods along with the Anaheim Fire & Rescue Department, which was fully staffed and ready to respond. She thanked the Fire Watch Team for their service and dedication to the community. At 5:23 p.m., Mayor Aitken reconvened the Anaheim Housing Authority, in joint session with the City Council. ADDITIONS/DELETIONS TO THE AGENDAS: None PUBLIC COMMENTS (all acienda items): Prior to receipt of public comments, City Clerk Theresa Bass provided an outline of procedures for public comments, notice of translation services, and a brief decorum statement. City Clerk Bass reported that a total of twelve (12) public comments were received electronically prior to 1:00 p.m. [A final total of twelve (12) public comments were received electronically, distributed to the City Council, and made part of the official records.] — See Appendix. Gus Garcia reported that he is a Senior Investigator for the Center for Contract Compliance. He noted the Center for Contract Compliance is dedicated to being a trustworthy resource for public works compliance and ensuring transparency remains a cornerstone during the contracting process. He expressed concern over Item No. 7 to award a project to Big Ben. He noted the contractor has a documented history of non-compliance, including multiple civil wage penalty assessments and civil lawsuits related to labor law violations. He urged the City Council to provide reassurance to residents City Council Minutes of March 4, 2025 Page 4 of 15 and the public that the awarded contractor meets the City's standards and qualifications, maintains the community, and safeguards the integrity of the City's procurement process. He explained that when employees are underpaid, it affects families and the community. He added that when contractors do not adhere to fair labor practices, it correlates with compromises in project quality, safety, and accountability, leading to increased risk, potential liabilities, and costly delays. He added that by carefully considering the decision, the City Council will reaffirm Anaheim's commitment to fair labor practices, fiscal responsibility, and the community's well-being. R. Joshua Collins with Homeless Advocates for Christ, addressed the Council regarding a February 18, 2025, Voice of OC article that quoted the City regarding accessibility of beds for Police outreach officers and the City not renewing a program that allowed 50 beds in churches. He explained that during his outreach services, he has been told that there are no beds available not only in the City of Anaheim, but also in the City of Buena Park. He encouraged the City Council, with the upcoming rain, to work towards providing more beds for those in need. He noted that he encouraged an individual to speak at the City Council meeting, and once they did, they were able to find shelter. He encouraged the City Council to renew the program. Diana Kotler, CEO of Anaheim Transportation Network (ATN), expressed her appreciation and support for Item No. 10. She noted ATN competes for federal discretional dollars, noting the funds are used to benefit the community, employees, residents, and visitors who use public transit. She expressed appreciation for Congressman Lou Correa, who worked to bring the funds to the community. She added that the funds will be used to remove eighteen (18) compressed natural gas buses and replace them with fifteen (15) zero -emission buses. She explained that the vehicles will provide environmental benefits to the community and neighborhoods. She added that approval of the agreement will allow the ATN Board of Directors to award an agreement to a bus manufacturer. She mentioned ATN would like to proceed with the award as soon as possible, noting it takes approximately 18 to 24 months to manufacture the vehicles, and fleet availability for the upcoming 2028 Summer Olympics. She thanked the Council for the opportunity to work with City staff on the Needs and Opportunities grant. She thanked the Mayor and City Council for their consideration and commitment to public transportation. Cecil Jordan Corkern expressed concerns with Disney and broadcasting of explicit content. He added some parents have banned Disney from their households. He added he is working on reports on gun laws. Mark Richard Daniels reported an incident that occurred at Stoddard Park. He explained that resident, Mike Robbins observed someone who had passed out on the ground from a possible overdose. Mr. Robbins retrieved Narcan to administer prior to police officers arriving and the individual became responsive. He mentioned everyone should carry Narcan and requested that the City recognize Mike Robbins. Manish Singh, a local property owner, addressed Council Member Kurtz regarding $6,500 in mural permit fees for murals on his property. He added he was not aware of permit fees when they were painted. He explained as a small business owner, the additional fees have made it challenging to manage. He added that the murals' purpose was to create an inviting environment for guests to showcase the spirit of Anaheim and Disney. He noted he has received many compliments on the murals and requested that the fees be waived. He explained that the cost to remove the murals would be $1,500 and requested any support from the Council. He added that he has received four letters of support from local businesses. He added that as a business located in the Resort District, he pays an additional 2% tax. He noted the murals have Disney themes and are positive attractions in the community City Council Minutes of March 4, 2025 Page 5of15 Council Member Kurtz inquired if the City had Mr. Singh's contact information. Mayor Aitken explained City staff can look into the request and contact Mr. Singh with additional information. Council Member Kurtz added that she would contact Mr. Singh and visit the property. City Clerk Bass confirmed that Mr. Singh's contact information was provided. Mayor Aitken directed Mr. Singh to a staff member who could speak with him. Yael Campuzano reported that he is a sophomore in the Anaheim Union High School District (AUHSD) and an organizer for the Orange County (OC) Youth Movement. He explained that the OC Youth Movement is a youth -led protest by students in Anaheim protesting the deportation issues. He added that they are taking a stand against deportation policies. He added that the movement is not only a demonstration but a movement by young people who want their voices heard and demand an immigration system rooted in compassion, dignity, and justice. Kassandra Garcia reported she is a senior at Savanna High School and a youth leader with OC Youth Movement. She added that having grown up in Anaheim, she has witnessed how policies that neglect immigrants affect communities. She noted that even with California sanctuary laws, the City has not done enough to protect and ensure the safety and well-being of residents. She explained the community needs public commitment from City officials to support immigrant communities and against mass deportation policies. She requested that the City enhance legal protections for immigrants as part of a Welcoming City ordinance, including prohibiting law enforcement from detaining individuals for U.S. Immigration and Customs Enforcement (ICE) or complying with federal immigration requests, and ensuring that immigration status is not requested to receive City services. She requested that the City hold online "Know Your Rights" workshops, provide residents with accurate information, and a safe space for them to ask questions. She noted that the workshops will empower community members with resources. Hailey Sotelo reported she is a freshman at Savanna High School, a District 3 resident, and an organizer with OC Youth Movement. She explained she stands with the community and that the march planned is a peaceful demonstration of a crucial issue affecting the community. She added that while she appreciates Council Member's comments and encouragement for the Police and Fire Chiefs to issue statements, she requested a stronger welcoming city policy with stronger language and frequent updates to the City's welcoming website with resources for the community. She encouraged the City Council to change the local policy that will impact the community. She invited the City Council to join in the demonstration on March 6 to create change in a positive and productive manner. Mayor Aitken applauded the students who attended the meeting to voice their concerns. She complimented their professionalism and thanked them for mentioning the City's welcoming policy. She requested to meet with students to discuss specific changes. She thanked the Police and Fire Chiefs for issuing statements on social media explaining that their objective is to protect and serve the community without requesting immigration status. She emphasized that if anyone, regardless of immigration status, needs assistance, they can reach out to any City department and public safety. She expressed interest in "Know Your Rights" forums and mentioned the City does have "Know Your Rights" pamphlets that the City will provide to the students for them to distribute to the community. Ruben Greg Soto spoke out about actions taken against him by the Church. He mentioned current legal issues and quoted the Bible. City Council Minutes of March 4, 2025 Page 6 of 15 Matthew Duncan reported that March 3' was World Wildlife Day. He mentioned that the City continues to trap coyotes and referenced a comment by a City official that the City would not stop trapping. He referenced Governor Wallace's comments on segregation in the 1960s and drew parallels to coyote trapping. He added that Governor Wallace admitted his wrongdoings and supported desegregation. Amin Nash with the Arab American Civic Council, located in Little Arabia, encouraged the City Council to recognize Middle Eastern and North African populations in demographic data. He reported this creates issues with reporting health conditions, bullying rates, and hate crimes. He encouraged the City Council to find ways to increase recognition and inclusion of Middle Eastern and North African populations. He requested that the City Council expedite the installation of medians on Brookhurst, reporting that there was a recent car accident. Aya Baazizi reported that she is an Anaheim resident who works with the AUHSD and with the Arab American Civic Council. She encouraged the Council to consider inclusion for the Middle Eastern and North African community. She noted that currently, there is no data to evaluate how issues affect the demographic. She encouraged the City Council to bring recognition to the Middle Eastern and North African community and State data. Bryan Kaye referenced reports he has filed against an Anaheim police officer. He mentioned that he also reported human trafficking. He encouraged the City Council to have the courage to face the community to make it better. Jeanine Robbins reported that the Housing Element Update Committee roster on the City's website shows 15 members representing different interests, including affordable housing, the building industry, for -profit and nonprofit housing developments, shelters and permanent supportive housing, senior housing, the disabled community, and Anaheim residents. She explained the Committee's meetings were held virtually in 2021 due to the pandemic, with meeting summaries available for public review, PowerPoint slides, with a summary of the questions asked during the meeting with no answers. She added that the recordings of each meeting were not available. She noted Todd Ament was a member of the Committee, and the original committee was composed of 16 members. She highlighted concerns raised during the meetings and the inability to view the list of participants. She distributed transcripts of a conversation between Todd Ament and consultant Molly Mendoza. Carolina Mendez highlighted the choices of young individuals who organize to speak about issues to demand better from Washington and from their elected officials. She noted the young organizers are displaying acts of faith in their elected officials to listen, act, and lead. She explained that working- class organizers are ensuring that the community has protections and access to knowledge. She noted that organizers are planning "Know Your Rights" trainings in District 3. She commented that the threat of losing federal funding should not be the reason to tread with caution. She noted on multiple occasions that the Trump administration has been challenged and lost a majority of the suits. She urged the Council to listen and stand with the organizers. Khalid Hudson, Advocacy Manager of CAIR-LA, requested the Council's support in recognizing the Middle Eastern and North African communities. He recounted his time at Loara High School and his diverse friend group. He noted one of the most inspiring things was the prominent Muslim community in the City, including Little Arabia, CAIR-LA, and mosques. He urged the Council to support a resolution recognizing the Middle Eastern and North African communities. He mentioned that he was inspired by the young speakers using their voices to highlight immigration issues. He distributed a bullying report CAIR-LA compiled a few years ago. City Council Minutes of March 4, 2025 Page 7 of 15 Marc Herbert addressed the City Council on the Housing Element and housing issues in the City. He noted the City Council lists housing as its 131h priority in the Strategic Plan. He noted in the Fifth Cycle, the State required the City to produce 5,700, with 3,200 required to be affordable and 2,500 at market rate. He reported that at the end of 2021, the City had built 453 affordable units. He explained in the Sixth Cycle that the City's target is 17,453 units and has only produced 5.4% of that number. He reported that the current 2024 Housing Element draft was revised in January 2025 and before that, the November 2024 draft was 19% longer than the draft the Housing Element Update Committee worked on, adding that the Housing Element Update Committee has not met in three years. Marisol Ramirez, interim Co -Executive Director at Orange County Communities Organized for Responsible Development (OCCORD), addressed the Council in solidarity with the concerned youth and residents. She explained that the statements issued by the Council to support diversity and unity are appreciated the public needs concrete action, including a stronger welcoming city ordinance with protections for immigrant communities. She noted that approximately 38 to 40% of the Anaheim population is foreign -born, with 53 to 55% composed of Hispanic and Latino residents, and over 50% of households speaking a language other than English. She added that the immigrant community significantly contributes to the City's workforce, particularly in tourism, manufacturing, and the service sector. She requested that the City Council take action to agendize a welcoming city ordinance and discussion. Kenneth Batiste addressed the City Council about rent control to allow residents to feel more secure. He added that the City Council should show empathy for the community experiencing difficult times. He urged the City Council to assist the community. Mazatl T. Tepehyolotzin thanked the City Council for the murals in the City. He thanked Council Member Rubalcava for supporting Chicano/Chicana indigenous communities and the entire City Council for supporting indigenous communities. He encouraged the City Council to agendize a welcoming city ordinance and highlighted the contributions of the immigrant community. He encouraged Council Member Rubalcava to look into the matter due to District 3's high indigenous population. COUNCIL COMMUNICATIONS: Council Member Kurtz highlighted and shared photographs of events she attended, including the Katella High School dance team at their recent dance competition and congratulated them for winning first place. She noted they will be competing in the USA All Star Dance Super Nationals competition at the Anaheim Convention Center later this month. Council Member Kurtz shared that Anaheim Police Officer Kevin Choi was recognized by the Trauma Intervention Program of Orange County as a recipient of the Heroes with Heart Award for his efforts in supporting a family during an overdose crisis on February 18, 2024. Officer Choi is a patrol officer and enjoys interacting with the community while patrolling and has even stopped for a few minutes to play soccer with kids in neighborhoods. Council Member Kurtz thanked everyone who attended the District 4 community meeting at Roosevelt Elementary School to learn about some of the things going on in the east side of District 4. The next District 4 community meeting will be held on March 11 at Ponderosa Community Center at 6:30 p.m. All District 4 residents are invited to attend to discuss issues at Betsy Ross Park, Paul Revere Park, and Guinida Lane. Council Member Maahs highlighted and shared photographs of events she attended, including the South Junior High School Soap Box Speech Competition, where students shared their concerns, ideas, and passions. She stated it was a pleasure to listen to all the youth. She attended the Older Adult's Academy Award Celebration and their Mardi Gras celebration earlier in the month. Council City Council Minutes of March 4, 2025 Page 8 of 15 Member Maahs thanked Community Services Supervisor Maureen Richardson and her staff for providing fun and engaging opportunities for older adults in Anaheim. She attended Youth in Government Day on February 19. The program provides young people an opportunity to get engaged and have a better understanding of the different City departments. Council Member Maahs attended the Anaheim Union High School District's Black History Celebration, and she thanked Mr. Carlo Davis for organizing the event. She attended the Resource Fair at Katella High School, and she thanked all the students and teachers for organizing the event. She also thanked the Anaheim Police Department, Anaheim Fire & Rescue, Project S.A.Y., Anaheim Housing Authority, Public Utilities, Neighborhood Services, Community Services, Angels Organization, and the Anaheim Ducks for providing resources. Council Member Maahs attended the Fire Station 12 groundbreaking ceremony earlier in the day. She stated that she was excited to have the new fire station in the Platinum Triangle to reduce response times and it's a reminder of the City's commitment to public safety. Council Member Leon congratulated the Public Works Department on their recently awarded $5,021,100 in Highway Safety Improvement Program funds for the Brookhurst Street Median Safety Project. The project will design, and construct raised medians along Brookhurst Street, between Ball Road to the south and Sequoia Avenue to the north, and through Little Arabia. Raised medians will improve corridor safety by restricting or eliminating certain vehicular movements, thereby reducing conflict points. He thanked the Public Works Department and the Little Arabia Ad Hoc Committee, including Mayor Aitken and Council Member Kurtz, for their efforts towards revitalizing the Brookhurst Street corridor and West Anaheim. He shared that he had the opportunity to ride in the police helicopter with Mayor Pro Tern Meeks and Public Works Director Emami to tour and learn more about some of the infrastructure and traffic concerns that were raised by residents a few months ago. He stated that it might take some time, but he looks forward to continuing to collaborate with his Council colleagues as well as his colleagues on the OCTA Board to hopefully see more projects and opportunities to address traffic issues. Council Member Leon thanked Anaheim Public Utilities General Manager Dukku Lee and his team for the opportunity to tour the ongoing underground project along the Nutwood Street and Cerritos Avenue area in District 2, and for their ongoing work, troubleshooting, and proactiveness to complete the project. Council Member Leon shared that his office organized a Youth Leadership Summit and Expo giving high school students an opportunity to learn important skills, from finding their purpose, time management, being an effective communicator, and how to network. He thanked the TGR Learning Lab for hosting, and all the exhibitors, students, and speakers who did an amazing job in engaging with the students and answering their questions. He shared that several students signed up to be a part of the Organizing Committee for next year and he is excited and looking forward to the positive impact the students will have in the community. Council Member Leon congratulated Rollin' Ramen, the February Restaurant of the Month. They are located on Lincoln Avenue, just east of Magnolia Avenue. They serve delicious ramen, udon, sushi, and more. They are a local favorite for their fresh ingredients and bold flavors. He invited everyone to support a great local restaurant. Council Member Leon congratulated Moda 2000, the February Business of the Month. Moda 2000 is a family -owned boutique that has been helping young women find their special occasion dresses for decades. They are located off Euclid Street in a big pink building. Moda 2000 attracts visitors from all over who are searching for the perfect dress for their special day. He encouraged everyone to stop by their showroom or book a virtual appointment. Council Member Rubalcava reassured the undocumented population, that they will never be asked for their documentation status when looking for resources within the community, whether it's calling first responders or police. She shared that the City's communications team has been very diligent, and she directed people to the City's website. She stated the Police and Fire team have been out in the community to address any concerns. Council Member Rubalcava highlighted and shared photographs of events she attended including the District 3 meeting that took place in February. She noted there was a strong turnout discussing issues like coyotes, parking, and housing. She thanked Anaheim Public Utilities, Public Works, Police, and Fire for their participation. Council Member City Council Minutes of March 4, 2025 Page 9 of 15 Rubalcava shared that a young boy from District 3 showed bravery in calling 911 without hesitation when his family's garage caught on fire in December. Anaheim Fire and Rescue quickly put out the fire, but sadly the family's garage was a total loss, and everything inside was destroyed, including the young boy's baseball equipment. She thanked Anaheim Police, Anaheim Fire & Rescue, Anaheim Police Association, Anaheim Fire Association, Angels Baseball, and a local business owner who lives in Anaheim Hills named Cole who helped to replace the young boy's equipment. She shared that his cleats and baseball equipment were all replaced, and his family will be enjoying dinner at a fire station to honor the young boy who not only saved the rest of his house, but the houses of neighbors who are in the adjacent area. Council Member Rubalcava announced that the City of Anaheim has launched a Fun on Wheels mobile recreation site on Pauline Street, in District 3. Fun on Wheels will take place every Monday and Thursday, from 2:45 p.m. to 4:45 p.m., offering activities for kids of all ages including homework support. The Anaheim Police Department made hot dogs and served them to the community. She thanked Community Services Director Sjany Larson -Cash and her team for spearheading the initiative. The Fun on Wheels initiative received a positive response from the community, especially because it was held in a gang -impacted area. She noted that Neutral Ground, a gang prevention and intervention organization participated in the event. Council Member Rubalcava attended the groundbreaking of Fire Station 12 and shared that there are future plans for Fire Station 13, emphasizing the importance of these projects for the community. Mayor Aitken highlighted and shared photographs of events she attended including the Little League opening day in District 6, Loara Little League in West Anaheim, and the East Anaheim Little League. She thanked all the volunteers and coaches for their efforts. Mayor Aitken attended the Youth Leadership Summit and Expo and she thanked all the kids and parents that participated. She attended the groundbreaking ceremony of Fire Station 12. She thanked Fire & Rescue and Jimmy Ramirez for driving her in the City's vintage fire truck and letting her carry the fire axe. Mayor Aitken shared that Ken Tait, father of former Mayor Tom Tait, recently passed away at the age of 94. The City was honored to host Ken at the annual Veteran's Day Ceremony in 2019. Mr. Tait served during the Korean War as part of the Navy's Construction Force known as the Seabees and he went on to start Tait and Associates, the family's engineering firm in Anaheim in 1964. He leaves behind his wife Valetta, and an extended family of grown children, grandchildren, and great-grandchildren. Mayor Aitken shared that Robert Frank Nease also recently passed away at the age of 93. Bob was the father-in-law of former Anaheim Mayor Curt Pringle. Bob was active with Anaheim Memorial Hospital, Anaheim Foundation for Culture and the Arts, the City of Anaheim Improvements Committee, and the Anaheim YMCA. Bob was also an engineer and had a long career in aerospace. Up until his final days, Bob was still having lunch with friends and associates and even grocery shopping along with former Mayor Pringle and daughter Alexis. Bob leaves behind grown children, grandchildren, and great-grandchildren. Mayor Aitken expressed condolences to both the former mayors and their families. Mayor Aitken announced the compost giveaway event on March 29 from 7:00 a.m. to 10:00 a.m. at Angel Stadium. She encouraged residents to bring proof of residency and storage containers for compost. She shared that the limit is 60 gallons. CITY MANAGER'S UPDATE: City Manager Vanderpool congratulated graduates of the Little Arabia Small Business Development Center Start Program. He noted that twenty-five students recently completed the program and are now on their way to starting or expanding businesses in fashion, arts, crafts, food, and medical devices. The program was funded through a grant from the United States Conference of Mayors to promote economic mobility and culturally diverse communities. He announced that the Natural Products Expo West trade show is taking place at the Anaheim Convention Center, attracting 75,000 attendees. Natural Products West is the world's leading trade show in natural, organic, and healthy lifestyle products. He shared that this is their 44th year the trade show will be in the City of Anaheim. City Manager Vanderpool announced the sale of a former Redevelopment Agency 2.8-acre City City Council Minutes of March 4, 2025 Page 10 of 15 parcel at Lincoln Avenue for a high -end auto dealership, with a disposition and development agreement expected in April. He requested to adjourn the meeting in memory of Anaheim Public Utilities Electric Superintendent Gilbert Galvan who recently passed away. He oversaw high voltage substations with 40 years of service to the City of Anaheim. City Manager Vanderpool expressed condolences to the Galvan family in this time of sadness. Public Works Director Rudy Emami reported that the item is for approval of two (2) Passthrough Agreements with the Anaheim Transportation Network for federal grant funding. He explained the agreement will allocate up to $2,010,000 for the purchase of five (5) battery electric buses and $305,130 for a Needs and Opportunity Study in areas of persistent poverty for a term expiring on June 30, 2027. He reported that the City will act as a recipient of funds and transfer them to ATN who will be responsible for compliance with federal requirements. He added the action will increase the Public Works budget by $2.3 million in restricted transportation funds. DISCUSSION: Mayor Pro Tem Meeks noted the City is the recipient of the grant funds and is liable under the terms of the federal grant and meeting those obligations, which is then transferred to ATN. She expressed concern over the availability of matching funds, the terms of the agreement, the use of the buses, and the Needs and Opportunity Study. She cautioned over the City's liability position regarding the correct use of the funds and the ability to meet the obligations. The bill is a critical step towards ensuring that Middle Eastern and North African (MENA) communities are accurately represented in demographic data across the state, allowing for better access to resources, services, and opportunities. He also requested to agendize an item to reaffirm the City of Anaheim's status as a welcoming city, including ensuring public safety through Senate Bill 54 (California Values Act) for all who live and visit Anaheim. He shared that many residents are feeling fear and uncertainty and noted that Anaheim was designated as a welcoming city in 2017. Council Member Leon stated that Anaheim welcomes not just 1000s of immigrants, but also millions of visitors, including the 75,000 from across the world that are attending the Natural Food Products Expo. Council Member Rubalcava requested recognition for Anaheim High School's Girls Water Polo Team for their CIF Championship and Conservation Corp for their FEMA hazmat cleanup efforts. She requested to agendize an item on rent control enforcement as well as protections for no cause evictions. Council Member Kurtz requested a letter of opposition to South Coast AQMD's proposed amendments to Rules 1111 and 1121 regarding the reduction of natural -gas -fired furnaces and water heaters. She noted the reduction would be a tremendous cost for families and landlords. She also requested a report on staffing resources and services for older adult programs throughout the City in 2025. Council Member Maahs, at the request of the Cultural and Heritage Commission Chair, requested to declare April as Arts and Creativity Month, and adding it to the annual list of recognitions. Mayor Aitken requested that staff explore the possibility of a flagpole program so that the United States, California, and City flags can be displayed at community parks and facilities for events. She requested a comparison of Anaheim's online library system with neighboring counties and cities to help decrease waiting times and increase the inventory for both audiobooks and online material. These #StopRansomware advisories include recently and historically observed tactics, techniques, and procedures (TTPs) and indicators of compromise (IOCs) to help organizations protect against ransomware. Ghost actors, located in China, conduct these widespread attacks for financial gain. Affected victims include critical infrastructure, schools and universities, healthcare, government networks, religious institutions, technology and manufacturing companies, and numerous small- and medium-sized businesses. Ghost actors rotate their ransomware executable payloads, switch file extensions for encrypted files, modify ransom note text, and use numerous ransom email addresses, which has led to variable attribution of this group over time. Names associated with this group include Ghost, Cring, Crypt3r, Phantom, Strike, Hello, Wickrme, HsHarada, and Rapture. Samples of ransomware files Ghost used during attacks are: Cring.exe,Ghost. exe,Elysium0.exe,and Locker.exe. Ghost actors use publicly available code to exploit Common Vulnerabilities and Exposures (CVEs) and gain access to internet facing servers. Ghost actors exploit well known vulnerabilities and target networks where available patches have not been applied. The FBI, CISA, and MS-ISAC encourage organizations to implement the recommendations in the Mitigations section of this advisory to reduce the likelihood and impact of Ghost ransomware incidents. See the MITRE ATT&CK Tactics and Techniques section of this advisory for a table of the threat actors' activity mapped to MITRE ATT&CK tactics and techniques. Initial Access The FBI has observed Ghost actors obtaining initial access to networks by exploiting public facing applications that are associated with multiple CVEs [T119O]. Their methodology includes leveraging vulnerabilities in Fortinet FortiOS appliances (CVE-2018-13379), servers running Adobe ColdFusion (CVE- 2010-2861 and CVE-2009-3960), Microsoft SharePoint (CVE-2019-0604), and Microsoft Exchange (CVE- 2021-34473, CVE-2021-34523, and CVE-2021-31207— commonly referred to as the ProxyShell attack chain). Execution Ghost actors have been observed uploading a web shell [T15O5.0O3] to a compromised server and leveraging Windows Command Prompt [T1059.003] and/or PowerShell [T1O59.001] to download and execute Cobalt Strike Beacon malware [T1105] that is then implanted on victim systems. Despite Ghost Page 2 of 13 1 Product ID: AA25-050A actors' malicious implementation, Cobalt Strike is a commercially available adversary simulation tool often used for the purposes of testing an organization's security controls. Persistence Persistence is not a major focus for Ghost actors, as they typically only spend a few days on victim networks. In multiple instances, they have been observed proceeding from initial compromise to the deployment of ransomware within the same day. However, Ghost actors sporadically create new local [T1136.001] and domain accounts [T1136.002] and change passwords for existing accounts [T1098]. In 2024, Ghost actors were observed deploying web shells [T1505.003] on victim web servers. Privilege Escalation Ghost actors often rely on built in Cobalt Strike functions to steal process tokens running under the SYSTEM user context to impersonate the SYSTEM user, often for the purpose of running Beacon a second time with elevated privileges [T1134.001]. Ghost actors have been observed using multiple open -source tools in an attempt at privilege escalation through exploitation [T1068] such as "SharpZeroLop-on," "SharpGPPPass," "Bad Potato," and "God Potato." These privilege escalation tools would not generally be used by individuals with legitimate access and credentials. See Table 1 for a descriptive listing of tools. Credential Access Ghost actors use the built in Cobalt Strike function "hashdump" or Mimikatz [T1003] to collect passwords and/or password hashes to aid them with unauthorized logins and privilege escalation or to pivot to other victim devices. Defense Evasion Ghost actors used their access through Cobalt Strike to display a list of running processes [T1057] to determine which antivirus software [T1518.001] is running so that it can be disabled [T1562.001]. Ghost frequently runs a command to disable Windows Defender on network connected devices. Options used in this command are: Set -MpPreference-DisableRealtimeMonitoring 1 - DisableIntrusionPreventionSystem 1-DisableBehaviorMonitoring 1 - DisableScriptScanning 1-DisableIOAVProtection 1-EnableControlledFolderAccess Disabled-MAPSReporting Disabled-SubmitSamplesConsent NeverSend. Discovery Ghost actors have been observed using other built-in Cobalt Strike commands for domain account discovery [T1087.002], open -source tools such as "SharpShares" for network share discovery [T1135], and "Ladon 911" and "SharpNBTScan" for remote systems discovery [T1018].Network administrators would be unlikely to use these tools for network share or remote systems discovery. Page 3 of 13 1 Product ID: AA25-050A Lateral Movement Ghost actors used elevated access and Windows Management Instrumentation Command -Line (WMIC) [T1047] to run PowerShell commands on additional systems on the victim network— often for the purpose of initiating additional Cobalt Strike Beacon infections. The associated encoded string is a base 64 PowerShell command that always begins with: powershell -nop -w hidden -encodedcommand 7ABzADOATgB1AHcALQBPAGIAagB1AGMAdAAgAEkATwAuAEOAZQBtAG8AcgB5AFMAdAByAGUAYQBtACgALA BbAEMAbwBuAHYAZQByAHQAXQA6ADoARgByAG8AbQBCAGEAcwB1ADYANABTAHQAcgBpAG4AZwAoACIA... [T1132.001] [T1564.003]. This string decodes to "$s=New-Object I0.MemoryStream(, [Convert] :: FromBase64String("' and is involved with the execution of Cobalt Strike in memory on the target machine. In cases where lateral movement attempts are unsuccessful, Ghost actors have been observed abandoning an attack on a victim. Ghost ransom notes often claim exfiltrated data will be sold if a ransom is not paid. However, Ghost actors do not frequently exfiltrate a significant amount of information or files, such as intellectual property or personally identifiable information (PII), that would cause significant harm to victims if leaked. The FBI has observed limited downloading of data to Cobalt Strike Team Servers [T1041]. Victims and other trusted third parties have reported limited uses of Mega. nz [T1567.002] and installed web shells for similar limited data exfiltration. Note: The typical data exfiltration is less than hundreds of gigabytes of data. Command and Control Ghost actors rely heavily on Cobalt Strike Beacon malware and Cobalt Strike Team Servers for command and control (C2) operations, which function using hypertext transfer protocol (HTTP) and hypertext transfer protocol secure (HTTPS) [T1071.001]. Ghost rarely registers domains associated with their C2 servers. Instead, connections made to a uniform resource identifier (URI) of a C2 server, for the purpose of downloading and executing Beacon malware, directly reference the C2 server's IP address. For example, http : //xxx . xxx . xxx . xxx : 80/Google . com where xxx . xxx . xxx . xxx represents the C2 server's I P address. For email communication with victims, Ghost actors use legitimate email services that include traffic encryption features. [T1573] Some examples of emails services that Ghost actors have been observed using are Tutanota, Skiff, Proton Mail, Onionmail, and Mailfence. Note: Table 2 contains a list of Ghost ransom email addresses. Impact and Encryption Ghost actors use Cring.exe, Ghost.exe, ElysiumO.exe, and Locker.exe, which are all ransomware executables that share similar functionality. Ghost variants can be used to encrypt specific directories or the entire system's storage [T1486]. The nature of executables' operability is based on command line arguments used when executing the ransomware file. Various file extensions and system folders are Page 4 of 13 1 Product ID: AA25-050A excluded during the encryption process to avoid encrypting files that would render targeted devices inoperable. These ransomware payloads clear Windows Event Logs [T1O7O.001], disable the Volume Shadow Copy Service, and delete shadow copies to inhibit system recovery attempts [T149O]. Data encrypted with Ghost ransomware variants cannot be recovered without the decryption key. Ghost actors hold the encrypted data for ransom and typically demand anywhere from tens to hundreds of thousands of dollars in cryptocurrency in exchange for decryption software [T1486]. The impact of Ghost ransomware activity varies widely on a victim -to -victim basis. Ghost actors tend to move to other targets when confronted with hardened systems, such as those where proper network segmentation prevents lateral moment to other devices. Indicators of Compromise (10C) Table 1 lists several tools and applications Ghost actors have used for their operations. The use of these tools and applications on a network should be investigated further. Note: Authors of these tools generally state that they should not be used in illegal activity. Recovery Mitigations The FBI, CISA, and MS-ISAC recommend organizations reference their #StopRansomware Guide and implement the mitigations below to improve cybersecurity posture on the basis of the Ghost ransomware activity. These mitigations align with the Cross -Sector Cybersecurity Performance Goals (CPGs) developed by CISA and the National Institute of Standards and Technology (NIST). The CPGs provide a minimum set of practices and protections that CISA and NIST recommend all organizations implement. CISA and NIST based the CPGs on existing cybersecurity frameworks and guidance to protect against the most common and impactful threats, tactics, techniques, and procedures. Visit CISA's CPGs webpage for more information on the CPGs, including additional recommended baseline protections. ■ Maintain regular system backups that are known -good and stored offline or are segmented from source systems [CPG 2.R]. Ghost ransomware victims whose backups were unaffected by the ransomware attack were often able to restore operations without needing to contact Ghost actors or pay a ransom. ■ Patch known vulnerabilities by applying timely security updates to operating systems, software, and firmware within a risk -informed timeframe [CPG LE]. Ghost actors leverage PowerShell for malicious purposes, although it is often a helpful tool that is used by administrators and defenders to manage system resources. For more information, visit NSA and CISA's joint guidance on PowerShell best practices. o Implement the principle of least privilege when granting permissions so that employees who require access to PowerShell are aligned with organizational business requirements. • Implement allowlisting for applications, scripts, and network traffic to prevent unauthorized execution and access [CPG 3.A]. • Identify, alert on, and investigate abnormal network activity. Ransomware activity generates unusual network traffic across all phases of the attack chain. This includes running scans to discover other network connected devices, running commands to list, add, or alter administrator accounts, using PowerShell to download and execute remote programs, and running scripts not usually seen on a network. Organizations that can successfully identify and investigate this activity are better able to interrupt malicious activity before ransomware is executed [CPG 3.A]. o Ghost actors run a significant number of commands, scripts, and programs that IT administrators would have no legitimate reason for running. Victims who have identified and responded to this unusual behavior have successfully prevented Ghost ransomware attacks. ■ Limit exposure of services by disabling unused ports such as, RDP 3398, FTP 21, and SMB 445, and restricting access to essential services through securely configured VPNs or firewalls. ■ Enhance email security by implementing advanced filtering, blocking malicious attachments, and enabling DMARC, DKIM, and SPF to prevent spoofing [CPG 2.M]. Validate Security Controls In addition to applying mitigations, the FBI, CISA, and MS-ISAC recommend exercising, testing, and validating your organization's security program against the threat behaviors mapped to the MITRE ATT&CK for Enterprise framework in this advisory. " The county is using the "update " to delay accountability and lower the standards, that poster said. Mavrovouniotis, for his part, can't help but notice that the update comes as the county s animal services contracts with 14 cities are set to expire in 2026 Romina Yamashiro noted the same thing.
