1961-7043RESOLUTION NO. 7043 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANALLEIL RECO/1ENDING AND SUGGEST- ING TO THE ORANGE COUNTY TIATER DISTRICT AND THE COUNTY SANITATION DISTRICTS THAT A COST AND ENGINEERING STUDY BE MADE OF RECOVERY AND RE-USE OF CERTAIN WATERS ESCAPING INTO THE PACIFIC OCEAN. UHEREAS, the problems of the conservation, source and provident use of water are of utmost concern to the general health, welfare and safety of the people of Anaheim and of the entire Santa Ana River basin; and T on the one hand the Orange County Water District is purchasing and receiving more than three times its ultimate allotment of Colorado River Water in a stepped- up program of underground water replenishment; while on the other hand, through the facilities of the Orange County Sanitation District, many hundreds of thousands of acre feet of waste water are being discharged daily into the Pacific Ocean; and WHEREAS, efforts are being made to make additional water sources available to this area through the Feather River project, but this source will not be available for about a decade; and 7HEREAS, while awaiting development of additional water sources, the demands of others may seriously affect the availability of a sufficient water supply to fill the basic needs of our community; and T,BEREAS, every effort should be made to conserve present water supplies and to discover others before we are confronted with a dangerous deficiency in supply; and TIIEREAS, the early solution to this problem is essential to the very continued existence and growth of this entire area. NOT:, THEREFORE, BE IT RESOLVED that the City Council of the City of Anaheim does hereby recommend and suggest to the Orange County Water District that it make or cause to be made a cost and engineering survey of the economic and engineer- ing feasibility of receiving effluent from the County Sanita- tion Districts, pumping the same upstream along the bed of the Santa Ana River and returning the same to appropriate settling beds for underground water replenishment. BE IT FURTHER RESOLVED, that the City Council of the City of Anaheim does hereby recommend and suggest that the County Sanitation Districts make or cause to be made a cost and engineering survey of the economic and engineering feasibility of adding additional purification stages to their plants so that the resulting effluent is suitable for under- ground water replacement. AND BE IT FURTHER RESOLVED that the City Council of the City of Anaheim does hereby recommend, suggest and urge that said Orange County Water District and said County Sanitary Districts meet to discuss those portions of the recommended program in which each may take part to the end that the re- commended program progress as rapidly as possible in anticipa- tion of urgent future needs for underground water replacement.
