CALL TO ORDER — The agenda having been posted on March 6, 2025; the regular meeting of the
Anaheim Public Library Board of Trustees was called to order by Chair Linda Newby at 4:30 p.m.
PRESENT: Rose Chen, Michelle Dang, Jackie Filbeck, Linda Newby, Elia Renteria-Garcia

I. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS:
A. FRIENDS OF THE ANAHEIM PUBLIC LIBRARY REPORT: The February sale made
$336.50. The Friends voted to make a couple of changes to membership including a 10%
discount on purchases at book sales for becoming a member (only $5 a year). They hope to
have flyers and signs up by their next book sale on March 21, 2025, as well as a newly designed
membership application. The Friends also approved making Life Memberships half-price for
Board Members. The Central Book Nook may be moving into the media room to allow for more
sale space.
B. FRIENDS OF THE CANYON HILLS LIBRARY: No report
C. ANAHEIM PUBLIC LIBRARY FOUNDATION REPORT: The Mystery Author's Luncheon is
Sunday, April 6, 2025, at the Sheraton Park Hotel.
D. COMMUNICATION FROM OTHERS: None.
II. APPROVAL OF MINUTES OF THE FEBRUARY 10, 2025, MEETING: The minutes were
approved as presented.
III. UNFINISHED BUSINESS: None.
IV. NEW BUSINESS:
A. PATRON SURVEY: A patron survey will be launched in April to get feedback from patrons
about the Anaheim Public Library. There will be a campaign with incentives to encourage
participation by the community. In addition, there will be meet and greets with favorite library
staff and a grow and explore program that will offer bookmarks that have seeds and can be
planted. Staff is also exploring partnerships with local small businesses to promote the survey.

B. ELMINATION OF NON-RESIDENT USAGE FEE: Library Staff proposed the elimination of
the non-resident usage fee of $50.00 for out-of-state/Country online services that was instituted
last fiscal year. Staff found that continuing to allow non -Anaheim residents use of Anaheim
Public Library's online digital resources has caused wait times to go up dramatically for
Anaheim residents. In addition, the costs of eBooks and audiobooks has continued to rise.
Therefore, staff recommended the elimination of the fee and only allowing Anaheim residents
the ability to use Anaheim Public Library's online resources. RECOMMENDATION: That
the Library Board approve and support Library Staffs recommendations that the
Anaheim Public Library eliminate the Non -Resident Usage Fee beginning July 1, 2025, as
presented. MIS RC/MD 5 ayes.
C. EUCLID BRANCH LIBRARY TEEN SPACE: Monica Sanchez highlighted the transformation
of the multi -purpose room to a welcoming teen space.
V. INFORMATION
A. CITY LIBRARIAN'S REPORT: AnaCon is April 12, 2025, at Central Library.
B. BUDGET: Planning for the 2025/26 Fiscal Year budget continues.
VI. ACTIVITY REPORTS
A. STATISTICS: None.
B. ACTIVITY REPORTS: None.
C. MONTHLY RECOGNITION OF SUPPORT/CERTIFICATE BY BOARD MEMBERS:
Michelle recognized the staff that run the Sew Fun programs. Linda recognized Breanna
Hernandez for excellent customer service and the Anaheim Public Library Foundation for
providing permanent loan books for children in need.
VII. BOARD ITEMS
MEMBER JACKIE FILBECK: Enjoyed Read Across America at the Anaheim Elementary School
District and encouraged everyone to volunteer to read in classrooms all year long. She also
appreciates that library staff that is cleaning up the area at Haskett Branch Library that surrounds the
plaque honoring former Library Board Member Kenneth Shimogawa.
MEMBER ELIA RENTERIA-GARCIA: Expressed appreciation for APL's accessibility and access
efforts.
MEMBER MICHELLE DANG: Appreciates the large selection of books at the Library. Her
children have recently discovered graphic novels and is impressed with the selection APL offers.

VICE CHAIR ROSE CHEN: Requested information on the Library's relationship with the Braille
Institute.
CHAIR LINDA NEWBY: Enjoys seeing Mayor Aitken's book recommendations. She is also
impressed with social media statistics.
VIII. MISCELLANEOUS
A. NEXT MEETING: The next meeting will be April 14, 2025, at the Central Library.
B. ADJOURNMENT: Chair Newby adjourned the meeting at 5:40 p.m.
