A, RESOLUTION OF THE CITY OOUNCIL OF THE CITY
OF ANAHEIM AMENDING RESOLUTION NO. 4274 BY.
AMENDING CERTAIN ITEMS OF THE RATE SCHEDULE
ADOPTED BY SAID RESOLUTION NO. 4274.
"GENERAL SERVICE SCHEDULE A 3 ANAHEIM

WHEREAS, several customers have requested service
on a basis at 277 -480 V, 4 wire installations; and
WHEREAS, Resolution No. 4274 does not allow for such
277 -480 V, 4 wire installation; and
WHEREAS, certain other clauses and provisions of Reso-
lution No. 4274 require amendment for efficient operation of the
electrical system of the City of Anaheim;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that Resolution No. 4274 be amended in the
following particulars:
A. "GENERAL SERVICE SCHEDULE A 3 ANAHEIM" set forth
at page 4.of said Resolution No. 4274 is hereby amended to
read as follows:

Applicable to all consumers of general service with or
without power service.

MINIMUM CHARGE

#1 Single phase $1.10 per meter per month; for all power
service connected in excess of 3 HP, an additional minimum
charge of $1.25 per HP per month. X -ray apparatus cannot be
served under this shedule, if 220 volts or over.
#2 Three phase $5.00 per meter per month; for all
power service connected in excess of 3 HP, an additional
minimum charge of $1.25 per HP per month.

"SPECIAL CONDITIONS
"VOLTAGE
(A) Service to be rendered at one voltage only
Rate A 120 or 120 -240 V single phase, three
phase 240 V only
Rate B 240- -480 V single phase, 240 -480 V three phase
Rate C 240- -480 V three phase
Service may be supplied at 120/208 V, 4 wire wye or at
277/480 V 4 wire wye where:
1. permission is granted by the City.
2. customer guarantees monthly billing demand of
125 KW for 120/208 V or 300 KW for 277/480 V.
3. provides space acceptable to the City on the premises
to allow for the installation of the City's facilities
4. customer shall guarantee to take service from such
installation for a minimum of 5 years from date of
any installation of new or added service.
5. obtains written consent of owner of property if
service is underground.
(B) The billing demand in any month shall be the average
kilowatt input indicated or recorded by instruments to
be supplied, owned and maintained by the City and at
the City's expense upon the consumer's premises adjacent
to the watthour meter, in the 15 minute interval in
which the consumption of electric energy is greater
than in any other 15-minute interval in the month, but
not less than either (1) 50% of the contracted for
loed, or (2) 50% of the highest billing demand in the
preceding eleven months, whichever is the greater.
However, in no case shall the billing demand be less
than the guaranteed billing demand. Billing demand
shall be determined to the nearest 1 /10 KW.
(C) Under Rate C, the following may be applicative.
(1) The billing demand may be based on a thirty minute
interval at the option of the City.
(2) If customer takes service and metering at primary
voltage (2 to 11 KV) and supplies his own trans-
formers, if necessary, the gross bill will be re-
duced by 10 cents per KW of demand in excess of
the guarantee.
(3) Power Factor: When the billing demand is not less
than 200 KW, a power factor adjustment will be
made as follows The total charge for any month
as computed will be decreased or increased by 0.1%
for each 1% that the average power factor of
customer's load in that month was greater or less
than 85 such power factor to be computed (to the
nearest whole per cent) from the ratio of lagging
kilovolt- ampere -hours to kilowatt -hours consumed
in the month.

(D) Where the demand is intermittent or subjected to
violent fluctuations, the maximum demand may be
based on a five minute interval.
(E) No adjustments will be made for any temporary re-
duction in load. Any customer who resumes service
within twelve months must pay all charges that
would have been billed, had service been continuous."
B. "RULES REGULATIONS" dealing with "Phase and
Voltage Specifications: Single -phase Service" as set forth
on Page 11 of said Resolution No. 4274 is amended to read
as follows:

(2) For a group of motors, the voltage shall be in
accordance with specification for the largest
motor of the group.
C Lighting is supplied at 120 or 120/240 volts, single phase,
except where otherwise specified in rate schedules.
D Single phase may be supplied to installations having pro-
posed main service switch in excess of the switch capa-
cities specified above, provided approval of the City has
been obtained, and will be supplied by one of the follow-
ing methods as determined by the Citys
(1) From two or three separate 120/240 volt service
connections. Energy so supplied may be measured
through one meter. The connected load on any
service connection shall not be greater than
twice that of any other service connection.
(2) From one 120/240 volt connection, where the pro-
posed main switch does not exceed 600 amperes
capacity."

C. "RULES REGULATIONS" dealing with "Phase and
Voltage Specifications: Three Phase Service" as set forth
on Page 11 of Resolution No. 4274 is amended to read as
follows:

Standard power voltage is 240 Volts, unless specified
otherwise in Rate Schedules.
The voltages available at any particular location should
be ascertained by inquiry at the Office of the Utilities
Director.
If voltages other than that requested are available from
existing transformers, the City shall not be obligated to
supply any other voltage, unless customer assumes a
billing demand based on the KVA size of the transformers
necessary to serve the load requested.
All load on a three phase service must be kept in balance
between phases in accordance with good engineering practice.
Provision must be made for installing a kilovar -hour meter
on all installations requiring a m *in switch of 600 amperes
at 240 Volts or 400 amperes at 480 Volts.
Customer must guarantee to take service for a minimum
period of three years before City will install equipment

BE IT FURTHER RESOLVED that except as specifically
amended as before set forth, Resolution No. 4274 shall remain
in full force and effect and, as above amended, Resolution
No. 42 �4 from this date shall govern the rules for installations
and the rates to be charged for electrical service in the City
of Anaheim.
THE FOREGOING RESOLUTION is approved and signed by
me this 31st day of January, 1961.
