A RESOLUTI()!~ O?l'HE CITY COUNCIL OF THE
CITY OF ANAHEIM E~~LOYING LOUIS J. KROEGER,
DOING BUSIl\i'E2S AS LOUB J. KROEGER AND
ASSOCIATES, TO MAKE A STUDY AND SURVEY OF
CITY EMPLOYEE CLASSIFICATIONS AND TO I~KE
RECOM~~NDATIONS THERETO
WHEREAS, by reason of the rapid growth and expansion
of the City of Anaheim it has become necessary to employ more
)ersonnel and to expand all Departments of the City in order to
effectively administer the duties of each Department; and
VlHEREAS, the City Council does find that by reason of
saia. rapid growth an:} expansion and the increased personnel
re(~uired for the function of the City, it is advisable to
formulate and establish a plan of job classification together
with pay schedules for the numerous employment positions in
the dL':'erent departments 0 f the City according to duties and
responsibilities; and
WHEREAS, the City Council does further find t.h2,t it
woulc be to the advantage and for the best interests of the
City of Anaheim to employ a personnel and management Consultant
to stud;)' the personnel anc_ management problems and to make surveys
anCl investigatcons with regard to the job classifications and
'JfcY schedules for the employees oJ' the City of Anaheim, and to
waKe reconliilendations to the Cit:;' Council; and
WhEREAS, the City Council has caused inquiries to be
made in-co the qualificcJtion of various persons in an effort
to obtain the best qualified person possible to act as such
oersonnel anQ management Oonsultant and to conduct the surveys
an() investigat'"ons, ami Qoes find that Louis J. Kroeger, doing
business as Louis J. Kroeger and Associates, is an experienced
personnel Hid management Consultant and is experienced with
regard to the problems and requirements of [,Iunicipal Cor:JOrations;
and
j;E~REAS, "ehe se,id Louis J. Kroeger has submitted a form
0: contl'act for his employment, by the City of Anaheim, to make a
survey and investiga,tion of the duties and responsibilities of
the dif'erent em,ployeus of' the City of Anaheim and to make a
survey of the vrage and salary rcctes for comparable types of
positions beine' paid by private and other public employers in
the o,rea under substantiell,y ecuivalent conditions of' employment
i',"n~ to UI'epE.re a tentative clasnif'icDtion plan anci oay schedule
for each class specification, anci said contract is found by the
City Council to be satisfactory and the compensation to be paid
thereuncter is founQ to be reasonable;

Louis J. Kroeger and Associates, be employed. as a personnel and
management consultant to make a study and survey of City employee
clELssif'LcatLons unCI. to make recommendations to the City Council
,lith regarct to Euch employee classificat:,ons and prepare a
tentative clafO,;if'icaLon :olan viith an anpropriate pay plan for
such em~)loyees.
AhD BE; iT Flh-\'l'HEI-i. RESOLVED, that the s dO. Louis J.
Kroeger shall lje furnished ,,'orkinr:' quarters by the City of

Anaheim and. shall be f'urni,;hecl local telephone services and
shall be paid as full ana total cOillDensatlon for such services
as are to' be performed by the E: aid Louis J. \Kroeger the sum of
Four Thousand. Six Hundred and nO/lOa Dollars ($4,600.00) pay-
able in lnstallments of One Thousand and nO/lOO Dollars ($1,000.00)
payable thirty (30) days from the date work is started or the
completlon of meetings with department heads and employers
wruchever is later; One Thousand and nO/IOO Dollars ($1,000.00)
sixt;}, (60) days c:fter the commei1cement of Vlork; and TvlO Thousand
Six Hunc.red ana nO/lOa Dollars ($2,600.00) upon submission of the
final Day recommenda tL ons; provided that if all clerical work,
duplicating ana assembling work and necessary supplies are pro-
vid.ed. by the C1 ty, the total figure shall be reduced 10 per cent,
or $460.00, and. further provided thEt if tIle City makes available
the full-time services 0:' c. qualified Personnel Technician through-
out the period covered by said Agreement, the total figure shall be
reducea. )y an additional 10 to 20 per cent of the total figure, a
further reduct:_on of between ;;414.00 and $828.00, the exact re-
d.uct10n to be aetermined by said Louis J. Kroeger considering the
abil i ty anc" the performance of" the Personnel Technician so assigned;
anG further provided the t if the total number of positions on the
:~inal allocation lists exceeds 1.:'00, the total payment shall be
increased by ~lO.OO for each position over that number.
AND BE IT FURTHER RESOLVED, th2.t the Mayor and City Clerk
0: the City of Anaheim are hel~eby authorized, empowered and dire cted
to execute and. enter into a contract with the said Louis J. Kroeger,
doing' business as Louis J. Kroeger anc_ Associates, in the form
submitted to and approved by the City Council.
