A RESOLUTION OF THE Cll~ COUNCIL OF THE CITY
OF ANAHEIM EMPLOYING QUINTON ENGINEERS, LTD.,
CONSULTING ENGINEERS, TO I'lAKE AN EXPANSION
STUDY OF THE MASTER PLAN FOR THE PRIMARY
WATER STORAGE AND DISTRIBUTION SYSTEM PRE-
PARED BY SAID ENGINEERS IN MAY, 1953.
WHEREAS, the City Council finds that the City of
Anaheim is rapidly expanding in area and increasing in
population, and there is an ever increasing demand for water
for domestic, commercial and industrial purposes; and
WHEREAS, heretofore, to wit, on the 26th day of
May, 1953, Quinton Engineers, Ltd., a firm of consulting
engineers, was employed by the City of Anaheim to make a
complete study and hydraulic analysis of the existing water
~stribution system of the City and, the future demands there-
on, and a hydraulic analysis and study to determine recom-
mended pipe sizes for fUture extensions of the system; and
WHEREAS, the growing demand for water and the
anticipated fUture demand for water will tax the facilities
of the City Water Department to adequately supply such de-
mands unless provisions are made for the expansion of said
water storage and distribution system of the City, and the
City Council does find that an expansion study should be
undertaken and made at this time to enable the City Council
to plan for and provide, when needed, an expansion of the
Master Plan for Primary Water Storage and Distribution to
meet such fUture anticipated demands; and
WHEREAS, the City Council finds that Quinton
Engineers, Ltd., a firm of consulting engineers, having its
offices at 812 West Eighth Street, Los Angeles 17, California,
is qualified and capable of making an expansion study of
the Master Plan for the Primary Water Storage and Distribu-
tion System of the City of Anaheim, and that it has offered
to make such expansion study for a fee of two times the
actual salary cost of employees engaged in the work, plus the
cost of travel at ten cents (lO~) per mile, and prints and
reproductions at cost, plus twenty per cent (20%) thereof
for handling; provided, however, that in no event shall the
total fee charged exceed the sum of $3,500.00.
NOW, THEREFORE, BE I'l' RESOLVED by the City Council
of the City of Anaheim that Quinton Engineers, Ltd., of 812
West Eighth Street, Los Angeles 17, California, consulting
engineers, be, and it is hereby, employed by the City of
Anaheim to make an expansion study of the Master Plan for the
Primary Storage and Distribution System of the City, including
a study and recommendation of the following:

A study of storage problems in the area east of
the City in the hills above the community of
Olive;
A study of the feasibility, cost and other
problems relating to a connection to be made to
the Santiago lateral of the Metropolitan Water
System;

A study or the proper location, size, cost and
other problems relating to the construction of
a transmission line from this connection to a
reservoir site generally in the neighborhood
of that proposed under the existing Master
Plan in the hills above Olive, to the City of
Anaheim System, along a more northerly align-
ment;
A study of additional sources of water in the
Eastern area for the City, including a pro-
posed connection to an extension of the Orange
County Water District System; and a study of
the feasibility and advisability of acquiring
or drilling more wells to supplement the water
storage and distribution system in an overall
plan;
A Master Plan showing the proposed or recom-
mended expansion of the present Primary Water
Storage and Distribution System of the City,
with recommended alterations or additions and
proposed distribution system to serve the
entire area contemplated for annexation in the
future, including design considerations, reoom-
mendations for quantity of storage, pipeline
sizes, locations of storage and transmission
lines, together with estimated construction
costs.
AND BE I'l' FURrHEH RESOLVED that said Q.uinton
Engineers, Ltd. shall reoeive as compensation for its
services for making the foregoing studies, surveys, recom-
mendations, estimates and other work performed, a fee based
upon two times the actual and reasonable salary cost of
employees enga~ed in the work, plus travel allowanoe of
ten cents (lO~) per mile, and ~rints and reproductions at
cost, plus twenty per cent (20%) for handling; provided,
however, that in no event shall the total cost of the
services to be rendered by said Q,uinton Engineers, Ltd.
exceed the sum of ~3,500.00, and that said fee Shall be
payable within thirty (30) days following the presentation
and acceptance of a report from said Q,uinton Engineers, Ltd.
setting forth the required data, together with conclusions
and recommendations.
BE 1'1' FURTHEliRESOLVED that said services, studies
and work to be done and performed, as herein provided, shall
be completed within days from the adoption of this
resolution; provided, however, that the City Council may ex-
tend such time for good cause.

THE FOREGOING HESOLUTION is signed and approved by
me this 14th day of August, 1956.
